Grant# S22-23-01-41 came before the BOCC, was approved and signed by Mayor Craig Cates, on
11/15/2022. Attached for BOCC approval is the State of Florida e911 Board's, Additional Terms and
Conditions for Rural and State Grant Agreement. This Agreement is a Post-Approval Grant Agreement
required by the Florida e911 Board. Grant#S22-23-01-41 in the amount of$72,299.60 it is a 5 year
Regional Grant for Region 6 GIS Repository project. This Grant was approved by the e911 Board at
their January 19, 2023, meeting.

Additional Terms and Conditions for Rural and State Grant

This Grant Agreement is entered into by and between the Florida Department of Management Services (the
"Department"or"DIVIS")and Monroe County BOCC('Grantee"), collectively referred to as the "Parties."The
terms of this document supplement the terms and conditions contained in in W Form 1A,Application for the
E911 Rural County Grant Program or W Form 3A, Application for the 911 Grant Programs (hereinafter the
"Application"), and the Grantee's award letter.
1. GENERAL TERMS AND CONDITIONS
By executing this agreement,the Grantee agrees to the following:
1.1. The Application,the Grantee's award letter, and this document, including its attachments and exhibits
(hereinafter collectively referred to as the "Agreement"),contain all of the terms and conditions agreed
upon by the parties, If there are any conflicting provisions between the documents that make up the
Agreement,the following order of precedence applies:
1.1.1. thisdocument;
1.1-2. Attachment 1,Audit Requirements for Awards of Assistance (with its Exhibit 1);
1.1.3. the Grantee's award letter;and
1.1.4. the Grantee's submitted Application,
1.2. In accordance with sections 36S.172 and 365.173, F.S.,the Grantee shall perform the tasks specified
herein in accordance with the terms and conditions of this Agreement.
1.3.The term of this agreement begins on January 19, 2023.and ends on are 24,2028.
1.4. The parties shall be governed by all applicable state and federal laws, rules, executive orders, and
regulations, including, but not limited to, those identified in the "Applicable Statutes and Regulations"
table below.Any express reference in this Agreement to a statute,rule,or regulation in no way implies
that no other statue rule, or regulation applies. Failure to comply may affect the current grant award
and future grants awards,
1.4.1. The Grantee agrees to comply with the State of Florida Reference Guide for State Expenditures,
which can be obtained at:

1.5. This is a cost reimbursement agreement. This Agreement shall not exceed the amount specified on the
Grantee's award letter, and payment shall only be issued by the Department after acceptance of the
Grantee's performance asset forth by the terms and conditions of this Agreement, No renewals of this
Agreement are available.
1.6. The Grantee agrees to use the funds awarded under this Agreement only for costs directly incurred for
the grant project activities specified in the Application. Costs must be reasonable, necessary, allocable,
and allowable for the approved project and only incurred during the term of this Agreement
1.6.1. The Grantee shall refund to the Department any balance of unobligated funds that was advanced
or paid to the Grantee,
1.6.2. The Grantee shall refund any monies used for ineligible purposes under the laws, rules, and
regulations governing the use of these funds,
1.7. The Grantee agrees that the final request for reimbursement and supporting documentation for
incurred obligations shall be submitted to the Department no later than the term of this Agreement.

2. AUTHORITY
The Department has been appropriated funds from the Emergency Communications Number E911 System Trust
to provide grants to counties for the purpose of upgrading E911 systems, The Department has the authority,
pursuant to section 282.702, F.S.,to enter into this Agreement and to disburse the appropriated funds to the
Grantee under the terms and conditions set forth herein.
3. OBLIGATION TO PAY
The State's obligation to pay under this Agreement is contingent upon an annual appropriation by the
Legislature and is subject to any modification in accordance with either Chapter 216, F.S., or the Florida
Constitution.
4. MODIFICATION

5 NTACTS
S-L The Department's Grant Manager is responsible for enforcing performance of this Agreement's terms
and conditions and will serve as the Department's liaison with the Grantee. As part of his or her duties,
the Department's Grant Manager will:
5.1-1. Monitor and document the Grantee's performance of the terms of this Agreement,which may
include but shall not be limited to, onsite visits by DIVIS staff, limited scope audits, or desktop
monitoring;

5.3. In the event that different managers or addresses are designated by either party after execution of this
Agreement, notice of the name,title, and address of the new manager will be provided to the other
party in writing. Such changes do not require a formal written amendment to the Agreement.
6. AUDIT REQUIREMENTS
6.1. The Grantee shall retain all its records,financial records, supporting documents,statistical records,and
any other documents, including electronic storage media, pertinent to this Agreement in accordance
with the record retention requirements of Part V of Attachment 1, Audit Requirements for Awards of
State Financial Assistance, The Grantee shall cooperate with the Department to facilitate the
duplication and transfer of such records or documents upon the Department's request.

6.2.The Grantee shall maintain books, records, and documents in accordance with the generally accepted
accounting principles to sufficiently and properly reflect all expenditures of funds provided by the
Department under this Agreement,
6.3. The Grantee shall comply with all applicable requirements of section 21S.97, F.S., and Attachment 1,
Audit Requirements for Awards of State Financial Assistance. If the Grantee is required to undergo an
audit,the Grantee shall disclose all related party transactions to the auditor.
7. RECORDS
7.1 As required by section 215.97,F.S.,and Rule 691-S-006 Florida Administrative Code(F.A.C),the Department,
the Department of Financial Services, and the Florida Auditor General, or any of their authorized
representatives, shall enjoy the right of access to any documents, financial statements, papers, or other
records of the Grantee which are pertinent to this Agreement, in order to make audits, examinations,
excerpts, and transcripts. The right of access also includes timely and reasonable access to the Grantee's
personnel for the purpose of interview and discussion related to such documents. This provision does not
limit the Department's authority to conduct or arrange for the conduct of additional audits or evaluations
of state financial assistance or limit the authority of any state awarding agency inspector general,the Auditor
General,or any other State official,
7.2 The Grantee shall maintain all records, includingthose pertaining to any and all contractors,subcontractors,
and consultants to be paid from funds provided under this Agreement and further including documentation
of all program costs in a form sufficient to determine compliance with the requirements and objectives of
the Application,and all other applicable laws and regulations, for the longer of five(5) years after the end
of the performance period specified in the table above and all pending matters or the period required by
the General Records Schedules maintained by the Florida Department of State (available at:

Grantee may meet the Department's record retention requirements for this Agreement by transferring its
records to the Department at that time, and by destroying duplicate records in accordance with section
501.171, F.S.,and, if applicable,section 119.0701,F.S. The Grantee shall adhere to established information
destruction standards such as those established by the National Institute of Standards and Technology
Special Publication 800-88, "Guidelines for Media Sanitization"(2006). See Lq2.Lcsrc.nist.,gov,
7.4 In accordance with section 216.1366, F.S.,the Department is authorized to inspect the:(a)financial records,
papers, and documents of the Recipient that are directly related to the performance of the Agreement or
the expenditure of state funds;and(b)programmatic records,papers, and documents oft e Recipient which
the Department determines are necessary to monitor the performance of the Agreement or to ensure that
the terms of the Agreement are being met,The Recipient shall provide such records,papers,and documents
requested by the Department within 10 business days after the request is made.
8. PUBLIC RECORDS
The Grantee, an agency as defined in section 119.011(2), F.S., must comply with the requirements of Chapter
119, F.S.® in the performance of its obligations under this Agreement. The Grantee must also ensure that any
contractors and subcontractors that perform work pursuant to this Agreement comply with the requirements
of Chapter 119, F.S., as applicable.

