AGENDA ITEM WORDING: Approval of selection of four (4) contractors for the installation and
maintenance of aids to navigation and regulatory markers in the Florida Keys waters within Monroe
County and approval to negotiate contracts with said selected four(4) marine contractors.
ITEM BACKGROUND:
Since 2017, the Monroe County Planning and Environmental Resources Department's ("Department")
Marine Resources Office ("Office")has maintained contracts with multiple marine contractors for the
installation and repair of County waterway markers, including aids to navigation and regulatory
markers. Those contracts are a result of a qualifying process, and the lowest responding contracted
bidder to any Invitation for Quotes for individual jobs is awarded the job (i.e., this provides for a two-
step competitive bid process). The current vendor contracts for the installation and repair of County
waterway markers, including aids to navigation and regulatory markers expire on August 31, 2023, after
having been in effect for the past five (5) years. In order to provide continuing services, the Monroe
Board of County Commissioners ("BOCC", "Board", "Monroe County", or the"County") gave
direction to the Office's professional staff at the November 15, 2022, BOCC meeting for the
professional staff to advertise a Request for Qualifications ("RFQ") to once again qualify vendors for
the installation and repair of County waterway markers.
Four responses were received by the Purchasing Department for the RFQ opening on April 20, 2023
(see attached Tabulation Sheet), including: ASAP, Inc., American Underwater Contractors, Inc., Coffin
Marine Services, Inc. and Live Flyer, Inc.
A Selection Committee met on May 18, 2023 to review, score and rank the responses. The average
scores/rankings are as follows (see attached Score Sheet):

The Selection Committee considered all four vendors to be qualified. The Selection Committee
recommended Board selection of the four vendors (see attached Selection Committee Meeting
Minutes). Staff recommends Board selection of the four vendors. Based on Board direction, staff
anticipates bringing contracts before the Board in the next several months for execution.
PREVIOUS RELEVANT BOCC ACTION:
August 2018—BOCC approved contracts with five contractors for services related to the installation
and maintenance of aids to navigation and regulatory markers in the Florida Keys waters within Monroe
County for three years.
July 2021 —BOCC amended contracts with the five contractors to provide for an additional two-year
term.
November 2022 - BOCC approval to advertise an RFQ in order to qualify vendors for installation and
maintenance of aids to navigation and regulatory markers.

SELECTION COMMITTEE
May 18, 2023 Meeting Minutes
The Selection Committee (Committee) meeting commenced at 9:OOam via
Communication Media Technology (CMT) using a Zoom Webinar platform. All
Committee members were present, including Brittany Bui-tner, Breanne Erickson and
Michelle Robinson. No members of the public were present.
Four responses (received from the Purchasing Department) were discussed and scored,
including:
American Underwater Contractors, Inc.
ASAP, Inc.
Coffin Marine Services, Inc.
Live Flyer, Inc.
At the inception of the meeting, Brittany Burtner, Marine Resources Senior
Administrator, mentioned that those vendors providing responses that the County has
used before (American Underwater Contractors, ASAP, and Coffin Marine Services) all
had provided satisfactory work. Each Committee member was asked to discuss her scores
for each criteria for each response. Subsequent to discussion and scoring each member
signed their score sheets, and the scores were averaged. The average scores ranged from
73-114 points (out of a possible 115 points). Average scores and ranking were:

Based on the number of responses received, the range of scores, and qualifications
described in the responses, the Committee considered all four vendors to be qualified,
and recommends that the Board approve the selection of all four vendors.
