AGENDA ITEM WORDING: Resolution requesting the Florida Department of Transportation to
make every effort to preserve public access to thc waters adjacent to the 18 Mile Stretch.
ITEM BACKGROUND: The Florida Department of Transportation (DOT) has found it necessary to
close two historically used boat ramps on the 18 Mile Stretch as part of the US 1 reconstruction project.
At its August 2, 2006 meeting the Monroe County Marine and Port Advisory Committee recommended
that the Board request by resolution to FDOT that the two ramps on the 18 Mile Stretch either remain
open or be relocated if at all possible.
PREVIOUS RELEVANT BOCC ACTION: At its March 15, 2006 meeting the Board adopted the
Monroe County Marine Management Strategic Plan which included a 'No Net Loss' policy for marine
facilities and public water access.

RESOLUTION NO. 2006
A RESOLUTION BY THE MONROE COUNTY BOARD OF
COUNTY COMMISSIONERS REQUESTING THE FLORIDA
DEPARTMENT OF TRANSPORTATION TO MAKE EVERY
EFFORT TO PRESERVE PUBLIC WATER ACCESS TO THE
WATERS ADJACENT TO THE 18 MILE STRETCH.
WHEREAS, the Board of County Commissioners makes the following
findings of fact:
1. The Florida Department of Transportation has found it necessary to close
two historically used boat ramps on the 18 Mile Stretch as part of the
U.S. 1 reconstruction project.
2. .Monroe County recognizes the importance of providing public water
access to the ever increasing number of boaters in South Florida.
3. Monroe County has adopted the concept of tNo Net Loss! of marine
facilities and public water access.
4. The Monroe County Marine and Port Advisory Committee voted
unanimously to request that FDOT continue to provide and maintain boat
ramps within the DOT right-of-way.
5. The Florida Legislature created the 2005 Waterway and Waterfront
Improvement Act which encourages the preservation and improvement of
boat ramps.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF
COUNTY COMMISSIONERS OF l\IONROE COUNTY, FLORIDA THAT:
Section 1. The Board of County Commissioners wishes to convey to the Florida
Department of Transportation (FDOT) by this Resolution the need to
preserve boating access along the 18 Mile Stretch of U.S, 1, and requests
FDOT to consider alternative solutions to the closing of two historically
used boat ramps.

Section 2. The Clerk of the Board is hereby directed to forward a copy of this
resolution to appropriate representatives of the Florida Department of
Transportation.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida at a regular meeting held on the 20th day of September,
A.D., 2006.