9. LIABILITY
9.1. The Grantee is solely responsible to parties it deals with in carrying out the terms of this Agreement
and, subject to the limitation of section 768.28, F.S.,the Grantee shall hold the Department harmless
against all claims of whatever nature by third parties arising from performance under this Agreement.
9.2. The Grantee, a subdivision as defined in section 768.28, F.S., agrees to be fully responsible for its
negligent or tortious acts or omissions which result in claims or suits against the Department and agrees
to be liable for any damages proximately caused by the acts or omissions to the extent set forth in
section 768,28, F.S. Nothing in this Agreement is intended to serve as a waiver of sovereign immunity
by the Grantee. Nothing in this Agreement may be construed as consent by a State agency or
subdivision of the State to be sued by third parties in any matter arising out of any contract.
10.EVENTS OF DEFAULT
If any of the following events occur("Events of Default"), all obligations on the part of the E911 Board to make
any further payment of funds shall, if the Department elects, terminate and the Department has the option to
exercise any of its remedies set forth herein. However,the Department may make payments orpartial payments
after any Events of Default without waiving the right to exercise such remedies and without becoming liable to
make any further payment.The Events of Default are,
10-1. If any warranty or representation made by the Grantee in this Agreement or any previous agreement
with the Department is or becomes false or misleading in any respect;
10.2. If the Grantee fails to keep or timely perform any of the obligations, terms, or covenants in this
Agreement or any previous agreement with the Department and has not cured them in timely
fashion;
10.3. If the Grantee or is unable or unwilling to meet its obligations under this Agreement;
10.4. If material adverse changes occur in the financial condition of the Grantee at any time during the
term oft is Agreement;or
10-5. If any reports required by this Agreement have not been submitted to the Department or have been
submitted with incorrect, incomplete, or insufficient information,
11.REMEDIES
If an Event of Default occurs,then the Department shall provide a written notice to the Grantee,and, upon the
Grantee's failure to cure the default within the thirty(30)calendar days,the Department may exercise any one
(1)or more of the following remedies,either concurrently or consecutively:
11-1. terminate this Agreement in accordance with Section 12,Termination,below;
11.2. withhold or suspend payment of all or any part of a request for payment;
113. exercise any corrective or remedial actions, including but not limited to:
11.3.1. request additional information from the Grantee to determine the reasons for or the extent
of non-compliance or lack of performance;
11.3.2. issue a written warningto advise that more serious measures may be taken if the situation is
not corrected;or
11.3.3.advise the Grantee to suspend,discontinue, or refrain from incurring costs for any activities
in question.
Pursuing any of the above remedies will not preclude the Department from pursuing any other remedies
available under this Agreement or at law or in equity. If the Department waives any right or remedy in this
Agreement or fails to insist on strict performance by the Grantee, it does not affect,extend,or waive any other

right or remedy of the Department, or affect the later exercise of the same right or remedy by the Department
for any other default by the Grantee.
12.TERMINATION
12.1. Termination Due to the Lack of Funds. If funds become unavailable for the Agreement's purpose,
such event will not constitute a default by the Department or the State. The Department agrees to
notify the Grantee in writing at the earliest possible time if funds are no longer available, In the event
that any funding identified by the Grantee as funds to be provided for completion of the project as
described herein becomes unavailable, including if any State funds upon which this Agreement
depends are withdrawn or redirected,the Department may terminate this Agreement by providing
written notice to the Grantee. The Department will be the final authority as to the availability of
funds.
112. Termination for Cause. The Department may terminate this Agreement for cause after ten (10)days
of a written notice,which will be issued after the 30-day cure period ends. Cause includes,but is not
limited to, misuse of funds, fraud, lack of compliance with applicable rules, laws, and regulations,
failure to perform on time,or refusal to permit public access to any document,paper,letter,or other
material subject to disclosure under Chapter 119, F.S., unless exempt from Section 24(a)of Article I
of the State Constitution and section 119.07(1), F.S,, or applicable state or federal law, which the
Grantee created or received under this Agreement,
12.3. Termination for Convenience. The Department may terminate this Agreement for convenience or
when it determines, in Its sole discretion, that continuing the Agreement would not produce
beneficial results in line with the further expenditure of funds by providing the Grantee with thirty
(30)calendar days'prior written notice.
12.4, Mutual Termination The parties may agree to terminate this Agreement for their mutual
convenience through a written amendment of this Agreement. The amendment will state the
effective date of the termination and the procedures for proper closeout of the Agreement.
12.5. Grantee Res onsiilities uon Termination, Upon notice of termination the Grantee shall:
12.5.1. not incur new obligations for the terminated portion of the Agreement; and
115.2.cancel as many outstanding obligations as possible. Costs incurred after receipt of the
termination notice are disallowed, The Grantee shall not be relieved of liability to the
Department because of any breach of this Agreement by the Grantee. The Department may,
to the extent authorized by law,withhold payments to the Grantee for the purpose of set®o
until the exact amount of damages due to the Department from the Grantee is determined.
13.RESULTING THIRD PARTY CONTRACTS AND SUBCONTRACTS
13.1. The Grantee may contract with third parties to perform work. The Grantee remains fully responsible for
satisfactory completion of any and all work performed by any contractors and subcontractors.
13.1.1 If the Grantee contracts all or part of the work contemplated under this Agreement, including
entering Into contracts with vendors for services, it is understood by the Grantee that all such
contract arrangements shall be evidenced by a written document containing all Provisions
necessary to ensure the contractor's compliance with applicable state and federal laws. The
Grantee further agrees thatthe Department shall not be liable to the contractor for any expenses
or liabilities incurred under the contract and that the Grantee shall be solely liable to the
contractor for all expenses and liabilities incurred under the contract. The Grantee, at its
expense, will defend the Department against such claims,
13.2. With the Grantee's approval, the Grantee's contractor may subcontract work performed, and the
Grantee's contractor will be fully responsible for satisfactory completion of all subcontracted work.

