Enaineerins! Division - Wastewater Projects — May 2009 Status Report — June 17, 2009
South Lower Keys Regional Wastewater Treatment Facility (Big Coppitt)
• Wastewater Treatment Plant (WWTP) substantial completion achieved May 15, 2009. Thirty day
connection notices to be sent once the Florida Department of Environmental Protection
certification is received. Final completion anticipated mid -July 2009. WWTP construction is 90%
invoiced. Pay application #15 under review by WW Dept.
• WWTP commissioning tentatively scheduled for July 14, 2009.
• County preparing Disbursement Request #7 from the FDEP Grant and Loan. County has received
$8.9 million of $11 million grant.
• FKAA and County reconciling final cost for Big Coppitt in anticipation of project close-out.
• Geiger and Rockland Key collection system is 56% invoiced. Pay application #6 and 7 under
review by WW Dept. Sewer work completed on Venus and moving to Boundary Lane. FDEP
certification received for Dolphin/Flipper.
• Big Coppitt collection system 98% invoiced. Pay application #19 under review. County awaiting
change orders.
• County awaiting final pay application and change orders for Shark Key.
• Forcemain contract close-out required. Change order to extend contract time needed from FKAA
for final payment.
• Staff overseeing FKAA construction on three contracts for collection system installation to insure
compliance with County procedures. Responsibilities include site inspection, attending construction
progress meetings (as available), responding to requests for information from contractors and FKAA
and investigating resident complaints and questions.
• Facilitated appeals and corrections to non -ad valorem tax roll.
• Planning continued for treatment location for Key Haven.
Duck Key/Conch Key
• Duck Key WWTP permit under review by FDEP. One Request for Information completed. Bid
documents scheduled for completion in July.
• Duck Key collection system design is complete and permitted.
• 73% of 150 EDUs at Conch Key are connected to system.
Cudjoe Regional Wastewater Treatment Facility
• Draft non -ad valorem tax rolls prepared by GSG.
• Cudjoe Regional WWTP final design and permitting initiated. Survey and geotechnical work
completed.
• Cudjoe transmission main modeling and pipe sizing initiated. Limited notice to proceed granted
for bridge load rating and pipeline routing.
• Cudjoe Regional (central) final design and permitting initiated. Base maps and survey work
complete.
• Cudjoe Regional (expanded) final design and permitting initiated. Aerial survey and base
mapping completed. Ground survey work underway. Preliminary layout for Lower Sugarloaf
nearly complete.
• Maps for use by the Department of Health to identify non -central service areas for on -site
permitting under review.

Keys Wastewater Plan (KWP) Implementation
Meeting held June 3, 2009 with FDEP and Long Key Condominium Association. Comparison of
anticipated long term operation and maintenance cost required before a Settlement Agreement can
be proposed.
Provided update to FDEP for Florida Keys National Marine Sanctuary update report.
Community Development Block Grant (CDBG)
• Staff is researching and tracking DCA CDBG program for potential funding for sewer lateral
construction for lower income residents. Activities include following program development, drafting
letter for Administrator signature requesting rule change hearing, attending public hearing (via
telephone call in) on program update and communicating with DCA staff to determine whether grant
funds will be available for sewer hook ups in future grant cycles.
Key Larao Wastewater Treatment District
• Key Largo Sewer — Monroe County site inspector overseeing construction on KLWTD projects to
ensure compliance with County road restoration requirements, including attending pre -
construction meetings with contractors, inspecting road repairs, meeting with contractors to
determine repairs and replacement of county road signs in project area.
• Sales tax revenue reimbursement request #15 and MSTU #35 approved by Engineering.
Stock Island
• Approximately 82% of the 2,672 EDUs served by the initial gravity collection system and Phases 1-3
of the expanded vacuum system are connected. Code enforcement meetings are held monthly and
fines are being imposed if design, permitting, and connection deadlines are not met.
