First Semi-annual Monitoring Event
Basis and Assumptions Used to Prepare this Scope of Services: This Scope of
Services (Scope) is based on requirements contained in permits issued by the South
Florida Water Management District / SFWMD (Oct 12, 2004) and the U.S. Army Corps
of Engineers / ACOE (Feb 9, 2005) for the Hangars Development Project at Key West
International Airport (EYW) and the approximately 0.47 acre wetlands mitigation
associated with the Project (Applicable excerpts attached).
Based on information contained in said permits the following is required in Year -One:
4 For SFWMD: Semi-annual monitoring and the development of a maintenance
program to control nuisance and exotic species.
■ For ACOE: Annual monitoring and the development of a maintenance program to
control nuisance and exotic species.
Description of Services to be Provided: Conduct the First Semi-annual Monitoring
Event to meet requirements of permit issued by the South Florida Water Management
`District. (Copy attached).
FEC shall provide the following:
• Initiate Task and review pertinent files,
• Purchase field supplies and establish monitoring plots,
• Conduct the First Semi-annual Monitoring Event,
• Analyze data and prepare the monitoring report,
• Submit said report to EYW for review and approval,
• Following approval by EYW, submit said report to SFWMD, and
• Provide coordination and liaison between SFWMD and EYW.

Semi-annual Monitoring Report in Microsoft Word and Excel formats as follows:
■ Draft Reports: Total of three (3) copies: Two (2) copies to EYW, One (1) copy for
FEC files.
■ Final Reports: Total of four (4) copies: Two (2) copies to EYW, One (1) copy to
SFWMD, One (1) copy for FEC files.
All deliverables shall be in hard -copy (printed) format; electronic files shall not be
provided.
Payment: Lump Sum: FOUR THOUSAND SIX HUNDRED EIGHTY DOLLARS
($4,680.00). Payment for services shall be in their entirety.
Days to Complete: Within sixty (60) calendar days following approval of this PSO and
issuance of a Notice -to -Proceed.

• Miscallancous coordination and liaison between SFWMD, the ALOE and EYW.