133. The Grantee agrees all Grantee contracts or subcontracts entered into pursuant to this Agreement shall
contain language requiring contractor(s) or subcontractor(s) who are paid from funds provided under
this Agreement (i) be bound by the terms of this Agreement, as applicable; and (R) be bound by, and
contain all provisions necessary to ensure the contractor's compliance with, all applicable state and
federal laws and regulations,
14.MANDATED CONDITIONS
14.1. This Agreement shall be construed under the laws of the State of Florida,and venue for any actions arising
out of this Agreement shall be in the Circuit Court of Leon County.
14.2. If any provision of this Agreement is in conflict with any applicable statute or rule or is unenforceable,
then the provision shall be null and void to the extent of the conflict and shall be severable but shall not
invalidate any other provision of this Agreement.
14.3. The Recipient and its contractors and subcontractors have an obligation to utilize the U.S.Department of
Homeland Security's (DHS) E-Verify system for all newly hired employees in accordance with section
448,095, F.S. The link to E-Verify is tt : Www.uscls, ov e-veri , By executing this Agreement, the
Recipient certifies that it is registered with, and uses, the E-Verify system for all newly hired employees
in accordance with section 448,095, F.S.The Recipient must obtain an affidavit from its contractors and
subcontractors in accordance with paragraph (2)(b)of section 448-095, F.S., and maintain a COPY of such
affidavit for the duration of the Agreement. The Recipient shall provide a COPY Of its DHS Memorandum
of Understanding (MOU) to the Department's Agreement Manager within five (5) days of Agreement
execution.
This section serves as notice to the Recipient regarding the requirements of section 448.095, F.S.,
specifically sub-paragraph (2)(c)1, and the Department's obligation to terminate the Agreement if it has
a good faith belief that the Recipient has knowingly violated section 448.09(1), F.S. The Department will
promptly notifythe Recipient and order the immediate termination of the contract between the Recipient
and a contractor and/or any subcontractors performing work on its behalf for this Agreement should the
Department have a good faith belief that the contractor or subcontractor has knowingly violated section
448.09(1), F.S.
14.4. In accordance with section 11,062 and 216.345,F.S.,funds received under this Agreement are not to be
used for the purpose of lobbying or used to directly or indirectly influence legislation or any other official
action by the Florida Legislature,the judicial brand, or any state agency.
S.MISCELLANEOUS
15.1. Payment Process, Subject to the terms and conditions established in this Agreement and the billing
procedures established by the Department, the Department agrees to pay the Grantee in accordance
with section 215-422, F.S. The applicable interest rate can be obtained at:

I51. 12Y!jj!�jM The Grantee shall submit all claims for reimbursement and for progress payments, as
described in the Application, using Appendix IV, Financial Reimbursement of Expenditures Reporting
Form,to the Application, The Grantee may submit claims to the Board as needed;however,the Grantee
shall not submit more than one claim per month. After receipt of the reimbursement claim, and in
accordance with the payment provisions established in this Agreement,the Department shall disburse
the amount of funds approved by the Board.
15.3. Invoice Detail, Invoices submitted by the Grantee must fulfill all requirements specified in the scope of
work and include all supporting documentation, when applicable, The Grantee shall also submit
invoices in sufficient detail to fulfill all applicable requirements of the State of Florida Reference Guide
for State Expenditures.

15.4 Intellectual Pro erty. Where activities supported by this Agreement result in the creation of intellectual
property rights,the Grantee shall notify the Department, and the Department will determine whether
the Grantee will be required to grant the Department a perpetual, irrevocable, royalty-free,
nonexclusive license to use,and to authorize others to use for State government purposes,any resulting
patented, copyrighted, or trademarked work products developed under this Agreement. The
Department will also determine whether the Grantee will be required to pay all or a portion of any
royalties resulting from such patents,copyrights, or trademarks.
15.5. Conflict of Interest This Agreement is subject to Chapter 112, F.S. The Grantee shall disclose the name
of any officer, director, employee, or other agent who is also an employee of the State. The Grantee
shall also disclose the name of any State employee who owns, directly or indirectly, more than a five
percent(5%) interest in the Grantee or its affiliates.
15.6. N on-Discrimination. The Grantee shall not unlawfully discriminate against any individual employed in
the performance of this Agreement due to race,religion,color,sex, physical handicap unrelated to such
person's ability to engage in this work, national origin, ancestry, or age. The Grantee shall provide a
harassment-free workplace, and any allegation of harassment shall be given priority attention and
action,
15,7„ Electronic Funds Transfer Enrollment. The Grantee agrees to enroll in Electronic Funds Transfer (EFT),
offered by the State's Chief Financial officer,within thirty(30)days of the date the last Party signed this
Agreement. Copies of the authorization form and a sample blank enrollment letter can be found at:

15.8. Survival. Any right or obligation of the parties in this Agreement which, by its express terms or nature
and context, is intended to survive termination or expiration of this Agreement, will survive any such
termination or expiration,
15,9. Notices. All notices from both parties,outside of the notice of award and notices related to the business
of the E911 Board,shall be effective when placed in the United States,first class mail, postage prepaid,
by registered or certified mail-return receipt requested,to the address in section 5 herein,

AUDIT REQUIREMENTS
FOR AWARDS OF STATE
FINANCIAL ASSISTANCE
The administration of resources awarded by the Department Of Management Services (Department) to the
Grantee may be subject to audits and/or monitoring by the Department, as described in this section.
MIDWORING
In addition to reviews of audits conducted in accordance with section 215.97, Florida Statutes (F.S.), as revised
(see AuDITS below), monitoring Procedures may include, but not be limited to,on-site visits by Department staff,
limited scope audits, or other procedures. By entering into this agreement, the Grantee agrees to comply and
cooperate with any monitoring procedures or processes deemed appropriate by the Department. In the event
the Department determines that a limited scope audit of the Grantee is appropriate,the Grantee agrees to comply
with any additional instructions provided by Department staff to the Grantee regarding such audit. The Grantee
further agrees to comply and cooperate with any inspections, reviews, investigations, or audits deemed
necessary by the Chief Financial Officer(CFO)or Auditor General.

In the event that the Grantee expends a total amount of state financial assistance equal to or in excess of
$750,000 in any fiscal year of such Grantee (for fiscal years ending June 30, 2017, or thereafter), the

215.97, F.S.; applicable rules of the Department of Financial Services; and Chapters 10.55o (

This Agreement and Exhibits contains the entire agreement of the parties and they are no other promises or
conditions in any other agreement whether oral or written. This agreement supersedes any prior written or oral
agreements between the parties.

If any provision of this Agreement shall be held to be invalid or unenforceable for any reason, the remaining
provisions shall continue to be valid and enforceable. If a court finds that any provision of this agreement is
invalid or unenforceable, but that by limiting such provision it becomes valid and enforceable, then such
provision shall be deemed to be written, construed, and enforced as so limited.

This is a regional project; however, each county must approve and contract separately for the overall project
related work. For the purposes of planning and contract initiation,each county needs to have completed
paperwork to GeoComm before the delliverables of the Region 6 IS data repository can be completed (i.e. on-

Throughout the on boarding, GeoComm YAII dedicate time to ongoing communication. By partnering with
GeoComm you will know the status of your onboarding, that deliverables are being met, and have confidence
your objectives are being carded out. GeoComm will provide regular status updates that will include:
• General progress updates
• Issuesiproblems encountered or anticipated
• Customer responsibilities

A GeoComrn team will be assigned to ensure timely completion of the Regional GIS Data Repository Project
for Monroe County within Region 6. The GeoComm team of IS and 9-1-1 systems experts will be led by a
Project Manager and supported by a GIS professional. An extended GIS professional services team will
collaborate on the project as well to deliver the project components on time and within budget.
The team's first action will be to ensure they have an accurate understanding of the Region's project
objectives, The team will communicate Internally to understand the scope of work, project schedule, and
individual responsibilities. This is an important step towards successful and timely project completion.

