Dear Sheriff Peryam:
The past five years the Sheriffs Office has provided fmandal support in the amount of $40,000 to our
Summer Recreation Program. This letter serves as request for your continued support of the program for
the summer of 2009 in the same amount.
Our plans include the use of three school sites to provide various recreational activities during the school
day to parallel with our regular academic summer school. In the past we have served over 1,000 children
at our school sites. Special activities that will be offered include baseball, softball, soccer, recreation
rotation including arts and crafts, indoor and outdoor games and learning fun and field trips.

RE: Request for State Forfeiture Money - Partial funding of 16th Judicial Circuit
Laboratory Manager position
Dear Sheriff Peryam,
This request is in response to your suggestion made at the June 16th
Substance Abuse Advisory Board meeting. You had suggested that we submit a
proposal to you for additional funding from the Sheriff Forfeiture Funds.
Drug testing promotes public safety by alerting the referring agency of
drug use and the increased risk of criminal activity. It allows for early
intervention, maximizing client success, and reduces recidivism.
As the 16th Judicial Circuit Drug Court Coordinator, Vice Chair of the
Substance Abuse Mental Health Coalition, member of The Juvenile Justice
Board, and an eighteen year employee of the 16th Judicial Circuit Court of
Florida, I am respectfully requesting your assistance in the partial funding of a
full-time laboratory manager position.
On June 16th, 2009 a proposal was presented to the Substance Abuse
Advisory Board requesting $57,166.75 for a full-time Laboratory position. The
Substance Abuse Advisory Board indicated that they will be recommending
allocating $46,000 of the Byrne JAG, Local Law Enforcement Block Grant
monies to partially fund the 16th Judicial Circuit Urinalysis Program Laboratory
Manager position. We are respectfully requesting $10,000 in additional funds
from your "State Forfeiture Money" to allow for the complete funding of this full-
time position.
The Drug Court Lab has been providing urinalysis services for, the Courts
per Judicial request, Adult Diversion Drug Court, Family Treatment Dependency
Drug Court, Juvenile Drug Court, The Department of Juvenile Justice,
IDDS(lntensive Delivery of Diversion Services), A Positive Step, for adjudicated
delinquents, The Department of Children and Families protective investigations
unit, Wesley House (The community based care provider for the parents of
abused and neglected children), The Florida Keys Children Shelter, Teen Court,
Our program has grown from conducting a few quick tests on drug
offenders released to Pretrial Services in 1990, to conducting over 72,000 tests
to 898 clients last year. That equates to over 6000 tests a month.
Our goals are to provide, additional technical support in the delivery of
direct services, supervision of other UA techs, managerial services to the lab,
and to allow for the expansion of drug testing services at a greatly reduced rate.
The funding of this position will assist the 16th Judicial Circuit Urinalysis Program
in moving toward a self sufficiency model.
Therefore, I am respectfully requesting money from state forfeitures to
fund $10,000 of expenses associated with the Laboratory Manager position.
Salaries and Benefits:
Lab Manager: $54,666.75 (1.00 FTE)
Salary: $37,500.00
FICA: $2,868.75
Retirement: $3,776.25
Group Insurance: $8,880.00
Workers Compensation: $1,641.75

Tuesday, August 4,2009 is National Night Out. This is a unique community event that
focuses on prevention of crime and drug activity held the first Tuesday of August every
year. This event promotes participation in static display games, crime prevention
techniques on a variety of information and is intended to bring community and law
enforcement together.
National Night Out is expected to involve more than 89,000 communities from all 50
states, U.S. territories, Canadian cities and military bases around the world. In aU, close
to 31 million people are expected to participate in "America's Night out against Crime."
Additionally, this event
District Six participates in this event by having a Neighborhood Block Party at Founders
Park for the citizens in the Village of Islamorada. This is our 6th year hosting this event
and we have witnessed it grow tremendously.
To help take care of the growing cost of this event I am requesting $500.00 from the Fine
and Forfeiture Fund.
