South Lower Keys Regional Wastewater Treatment Facility (Big Coppitt)
• Florida Department of Environmental Protection (FDEP) State Revolving Loan Fund (SRF)
application drafted.
• Reviewed and approved FKAA payment applications and requested reimbursement of $4.6
million from Florida Rural Utility Financing Loan and $2.6 million from FDEP Grant 6803.
• Staff overseeing FKAA construction on three contracts for collection system installation to insure
compliance with County procedures. Responsibilities include site inspection, attending construction
progress meetings (as available), responding to requests for information from contractors and FKAA
and investigating resident complaints and questions.
• Shark Key collection system 90% invoiced. Construction is 95% complete. Change Order to extend
contract time needed from FKAA for pay applications #7 and 8.
• Big Coppitt collection system 76% invoiced. Construction is 90% complete. Pay applications #14
and 15 approved by Engineering for payment.
• Geiger and Rockland Key collection system construction 12% complete. Construction is 50%
complete. Pay applications #1 and 2 approved by Engineering for payment.
• WWTP construction is 85% invoiced. Pay applications #s 10 through 12 approved by
Engineering.
• Forcemain contract close-out required. Change Order to extend contract time needed from FKAA
for final payment.
• Facilitated appeals and corrections to non -ad valorem tax roll. Appeal received for single family
residence formerly designated a duplex by property appraiser.
• Planning continued for treatment location for Key Haven.
Duck Key/Conch Key
• Permit for wastewater treatment plant construction anticipated July 2009.
• FDEP Request for Inclusion for SRF submitted to DER
• Staff drafting Facilities and Finance Plan for SRF. FKAA is revisiting engineering construction
estimates and County staff is reviewing proposed capital projects to identify additional sources of
wastewater funding. County reviewing FKAA engineering construction cost estimates associated
with Duck Key plant expansion and upgrade.
• Duck Key collection system design is complete and permitted. FKAA reviewing design to identify
potential cost reduction.
• 73% of 150 EDUs at Conch Key are connected to system.
Cudjoe Regional Wastewater Treatment Facility
• Cudj oe Central Service boundary expansion approved for the Cudj oe Central Service Area.
• Design to complete bid documents for Cudjoe Regional Service Area previously estimated by FKAA
to cost $8M may be negotiated at $7.5 million; $2 million has already been advanced; payment of
remaining 1 million dollars requested.
• The Scope of Services for the design, permitting and bidding services for the WWTP is under review.
• Cudjoe Regional Collection System Preliminary Design Reports underway.

Keys Wastewater Plan (KWP) Implementation
Prepared and submitted project descriptions for submittal to the State of Florida by the Florida
Department of Environmental Protection (FDEP) Coral Reef Conservation Program (CRCP).
Compiled Florida Keys project planning, design, construction and connection status summary for
presentation to the Water Quality Protection Program Steering Committee.
Staff identifying real estate identification numbers for package plants to be incorporated onto maps
for identification of those within the boundaries of the proposed Cudjoe Regional Central Service
Area and for use in developing construction phases. Responded to questions from property owner
representatives regarding FDEP's letter describing required compliance with Chapter 99-395 for
advance wastewater treatment. Each plant owner who would like to enter into a consent order must
provide FDEP with a legally binding agreement with Monroe County within 180 days from the
date of the letter. The agreement must contain a commitment to connect to the new municipal
system, a date certain for connection and other terms which are acceptable to the Department.
County reviewing ordinance regarding on -site system upgrades. Florida Department of Health
anticipates code enforcement for on -site system upgrades will be handled in the same manner as
the cesspit replacement program. The Keys Wastewater Plan requested funding assistance for on -
site systems. When the Keys Wastewater Plan is adopted, BOCC approval to provide funding
assistance with on -site systems will be required. FKAA is considering installing and operating a
decentralized municipal system for property owners who enter into agreements for this service.
County, Outdoor Resorts, and FKAA attorneys working on agreement for wastewater treatment
for the equivalent dwelling units in the cold spot adjacent to Outdoor Resorts. Outdoor Resorts has
requested that County confirm that regional service is not anticipated to be provided to the west
end of Long Key so that wastewater treatment plant (WWTP) expansion can be scheduled and the
agreement letter to connect to the municipal system is not required. Monroe County's primary
interest is 2010 compliance for those properties on the Oceanside West End of Long Key (WLK-
Cold Spot). Connection to Outdoor Resorts or the Layton plant may be a more cost effective
alternative than installation of onsite systems. County reviewed the Marlin Engineering Outdoor
Resorts of Long Key Wastewater Treatment Plant Feasibility Report of August 8, 2008. County
Engineering Wastewater Department is waiting for FKAA updated estimates to connect the WLK-
Cold Spot. Obtaining the conceptual collection -transmission system construction cost estimates is
necessary to complete this analysis and will be discussed at the next County/FKAA coordination
meeting.
Community Development Block Grant (CDBG)
• Staff is researching and tracking DCA CDBG program for potential funding for sewer lateral
construction for lower income residents. Activities include following program development, drafting
letter for Administrator signature requesting rule change hearing, attending public hearing (via
telephone call in) on program update and communicating with DCA staff to determine whether grant
funds will be available for sewer hook ups in future grant cycles.
Area of Critical State Concern - 10 Year Plan Reporting
• No action necessary.

Florida Keys Reasonable Assurance Documentation (FKRAD)
Requested EPA's response to submittal of FKRAD. Advised presentation to be made at January
Water Quality Protection Program Steering Committee meeting.
Key Largo Wastewater Treatment District
• Key Largo Sewer — Monroe County site inspector overseeing construction on KLWTD projects to
ensure compliance with County road restoration requirements, including attending pre -
construction meetings with contractors, inspecting road repairs, meeting with contractors to
determine repairs and replacement of county road signs in project area.
• Sales tax revenue reimbursement request #13 and MSTU #33 under review by Engineering.
Stock Island
• Key West Resort Utilities (KWRU) has completed construction of the upgrades - designed for 2010
AWT compliance.
• Approximately 82% of the 2,672 EDUs served by the initial gravity collection system and Phases 1-3
of the expanded vacuum system are connected. Code enforcement meetings are held monthly and
fines are being imposed if design, permitting, and connection deadlines are not met.
• Engineering is developing a compliance tool to identify properties that still require connection.
• Engineering reviewed service availability for code enforcement case. Report drafted to describe
service availability issues for each distinct real estate property. Copy of as-builts will be included in
report.
• Established policy and procedure for depositing Stock Island consent and acknowledgement down
payments.
Stormwater
Project coordination to utilize South Florida Water Management District grant assistance for
stormwater aspect of capital projects.
Contract Management
• Initiated review of Proposals for Assessment Services.
