AGENDA ITEM WORDING: Approval to waive Purchasing Policies and Procedures for the emergency relocation of the
Automated Surface Observations System (ASOS) at the Key West International Airport.
ITEM BACKGROUND: Asper the attached a -mails from the National Weather Service and the FAA, we were notified
early in March the ASOS must be relocated or NOAA was going to deactivate the system, which would suspend
commercial aircraft operations at KWIA. Obviously this was an emergency situation, so we proceeded with work based on
proposals and not formal bids. Therefore, we request approval of the payment of $13,775.00 to Bella Construction of the
Keys for the concrete work, and $34,100.65 to Florida Keys Electric for electrical equipment and installation.
This work will be paid by Terminal Project Funds, with reimbursement of those funds coming in the next FAA grant, which
will be received August 2009.

We have received notification from the National Weather Service (see attached emails) that the
location of the existing Automated Surface Observing System (ASOS) equipment is
unsatisfactory due to the impacts from the new terminal building. The location of the new
terminal blocks or affects wind speed and direction readings in the equipment's current location.
We need to complete the new site facilities as soon as possible. There are two activities that
need to be completed in order for the relocation to take place.
First, the pads and poles for mounting equipment must be installed. We received plans from the
National Weather Service indicating what they need. We asked Bella Construction of the Keys,
Inc. to come to the airport, look at the site and plans and give us a quote to do the work. This
was done and we obtained a price from them in the amount of $13, 775. At the same time we
did our own in-house analysis of the cost for the work and found their price to be well within
current construction costs experienced for work required in the secure parts of the airport
property.
The second component of the work involves brining power to the site and creating a signal path
from the site to the Control Tower. Florida Keys Electric, Inc. has provided a quote for this
work. Their cost is $34,100.65. This cost includes trenching, cables, conduit, a high voltage
pedestal tap box, NEMA 3r 10OAmp single phase load center and 1 OKva transformer. Again, we
have reviewed the costs associated with the work and find them to be reasonable for work in this
area of the airport.
Due to the emergency nature of the work, it needs to be done quickly in order to avoid any action
by the National Weather Service. If you have any questions, please let me know and I will
endeavor to provide additional information.

My response to a casual question posed to me by one of my system specialist was not meant for dissemination. I am quite
surprised that the manager of Key West ATCT did not contact me prior to propagating my casual response.
That said, the initial meeting on this subject was attended by our representative (Pin Williams) who is a specialist within the
Technical Support Staff. Both he and I agreed that this request supported our operations. In a follow-up call from Larry
Chalmers, I indicated our support of the request.
A memorandum of agreement (MOA) between ourselves and the county could have been available, if we were cognizant of
the meeting you mentioned below. Please provide an email address for all pertinent parties, so that we could send them the
MOA of our verbal affirmation. Please note, that any tower construct on the AOA has to be approved by FAA's ADO
(Airport District Office).

forwarded a copy of your previous email. Larry Chalmers, KW1A Project Engineer referenced his conversation with Tom
Wednesday 3/4.
The project requiring access to FAA power of which you are aware is proceeding in anticipation of the necessary approvals
from your office. Without action on your part NOAA is prepared to de -certify the ASOS equipment which requires this
access. In that eventuality commercial aircraft operations at KWIA may be suspended indefinitely.
While my office has no sway over any aspect of this project, it seems action is preferable to the adverse consequences. This
note is only to inform you of the known factors and the anticipated consequences. Please coordinate as necessary to keep this
office from being effected and the necessary forced responses.
