Engineering Division - Wastewater Proiects — April 2009 Status Report — May 20, 2009
South Lower Keys Regional Wastewater Treatment Facility (Big Coppitt)
• Construction of wastewater treatment plant (WWTP) will be complete in June 2009; FKAA
anticipates issuing connection notices beginning in June.
• County preparing Disbursment Request #7 from the FDEP Grant and Loan. County has received
$8.9 million of $11 million grant.
• WWTP construction is 90% invoiced. Pay application #13 and 14 approved by WW Dept. Pay
application #15 under review by WW Dept.
• Shark Key collection system 90% invoiced. Construction is 95% complete. Change Order to extend
contract time needed from FKAA for pay applications #7 and 8.
• Big Coppitt collection system 86% invoiced. Construction is 92% complete. Pay applications #16
and 17 approved by WW Dept.
• Geiger and Rockland Key collection system is 46% invoiced. Construction is 60% complete. Pay
applications #3 - 5 approved by WW Dept. Pay application #6 under review by WW Dept.
• Forcemain contract close-out required. Change Order to extend contract time needed from FKAA
for final payment.
• Florida Department of Environmental Protection (FDEP) State Revolving Loan Fund (SRF)
application drafted.
• Staff overseeing FKAA construction on three contracts for collection system installation to insure
compliance with County procedures. Responsibilities include site inspection, attending construction
progress meetings (as available), responding to requests for information from contractors and FKAA
and investigating resident complaints and questions.
• Facilitated appeals and corrections to non -ad valorem tax roll.
• Planning continued for treatment location for Key Haven.
Duck Key/Conch Key
• FKAA hosted an update meeting for Duck Key property owners on April 29, 2009. The use of a
low pressure system in Center Island was discussed.
• Duck Key WWTP expansion and upgrade anticipated to be bid in June 2009. Value engineering
by FKAA has resulted in a 17% reduction in cost estimate for construction.
• Duck Key collection system design is complete and permitted. Value engineering by FKAA has
resulted in a 36% cost reduction.
• 73% of 150 EDUs at Conch Key are connected to system.
Cud_ioe Regional Wastewater Treatment Facility
Kick-off meeting held with GSG to develop 2009 non -ad valorem tax roll for wastewater.
Final design contracts in place for all components of Cudjoe Regional Wastewater Treatment System.
Keys Wastewater Plan (KWP) Implementation
Funding assistance for remaining Monroe County projects through State Assistance
Grants or an increase in local sales tax is not anticipated.
Staff participated in April 16 coordination meeting with DCA and other stakeholders to establish
timeline to be adopted by proposed Rule 28-20.130 for Department of Environmental Protection
Consent Orders and the Department of Health Memorandum of Understanding.

• County reviewing Outdoor Resorts WWTP expansion and upgrade conceptual plan.
Community Development Block Grant (CDBG)
• Staff is researching and tracking DCA CDBG program for potential funding for sewer lateral
construction for lower income residents. Activities include following program development, drafting
letter for Administrator signature requesting rule change hearing, attending public hearing (via
telephone call in) on program update and communicating with DCA staff to determine whether grant
funds will be available for sewer hook ups in future grant cycles.
Key Largo Wastewater Treatment District
Key Largo Sewer — Monroe County site inspector overseeing construction on KLWTD projects to
ensure compliance with County road restoration requirements, including attending pre -
construction meetings with contractors, inspecting road repairs, meeting with contractors to
determine repairs and replacement of county road signs in project area.
Sales tax revenue reimbursement request #14 and MSTU #34 approved by Engineering.

• Reviewed payment history for Roy's Trailer Park.
• Began to update Connection Task Force Spreadsheet.
• Determined that properties exist that have paid system development fees (SDFs) that are not
connected.
• Approximately 82% of the 2,672 EDUs served by the initial gravity collection system and Phases 1-3
of the expanded vacuum system are connected. Code enforcement meetings are held monthly and
fines are being imposed if design, permitting, and connection deadlines are not met.
• Engineering reviewed service availability for code enforcement case. Report drafted to describe
service availability issues for each distinct real estate property. Copy of as-builts will be included in
report.
