AGENDA ITEM WORDING: Discussion and direction regarding rescheduling the July 19th County
Commission meeting to August.
ITEM BACKGROUND:
At the November 2022 BOCC Meeting, the Board voted to ship the August meeting when it set its 2023
calendar. Mayor Cates recently requested to move the July BOCC meeting to August instead.
Due to reliance upon the previously approved meeting calendar, the County would face the following
challenges should the BOCC vote to move the July business meeting to August:
1. The new hurricane debris contracts are supposed to be awarded and in place as of August 1st. As part
of the settlement agreement with Ashbritt, the BOCC agreed it would bid and award the contracts so
they'd be in place by August 1st. That means that they must be awarded in July. Moving the July
meeting to August could be viewed as a breach of that settlement agreement.
2. The new lease of the restaurant facility at Higgs Beach(Salute) should be in place prior August 13th,
when the current lease expires. The RFP opening date was scheduled for July 5th so the new lease
could be awarded at the July meeting.
3. Two Marine Resources Contracts need to be awarded in July.
4. One item that is scheduled for July that would delay a private business owner from getting his permit
for an additional month.
5. Two zoning amendments that will need to wait until September due to meeting location requirements.
6. Two COPCNs for ambulance providers will expire in July.
7. Upcoming contract renewals with Florida Blue, CapitalRx, and Gallagher. Pushing the contracts to

August would squeeze benefits down to about 6 working weeks to load the changes (from August
BOCC meeting until October 1).
If the BOCC decides to move the regular July meeting to August, one option for addressing those
challenges would be to move the above items that require approval prior to August onto the special
budget meeting the Board has currently scheduled for Tuesday, July 18, 2023. Alternatively, that
special meeting could be rescheduled for Wednesday July 19th, the day of the currently scheduled
BOCC meeting. The Property Appraiser has requested that the budget meeting be held prior to July
20th, 2023.

On 11/15/22, the BOCC approved the 2023 BOCC meeting dates.