Shortly after contract execution, GeoComm will email a welcome packet containing an End User setup form.
GeoComm will schedule a project initiation and GIS Data Management Workflow Collaboration meetings with

• GIS Management and Workflow Collaboration meeting plans
GIS Data Management WorkHow Collaboration Meeting
GeoComm will conduct a GIS Data Management Workflow Collaboration meeting to document a GIS Data
Hub GIS data workflow and Quality Control (QC) plan, This meeting should include representatives from the
Region and local counties to ensure all requirements are met with the QC Plan and GIS data
workfiows/processes. Policies for regular GIS data submittal to GIS Data Hub will be established. A QC plan,
including regular communication of QC results to the jurisdictions will be documented. The QC plan will detail
quality control processes to be performed on GIS at submitted to GIS Data Hub.

The Project Initiation and GIS Data Management Workflow meetings will be led onsite by the A GIS Specialist
and GeoComm project manager, supported with additional remote staff, if needed. The on-site meetings will
occur during the same onsite trip and includes CommGeo two staff members being on-site for up to two days,
Hub Configuration and Data Load
Prior to your data being processed through Hub for ongoing GIG data OC reporting, the data must be
configured for use in the applirMion. Customers GIS data will be loaded into the system and field mapped.
Field mapping controls how fields from submitted GIS data are processed, The one-time field mapping
process will allow submitting agencies to continue working in their existing data structure. In addition, the
number and type of specific QC checks to be executed by Hub will be configured. After configuration is
complete, Hub will be ready to in receiving data submissions for ongoing data quality reporting, Merging
will be configured for the regional data set based on participation of additional Region 6 counties.

Training Approach Overview
A variety of education and training resources will be provided and available to the Region and Monroe County
to ensure the features and functionality of GIS Data Hub are used to their maximum potential. Empowering
users and administrators alike to incorporate GIS Data Hub into NG9-1-1 GIS data management workflows will
support streamlined NG9-1-1 GIG data maintenance tasks.
Training sessions will be a combination of on-site and remote opportunities which will be coordinated and
scheduled in advance according to the project budget. In GeoComm's experience on other state and large-
regional GIG Data Hub projects, web-based training courses are an effective medium to deliver the necessary
training content, provide an environment which supports interactive learning, allowing for questions and
answers.
In all training scenario cases, it is important to note training is intended for GIS Data Providers who will be
responsible for managing data at the local level. it will ultimately be up to the Region and local counties to
determine who will attend the training sessions. Generally, user roles will be defined by responsibilities around
GIS data QC and maintenance. GeoComm will work with you to define these roles and establish the best
participants for whichever training courses are selected.
GeoComm reviews and updates all training curricula and materials on a recurring and on an ad-hoc basis as
new features and functionality are added to software applications. This means the training courses are
focused on the most current products and services and are effective in ensuring system users and
administrators understand the functionality.
GIS Data Hub Application and GIS Woirkflow Training
GIS Data Hub training will ensure system users have complete understanding of system functionality, This will
empower the user to leverage the system most effectively in their GIS environment. A portion of the training
includes a hands-on component for all participants/roles. This is recommended to ensure attendees can
navigate the systems, effectively leverage the tools, and voice questions which arise while navigating the
systems.
GIS Data Hub training topics will include:
• GIS Data Hub overview, including user roles and responsibilities
• Access to Hub and GIG Data Hub Help
• IS data upload
• QC settings and field mapping

Initial GIS Data Analysis
Prior to local jurisdiction staff undertaking GIS data updates, a preliminary assessment of each jurisdiction's
GIS data will be completed to identify data errors, omissions, and anomalies. After the data has been
successfully set up in GIS Data Hub, it will be processed through the configured QC and validation checks,
specific to the project QC plan requirements. A report outlining the results of each analysis, including a list of
errors, will be generated and provided to each jurisdiction. A conference call will be scheduled and held

between GeoComm and local county stakeholders to discuss the findings in the report as well as the next
steps in undertaking GIS data development and update tasks.
JurisdiCtiOn GIS Data Updates
Using the QC reports as a guide, local jurisdiction GIS staff will update GIS data, and where necessary,
develop missing GIS data- GeoComm will be available to local jurisdictions during this phase as a knowledge
resource to assist in the process as necessary. After the data has been developed and/or updated, it will
undergo another round of validation and QC processing to ensure the data meets the QC plan requirements.
A report outlining the results of the QC processing will be developed and delivered to the respective local
jurisdiction with each cycle through GIS Data Hub.
The QC and validation checks may uncover edge matching issues with surrounding counties, it will be the
responsibility of local jurisdictions to resolve these errors. GecComm will assist the counties within the Region
with identifying edge matching issues, recommending modifications, identifying which agency will resolve the
discrepancy,and tracking action items.
QC Results hinterpretatIcin Support
Through the project, local counties will have access to GeoComm's experienced team of GIS professionals
and project manager to answer questions related to the QC results generated by GIS Data Hub. Our team is
available to answer questions via email, over the phone and, as needed, to schedule web sessions to review
individual local jurisdiction QC results and provide advice on how to efficiently resolve any errors. In addition,
GeoComm's local GIS professional is available to travel onsite for face-to-face consultation and guidance
where needed.
Merged Goodatabase Creation
On all counties in the region have completed contracting paperwork, GeoComm will configure the system to
facilitate the creation of a uniform merged regional GIS dataset, automated schema and geodetic
transformation procedures will be executed on the GIS data provided. These procedures will merge the IS
data from local county disparate clatasets into a regional GIS dataset in the NENA NG9-1-1 GIS data model
structure. GIS data that has critical errors will not proceed to the merging step until those critical errors are
resolved. The merged regional GIS dataset will incorporate existing data from the local jurisdictions and be
updated with each new county data submission to GIS Data Hub. GIS data submissions are unlimited to
encourage users to frequently check their progress on error resolution.
After the GIS data has been merged, it will again be processed through configured QC checks to determine the
quality of the merged dataset. Results will be reported back to the local jurisdictions and the Region- Local
counties will again be responsible for resolving errors found within their respective datasets and working with
neighboring jurisdictions to resolve overlaps,gaps, and edge matching errors,
SyinchroinizatJon Wth the INSAG and AtJ Database
As part of every map data upload, GIS Data Hub will perform a comparison between the GIS data and the
MSAG, and the GIS data and the ALI Database and report results back to local jurisdictions. The results will
be a valuable resource for local jurisdictions in keeping their GIS data synchronized with the JVISAG and ALI
database, as well as a metric for measuring progress toward required synchronization levels. A new ALI and
MSAG are not required for each upload. Comparisons will be completed on the most recent data, ALI, and
MSAG submitted. If updates have been made to the MSAG and ALI, true synchronization percentages will only
be known when the latest MSAG and ALI files are uploaded with those changes.

