AGENDA ITEM WORDING:
A public hearing for an ordinance amending Section 2-8(a), Monroe County Code to expand awards
and award functions to improve employee morale and promote employee retention.
ITEM BACKGROUND:
Section 2-8(a) of the Monroe County Code allows for awards and award functions. The County
Administrator is requesting this amendment to expand these functions to include departmental
functions, awards and prizes and social gatherings including families to improve employee morale and
in order to promote employee retention.

OF MONROE COUNTY, FLORIDA, AMENDING CHAPTER 2 OF
THE MONROE COUNTY CODE ENTITLED 'ADMINISTRATION"
BY AMENDING SEC. 2-8(a) IN ORDER TO PROVIDE COUNTY
DEPARTMENTS AN ALLOCATION OF FUNDS TO HOST SOCIAL
EVENTS OR GIVE PRIZES OR AWARDS FOR THE PUBLIC
PURPOSE OF BOOSTING EMPLOYEE MORALE; PROVIDING
FOR SEVERABILITY; PROVIDING FOR THE REPEAL OF ALL
ORDINANCES INCONSISTENT HEREWITH; PROVIDING FOR
INCORPORATION INTO THE MONROE COUNTY CODE OF
ORDINANCES; PROVIDING FOR AN EFFECTIVE DATE
BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA.-
Section 1. Findings
The Board of County Commissioners makes the following findings:
1. Because of the cost of living in Monroe County, it is difficult to recruit and retain
employees.
2. Maintaining and improving morale among county employees serves a proper public
purpose by encouraging "team" spirit and a sense of pride in working for Monroe
County.
3. Allowing the allocation and expenditure of funds specifically meant for programs
including employee awards, ceremonies, functions and social gatherings for
employees and families, as well as prizes granted by random drawing(s), helps
improve employee morale and retain employees.
4. The current ordinance allows for employee awards programs and functions, and
should be expanded to provide that social gatherings and prize programs may also
serve the proper public purpose of improving employee morale.
Section 2. Sec. 2-8(a) of the Monroe County Code is hereby amended by the
addition of the following`:

(a) Authorized. The board of county commissioners may provide for expendituFe-ef
the allocation and expenditure of county funds to county departments for the
public purpose of improving employee morale. Each department head may use
his or her discretion in determining which programs might best fulfill this purpose.
Such programs may include employee awards and prizes allocated by random
drawing(s), social gatherings in which either employees or employees and their
families are invited, and other events relating to the recognition of county
purpose in the common interest of the employees and citizens of the county. The
Board of County Commissioners shall adopt by resolution guidelines for
expenditure of funds. For purposes of this paragraph, the term department head
includes the County Attorney, the County Administrator and subordinate division
and department heads.
Section 3. If any section, subsection, clause or provision of this ordinance is
held invalid, the remainder of this ordinance shall not be affected by such invalidity.
Section 4. All ordinances or parts of ordinances in conflict with this ordinance
are hereby repealed to the extent of said conflict.
Section 5. The provisions of this ordinance shall be included and incorporated in
the Code of Ordinances of the County of Monroe, Florida, as an addition or amendment
thereto, and shall be appropriately renumbered to conform to the uniform numbering
system of the Code.
Section 6. This ordinance shall take effect immediately upon receipt of official
notice from the Office of the Secretary of State of the State of Florida that this ordinance
has been filed with said Office.