Ongoing operational support services will include a variety of GIs and technical support delivered by GIs Data
Hub, GeoComm's GIs professionals, and oComm' Technical Support team. For this project, GeoComrn
will assign a GIS professional based in Florida to assist the counties and the Region In project initiation,
training, and on-going support. A description of the services is provided below.
GIS [)ata I ransformation, Merging,QC,and Reporting
GIs Data Hub will provide on-going GIs data transforrination, merging, QC, and reporting which will result in
the progressive improvement of the Region's NG9-1-1 GIs dataset. The ongoing services workflow will follow
a similar workflow of that which will occur with the initial data upload, QC, and merging. As follows:
• Local counties upload GIs data updates to IS Data Hub on an up-to-daily basis
• GIs data will undergo multiple configured QC checks
& The QC checks will be executed prior to data updates being merged into the statewide GIs dataset
• Data quality reports will be delivered to each respective local jurisdiction.
• Local jurisdictions will correct the GIs data errors outlined in the data quality reports provided by GIs
Data Hub and resubmit updated data back to the system
• GeoComm may provide GIs data development services to resolve the errors if requested, for an
additional fee.
• After the local county GIs data is evaluated with the QC checks, it is transformed and merged ihto a
regional dataset in a format required by the NGCS service provider. (available once all counties are
contracted for the Region 6 GIs project.
• After the merged data has passed QC checks, it can be made available for use by NGCS service
providers and other systems as needed by the counties.
This process will result in a continuous feedback loop of GIS data updates from the local jurisdictions, GIS data
performance measurements and reporting, data transformation, and aggregation.
GIs Data Hub includes pn—adesigned and configu(able reports and dashboards. Reports and dashboards are
role based, so local IS offices and other stakeholders can see the information and data appropriate and most
pertinent for their roles and responsibilities within the 9-1-1 enterprise.
The reports are viewable Via a secure website and can be downloaded in xlxs, pdf, -csv, and other formats
depending on the need for the report. Reports can also be scheduled to be generated automatically and
delivered based an time/date or upon certain processing criteria (such as the conclusion of a job process) to
the user as part of the detailed results sent via an email link.
In addition, GeoComm will provide and maintain a dashboard accessible by all regional stakeholders thait will
show a visual representation of overall data submissions, county boundary gaps and overlaps, number,of
discrepancies, or other available data as required by the Region to support collaboration and planning,

GeoComm will provide ongoing support of GIS Data Hub by monitoring the environment GIs Data Hub is
hosted in and updating product versions with adequate notice.

S. Describe your county, group of counties or region's existing 911 system.
Include specific information on existing system equipment upgrades and when
the installation of this equipment was completed. Please include the PSAP(s)
that the grant will be implemented at to include the type of PSAP(s), primary
system,and number of position seats.
Today the ten(10)counties that make up Florida's 9-1-1 Region 6 individually update
and maintain all GIs ALI and IVISAG information on a stand-alone basis. To support
the transition to NG91 1, the counties have agreed to work collectively to establish a
regional 9-1-1 GIs database that is stored and maintained by one vendor
(GEOCOMM) using cloud based technology. The Counties that are participating in
this project are: Charlotte, Collier, Desoto, Glades, Hardy, Hendry, Highlands, Lee,
Monroe, and Okeechobee. The goal ofthis project is for Region 6 to have a cloud-
based GIs data management service that enables all jurisdictions to upload their GIs
and 9-1-1 data for NG9-1-1 validation and data merging tasks to support NG911
initiative going forward.
6. Describe the scope of work for the proposed project including any goal(s)and
objectives. Include the tasks to be performed as part of the project. Provide
scope of work in quantifiable units of deliverables that shall be received and
accepted. For each deliverable specify the required minimum level of service
to be performed and the criteria for evaluating the successful completion of
each deliverable. For any scope of work that includes milestones, please
describe in detail what deliverables are expected to be provided in each
milestone.
The following project scope of work will apply to this regional initiative:
For participating counties, GEOCOMM, performs the following phases for a timely
completion of the project based on the regional implementation of the system:
Phase one: Project Initiation

The GeoComm project to will be assigned the project elements, both technical and
administrative,to ensure timely completion of the Regional GIs Data Repository Project.The

supported by a dedicated local GIs professional. An extended GIS professional services team
wiIC collaborate on the project as well to deliver the project components on time and within
budget.The project team's first action will be to ensure they have an accurate understanding of
the Region's project objectives. The team will communicate internally to understand the scope
of work, project schedule, and individual responsibilities. This is an important step towards
successful and timely project completion.
GeoComm will conduct a GIs Data Management Workflow Collaboration meeting to document
a GIs Data Hub GIS data workflow and Quality Control (QC) plan.This meeting should include

representatives from the Region and local counties to ensure all requirements are met with the
QC Plan and GIS data workflows1processes. Policies for regular GIs data submittal to GIs Data
Hub will be established.A QC plan, including regular communication of QC results tothe
jurisdictions(and the State, if desired), will be documented. The QC plan will detail quality
control processes to be performed on GIs data submitted to GIs Data Hub.
The Project Initiation and GIs Data Management Workflow meetings will be led onsite by the
local GIs Professional an eoComm project manager, supported with additional remote staff,
if needed,
a Phase Two:Systems Configuration and Setup
GeoComrn will configure GIS Data Hub with the number and type of specific validation/quality
control (OC)checks as set forth in the QC Plan developed as on the GIs Collaboration
meeting. After the QC checks have been configured, GeoComm will coordinate with the Region
and local county stakeholders to schedule web-based training sessions that will provide an
overview oft system,the upload process and how to interpret and correct data as on the
QC results from GIS Data Hub. The training will also cover the field mapping process.
This one-time field mapping process will allow counties to continue working in their existing data
structure.
-Phase Three: Systems and Process Training
GIs Data Hub training will ensure system users have complete understanding of system
functionality. This will empower the user to leverage the system most effectively in their GIs
environment. A portion of the training includes a hands-on component for all participants/roles.
This is recommended to ensure attendees can navigate the systems, effectively leverage the
tools, and voice questions which arise while navigating the systems.

Training will be deemed successful when course attendees are able to understand the system
functionality taught during the course.

7. Justification of the need for the proposed project Provide detailed information

the condition with details to justify any system with an expected lifespan of less
than I year. Each component on the system, (memory, hardware (size of
drives) updates of software and/or replacement versions needed, standallone
equipment and additional upgrades Include UPS in the requests.
The justification for this project is based upon the NENA B NG91 I standard requiring the county
9-1-1 agencies to support intern perability and share accurate location information as the
transition from legacy 9-1-1 systems to NG91 I systems evolve. As incidents do not know
borders, it is important for adjoining jurisdictions to be able to route, locate and track 9-1-1
related calls accurately and efficiently. NENA standards ca Ill for PSAP agencies to maintain
accurate GIS data sets by meeting a minimum requirement of 98%accuracy for GIS/ALI/
MSAG data.With each county striving to bring their individual data sets to this requirement, it
becomes pertinent to have a methodology for storing the data collectively so that it can be
shared and accessed by all of the counties that make up the region.

complete this project without this grant funding.

Florida's %1®1 Region 6 is made up of a diverse set of medium and rural sized
counties. There are concentrated areas of substantial population (Charlotte, Collier,
Highlands, Lee, Monroe)and a large mass of rural territory where population is spread
out and sparse(DeSoto, Glades, Hardee, Hendry, Okeechobee). In particular the rural
counties are limited on funds to support the standards requirements.This is also a
challenge in the medium counties where funds are more readily available, however
higher costs associated with multipleer arked NG911 projects take a direct toll on 9-
1-1 budgets. Therefore and supportive of the Florida regional grant rule and application
process, it is important each participating county is supported through available grant
funds.
9. Describe the required steps with an anticipated time schedule with procurement and
payment milestones and a total project completion date.

The proposed scope considers multiple counties or the entire region
conducting the project elements at the same time as 2 joint project. It is anticipated the
phases will occur in a mostly chronological order as listed, though some will take place
simultaneously, The timeline relies on prompt aftenfion from the counties at all stages of
the project. For participating counties, GeoComm proposes to carry out the following
phases for a timely completion of the project, based on the regional implementation of
the system:
• Phase One: Project Initiation—within 36 days of receipt of PO

Once all counties have reached Phase 5, Ongoing Operational Support Services, GeoComm
will invoice the customers for payment of one-time services, first year of recurring services, and
personnel travel for project initiation.
The invoice to will determine the start date of the recurring fees and subsequent project
years. Invoices will be sent at the start of each project year for that year's recurring project fees.

data for Region 6 (Region)in Florida consisting of the following agencies:

GeoComm proposes the Region leverage GeoComm GIS Data Hub, a hosted GIS date
management solution that was specifically developed for ongoing GIS data processing, aset
merging, Quality Control (QC), reporting, and GIS data publishing for NG9-1-1. GeoComrn GIS
Data Hub can be utilized for a county GIS data repository as well as a regional GIS data
repository that contains the most current GIS.
GIS Data Hub Overview
GIS Data Hub is an intuitive, easy-to-use, cloud-native application designed for use with
varying levels of GIS knowledge. Today, it successfully supports over 1,500 public safety
jurisdictions nation for statewide, regional, and local implementations.
GIS Data Hub was developed to accomplish the following ongoing GIS data tasks:
« Data submission to a centralized authority
• Quality Control (QC)processing
Transformation to a common GIS data scheme
QC validation for NG9-1-I call routing and NENA standards
Merging multiple datasets into one single(regional) dataset
Quality reporting
Provisioning to NG9-1-1 core components(the NENA Spatial Interface)
GIS Data Management Workflow Overview
Project stakeholders interact with GIS Data Hub in the following way:
* Local jurisdictions upload their authoritative GIS data to GIS Data Hub,following a
mutually agreed upon up-to-dally frequency schedule
* Data undergoes QC checks adhering to NENA and any regional required standards

The following scope of work outlines the project phases and tasks which will be completed to
successfully incorporate GIS Data Hub as the foundation of the regional and local jurisdictions
NG9-I®1 GIS data management efforts.

GeoComm proposes GeoComm GIS Data Hub as a repository for hosting primary and
secondary PSAP GIS data within the Region. These layers include the NENA NG9-1-1 GIS
Data Model required layers of Road Centedines,Site/Structure Address Points, Service
Boundaries (PSAP, Fire, EMS, Police), and Provisioning Boundary. The Quality Control
processing and resulting error reports will assist the county GIS data providers in identifying
appropriate values with which to attribute the GIS data. Quality Control checks include
synchronization between the GIS, MSAG, and ALI database to assist each agency in achieving
the recommended NENA 98% synchronization level.
GeoComrn proposes to support the Region in this work with a dedicated GIS professional to
meet with local agencies to review the error reports and results and provide coaching on
updates that need to be made. Meetings will be held remotely; in-state travel may be required,
approved,and reimbursed following the guidelines of the GSA. An estimate for travel has been
provided in the pricing section.
In addition, GeoComm provides GIS data development and maintenance professional services.
These services may be opted for by the counties to accelerate the completion of GIS data
updates orthe development of GIS data for the NG9-1-1 system. Pricing for this option is
included in the pricing section of this proposal.
Upon submission of the GIS data by a participating county, GeaComrn GIS Data Hub will be
configured to run Quality Control Checks as on NENA D data standards, GIS data
management best practices, the needs and requirements of the Region, and GeoComm's
experience working on similar projects. This will include checking the geometry and attribution
of the NENA NG9-1-1 required layers listed above; and checking for gaps and overlaps within
the data once it is merged into a regional dataset, Once the GIS data is processed in GeoComm
GIS Data Hub, a report*411,be provided of anomalies and errors. GeoComm's GI S team along
with the local GIS professional based in Florida will be available to meet with local agencies to
review suggested corrections fort a local agency to pursue.
The regional GIS dataset will be available for download by regional participants,The GIS data
may be shared, based on memorandum of understanding or other authorizations with other
regions and the State of Florida. Copies oft GIS datasets,will be available for Next
Generation 9-1-1 Core Services providers to access and load into their systems.
As an option,the GIS data may also be available in the form of REST services end points.
GeoComm offers GeoComm Web GIS Services to provide GIS data hosting services supporting
third-party Public Safety Applications which may be provided as an option based on the needs of
each county or the Region. Pricing is available in the Pdcing Detail section starting on page 14,

Project Initiation Meeting
A project initiation meeting will be scheduled and conducted with the Region's project team. At
this meeting, the GeoComm to will present the approach and review the project schedule.
The meeting agenda will include:

• Project approach review
• Project communication methods
• GIS Management and Workflow Collaboration meeting plans and scheduling
GIS Data Management Workflow Collaboration Meeting
GeoComrn will conduct a GIs Data Management Workflow Collaboration meeting to document
a GIs Data Hub GIS data workflow and Quality Control (QC)plan. This meeting should include
representatives from the Region and local counties to ensure all requirements are met with the
QC Plan and GIs data workflowstprocesses. policies for regular GIS data submittal to GIs
Data Hub will be established. A OC plan, including regular communication of QC results to the
jurisdictions(and the State, if desired),will be documented. The QC plan will detail quality
control processes to be performed on GIs data submitted to GIs Data Hub.
The Project Initiation and GIs Data Management Workflow meetings will be led onsite by the
local GIs Professional and GeoComm project manager, supported with additional remote staff,
if needed.
Phase "Two: Systerviis Configuration and Setup
GIs Data Hub Configuration
GeoComrn will configure GIS Data Hub with the number and type of specific validation/quality
control (QC)checks as set forth in the OC Plan developed based on the GIs Collaboration
meeting, After the QC checks have been configured, GeoComm will coordinate with the Region
and local county stakeholders to schedule web-based training sessions that will provide an
overview of the system, the upload process and how to interpret and correct data based on the
QC results from GIs Data Hub. The training will also cover the field mapping process.
This one-time field mapping process will allow counties to continue working in their existing data
structure.

Training Approach Overview
A variety of education and training resources will be provided and available to the Region and
local counties to ensure the features and functionality of GIS Data Hub are used to their
maximum potential. Empowering users and administrators alike to incorporate GIS Data Hub
into NG9-1-1 GIS data management workflows will support streamlined NG9-1-1 GIS data
maintenance tasks.
Training sessions will be a combination of local GIS Professional on-site or remote as needed.
In GeoComm's experience on other state and large-regional IS Data Hub projects, web-based
training courses area effective medium to deliver the necessary training content, provide an
environment which supports interactive learning, allowing for questions and answers.
In all training scenario cases, it is important to note training is intended for GIS Data Providers
who will be responsible for managing data at the local level, it will ultimately be up to the
Region and to counties to determine who will attend the training sessions, Generally, user
roles will be defined by responsibilities around IS data QC and maintenance- GeoComm will
work with you to define these roles and establish the best parficipants for whichever training
courses are selected.
GeoComm reviews and updates all training curricula and materials on a recurring and on an
ad-hoc basis as new features and functionality are added to software applications. This means
the training courses are focused on the most current products and services and are effective in
ensuring system users and administrators understand the functionality.
GIS Data Hub Application and GIS Workflow Training
GIS Data Hub training will ensure system users have complete understanding of system
functionality. This will empower the user to leverage the system most effectively in their GIS
environment. A portion of the training includes a hands-on component for all participants/roles.
This is recommended to ensure attendees can navigate the systems, effectively leverage the
tools, and voice questions which arlse while navigating the systems.
GIS Data Hub training topics will include:
GIS Data Hub overview, including user roles and responsibilities
Access to Hub and GIS Data Hub Help
GIS data upload
QC settings and field mapping

The proposed web-based GIS Data Hub training will be recorded and provided to the Region for
use as the Region sees fit Inaddition, GeoComrn offers refresher training tailored to the
specific training needs of a client, for an additional fee, upon request.
During a web meeting,we will distribute and discuss the GIS Data Management workflows
is were finalized after the G IS Data Management Workflow Collaboration meeting. The
workli'llows will outline the flow of GIS data through the system.
Training will be deemed successful when course attendees are able to understand the system
functionality taught during the course.
Phase Four Data Sub mi. slori, Analysis, and Merg ataset Creation
Initial Data Submission
Following training,the individual counties will receive GIS Data Hub account credentials and
may begin uploading GIS data to GIS Data Hub. The required GIS datasets include:
• Road Centerlines
• Site/Structure Address Points
• PSAP service boundaries
• ire® Police, EMS service boundaries
• Provisioning Boundary
• ALI(automatic location identification)database
• MSAG (master street address guide)
Note that the ALI database and MSAG can be provided at a later date if not readily available at the time of initial GIS
data upload
Initial GIS Data Analysis
Prior to local jurisdiction staff undertaking GIS data updates, a preliminary assessment of each
jurisdiction's GIS data will be completed to identify data errors, omissions, and anomalies. After
the data has been successfully set up in G IS Data Hub, it will be processed through the
configured QC and validation checks, specific to the project QC plan requirements. A report
outlining the results of each analysis, including a list of errors, will be generated and provided to
each Jude dicUon. A conference call will be scheduled and held between GeoComm and local
county stakeholders to discuss the findings in the report as well as the next steps in undertaking
GIS data development and update tasks.

Jurisdiction GIS Data Updates
Using the QC reports as a guide, local jurisdiction Is staff will update GI S data, and where
necessary, develop missing GIS data, GeoGornm will be available to local jurisdictions during
this phase as a knowledge resource to assist in the process as necessary. After the data has
been developed and/or updated, it will undergo another round of validation and QC processing
to ensure the data meets the QC plan requirements. A report outlining the results of the QC
processing will be developed and delivered to the respective local jurisdiction with each cycle
through GIS Data Hub.
The QC and validation checks may uncover edge matching issues with surrounding counties, it
YAII be the responsibility of local jurlsdictlions to resolve these errors, GeoComm will assist the
counties within the Region Wth identifying edge matching issues, recommending modifications,
identifying is agency will resolve the discrepancy, and tracking action items.
QC Results Interpretation Support
Through the project, local counties will have access to GeoGomm's experienced team of Is
professionals and project manager to answer questions related to the QC results generated by
GIS Data Hub, Our team is available to answer questions via email, overt phone and, as
needed, to schedule web sessions to review individual local jurisdiction QC results and provide
advice on how to efficiently resolve any errors. In addition, GeoComm's local GIS professional is
available to travel onsite for face-to-face consultation and guidance where needed.
Merged Geodatabase Creation
To facilitate the creation of a uniform merged regional GIS dataset, automated scheme and
geodetic transformation procedures will be executed on the GIS data provided. These
procedures will merge the GIS data from local county disparate datasets into a re local GIs
dateset in the NENA NG9-1-1 GIS data model structure. GIs data that has critical errors will not
proceed tote merging step until those critical errors are resolved. The merged regional GIs
dataset will incorporate existing data from the local jurisdictions and be updated with each new
county data submission to GIS Data Hub. GIs data submissions are unlimited to encourage
users to frequently check their progress on error resolution.
After the GIS data has been merged, it will again be processed through configured QC checks
to determine the quality of the merged dataset. Results will be reported back to the local
jurisdictions and the Region. Local counties will again be responsible for resolving errors found
within their respective datasets and working with neighboring jurisdictions to resolve overlaps,
gaps, and edge matching errors.

Synchronization with the MSAG and ALI Database
As part of every map data upload, GIS Data Hub will perform a comparison between the GIS
data and the MSAG. and the G IS data and the ALI Database and report results back to local
jurisdictions. The results will be a valuable resource for local jurisdictions in keeping their GIS
data synchronized with the IVISAG and ALI database, as well as a metric for measuring progress
toward required synchronization levels. A new ALI and MSAG are not required for each upload.
Comparisons will be completed on the most recent data,ALI,and IVISAG submitted, If updates
have been made to the MSAG and ALI,true synchronization percentages will only be no
when the latest MSAG and ALI files are uploaded with those changes.
Phase Five: Ongoing Olaerational Stjppoiirt Services

Ongoing operational support services will include a variety of GIS and technical support
delivered by GIS Data Hub, GeoComm's GIS professionals, and GeoComm's Technical
Support team. For this project, GeoComm will assign a GIS professional based in Florida to
assist the counties and the Region in project initiation, training, and on-going support. A
description of the services is provided below.
GIS Data Transformation, Merging, QC, and Reporting
GIS Data Hub will provide on-going GIS data transformation, merging, QC, and reporting which
Will result in the progressive improvement oft Region's NG9-1-1 GIS dataset. The ongoing
services workflow will follow a similar workflow of that which will occur with the initial data
upload,QC, and merging. As follows:
Local counties upload GIS data updates to GIS Data Hub on an up-to-cl ail y basis
GIS data will undergo multiple configured QC checks
o The QG checks will be executed for to data updates being merged into the
statewide GIS dalaset
Data quality reports will be delivered to each respective local jurisdiction.
Local jurisdictions will correct the GIS data errors outlined in the data quality reports
provided by GIS Data Hub and resubmit updated data back to the system
o GeoComm may provide GIS data development services to resolve the errors ff
requested,for an additional fee.
0 After the local county GIS data is evaluated with the QC checks, it is transformed and
merged into a regional dataset in a format required by the NGCS service provider.
0 After the merged data has passed QC checks, it can be made available for use by
NGCS service providers and other systems as needed by the counties.
This process will result in a Continuous feedback loop of GIS data updates from the local
jurisdictions, GIS data performance measurements and reporting, data transformation, and
aggregation.

4 Appendix A: RapidSOS Premium
��Proposal Overview
GeoComm proposes the option for Emergency Communications Centers (EC Cs) in Florida's
Region 6 toextend the use of RapidSOS Portal into the core Public Safety workflow by adding
Premium solution sets. This proposal is an enclosure to the oComm GIS Data Hub and
associated services proposal being provided this month in response to an informal request for
information.
RapidSOS Premium consists of a solution set that leverages and enhances the RapidSOS
Portal experience by adding in critical features identified in partnership with the public safety
community. RapidSOS Premium offers a unified mapping solution for Emergency
Communication Centers(ECCs)to streamline all incoming data for every incident in their
jurisdiction, including ANIIALI data for all call types and authoritative GIS data for enhanced
situational awareness. Rapid SOS Premium extends the Region's NG9-1-1 compliant datasets
into the ECC unified mapping by consuming the local GIS on an Esri basemap.
By unifying the backend databases of GIS information with the incident data from the public,
RapidSOS Premium provides a platform of data interoperablilty that fulfills the intent and
mission of the State of Florida's NG911 strategic plan. Regional GIS datasets that are not
consumable via a unifying platforin hinder the mission of the State's emergency services and
unnecessarily delay NG91 1 adoption.
RapIdSOS data sources are currently used throughout the State of Florida via Is into
Computer Aided Dispatch, Call Handling Systems, Logging Recorders, and Tactical Mapping
systems, as well as the standalone Portal. RapidSOS Premium enhances the current workfows
by allowing telecommunicators to easily consume new datasets (such as REST APls) in a
common and familiar interface. This accelerates adoption and increases success rates across
the State.
Easy Access to More Call Information
• Display of real-time location data (cellular): View accurate device-based location from
Apple and Go ogle that updates in real-time with Brea dcrumbing throughout the
emergency call.
• Display of both ANUALI and Google/Apple locations on one screen, including the ability
to view all 9-1-1 calls(wireless, wirellne, VolP,Text, loT)on one screen.
• Agency-configurable audible tones for 911 calls, texts, and alerts for ease of workflow
integration.
• Visibility of 911 calls made within each jurisdictilon, including landline, Voice Over IP,
cellular, and wife calling where supported.
• Coming soon: Estimated floor level n associated with caller's location to assist with
determining dispatchable locations with Z-Axis values. This feature will be provided after
installation at no additional cost.

• Hosted GIS web services for the agency's local GIS data with access to update map
data and publish to every workstation automatically. This includes the agency's:
• Basernap: Contains all GIS data layers configured into a single base Map Service.
This will include the Road Centerlines and/or SitefStructure Address Points, along
with any supplemental layers the agency provides (e.g., Community boundaries,
Service/Response boundaries, railroads, trails, parks, etc,)
• Geocoding: Enables forward and reverse geocodingladdress search capabilities
within the GIS data layers used for location validation (primarily Road Cent edin es
and Site/Structure Address Points).
• Additional GIS hosting: Up to 2 individual GIS data layers as Feature Services which
can be toggled on and off by the end user.
Access to services purchased by your community via RapldS0S Partner Network at no
charge. This includes indoor mapping products, critical response graphics, Alyssa's Law
approved solutions, and other safety solutions

Project Approach
Implementation Process Overview
The integration process for RapldSOS Premium will operate sequentially through the feature set
listed in table below. The process will begin with a kickoff phase that will allow RapidSOS and
the customer to identify required resources and components to perform the integration of
specific features. The customer will provide, where needed, points of contact, technical
resources, and GIS data to perform the integration of the detailed featur apidSOS will
support the customer with data collection and integration logistics enabling a manageable
deployment process.
All Call Information:
To provide caller information for all call types, hardware installation and configuration is
required to gather and utilize ANV information on the RapidSOS platform. All
hardware and software required to bring ANVALI data into the map application will be
provided by RapidSOS. RapidlSOS will provide technical resources where needed to
perform the physical installation, configuration, and testing of the on-premises hardware.
Unified Map and GIS:
RapldSOS will guide the customer through the process of GIS data collection and
verification which will lead to configuration work to bring that data into the RapidSOS
platform for hosting and operations,
The agency will be responsible for submitting:
• GIS map data meeting requirements outlined in the Mapping Requirements
Document
• (optional)MXD to depict customer-defined symbology, if desired
To ensure the map data in RapklS0S Premium stays current, the agency is responsible
for uploading updated datasets via GeoComm GIS Data Hub using an account set up
during the Initial setup process. Data structure must remain in alignment with the original
Mapping Requirements Document
Non-voice incident workilows:
RapidSOS will guide the customer through the process of enabling non-voice incident
workfiom and provide training on how to utilize these functional ities.
RapidSOS Alerts enables efficient operations within the ECC, facilitating a full-digital
request for dispatch and 2-way communication between the alarm monitoring company
and the ECC. This replaces the 1 -digit admin line phone call with the prm of a button
in RapidSOS. Alerts improves ECC operations by integrating Wth residential and
commercial fire and security partners, including SimpllSafe and Ecobee. Alerts also
improves workflows for personal security devices from firms like e-BodyGcard, home
security from firms like SimpliSafe, and commercials urity from firms like Honeywell.

Customer General Project Responsibilities
It is requested that the following general project support be provided:

GeoComm solutions are available on procurement contracts across the country including
holding a GSA Schedule 70 IT contract which local and state government agencies are eligible
to purchase from. GeoComm proposes to work with RapjdSOS to add Premium line items to
GSA for procurement by Florida Region 6,As such, the pricing below reflects the option for the
agencies to use a valid procurement vehicle. In addition, a single source provider justification in
line with Florida Procurement Guidelines and Chapter 287.057 (3)(c), F.S. has been enclosed.

Purpose
This summary document addresses the efforts of Florida's 911 Region 6 and the
intention to create a long term regional GIS services project in support of the transition
to Next Generation 911, The ten (10) counties participating in this project include
Charlotte, Collier, Desoto, Glades, Hardee, Hendry, Highlands, Lee, Monroe and
Okeechobee.
The overarching purpose is to provide the Department of Management Services
(DMS) and the Florida E911 Board information specific to all grant applications being
submitted individually by each participating county,
Scope of Project
GeoComm is the selected vendor for this project. They will provide a hosted central
database repository service known as the GIS Data Hub that will store and maintain
GIS data for the entire region. Counties will individually upload their GIS data on a
regular basis to the service. GecComm will maintain the service by merging all county
GIS data into a regional dataset that can be accessed by all counties, as well as with
the other Florida region repository projects as they become available. GeoComm also
provides quality control reporting of the data to ensure the counties are made aware
on a regular basis for areas of maintenance or corrective action. In addition to the data
hub, options for the RapidSOS Premium enhanced mapping service may be included
insome grant applications.

• This project meets state grant requirements for regional GIS Repository and
support of enhanced 911 mapping features
• The total amount for this project including participation from all counties is
$1,358,919.28
• The project is seeking five (5)years of state grant funding

an alternative competitive pricing source
• A completed MOU will be submitted by December 31,2022
• GIS/IVISAG/ALI synchronization and maintenance projects are being performed
by each county individually in order to meet and maintain the NENA 98% accuracy
