3rd Task Order 06/21/2023 TASK ORDER FOR GRANT ADMINISTRATION SERVICES BETWEEN MONROE COUNTY AND WSP USA, INC. FOR FLORIDA KEYS MARATHON AIRPORT NON- AERONAUTICAL USE BUILDING In accordance with the Agreement for Grant Writing and Administration Services, made and entered into on February 15, 2023, between MONROE COUNTY, ("County") and WSP USA, Inc., ("Consultant"), hereinafter referred to as "Consultant," where grant administration services are allowed, hereinafter referred to as the "Agreement". All terms and conditions of the Agreement apply to this Task Order, unless this Task Order amends, adds, or modifies a provision or an Article of the Agreement, which will be specifically referenced in this Task Order and the amendment, addition, or modification shall be precisely described. These additions apply only to the project referenced in this Task Order. This Task Order is effective on the 21 st of June 2023. WHEREAS, the Florida Keys Marathon Airport Non-Aeronautical Use Building is paramount to the safety of the citizens and visitors of Monroe County, and WHEREAS,the additional personnel is needed to comply with grant requirements associated with the following grants: • FDEM Grant DA 19-SP-10-11-54-01-237; • FDOT Aviation Grant 4 G1009; • FDEM/FEMA HMPG Phase I-Grant 44337-066-R-FL— CLOSED; • FDEM/FEMA HMPG Phase II-Grant44337-066-A; • SRMC-Grant 44337-066-A (part of FDEM/FEMA HMPG grant); and • EMPG-ARPA Competitive Agreement 4G0365. WHEREAS, this project is funded by a combination of federal and state funded grants. NOW, THEREFORE, in consideration of the mutual promises and covenants set forth below, the parties agree as follows: 1. In accordance with Article II, SCOPE OF BASIC SERVICES of the Agreement, the Consultant will provide Grant Administration Services. Services provided shall include: • Monitoring,tracking, and documenting financial requirement deliverables that must be met as required by the grants. • Preparing Requests for Reimbursements (RFR). 1 • Prepare reports as directed by the County, and participate in the organization, development, review, and submission of reports to the various funding agencies. • Run reports to check the status of invoices, run supplier payment reports, view/print checks that have been issued, and request copies of cancelled checks and EFT confirmation documents from the Clerk's Office • At the conclusion of the scope of work,provide assistance to document close-out grant fiscal requirements to allow for programmatic and financial reconciliation. 2. In accordance with Article VII paragraph 7.1 of the Agreement, the County shall pay the Consultant a not-to-exceed total of Forty-Four Thousand Twenty-One and 09/100 dollars ($44,021.09) paid monthly using the hourly rates established in Grant Writing and Administration Services 12-15-2022 WSP Proposal for the personnel classification of Project Manager and Project Accountant in Attachment B. All other Terms and Conditions of the Agreement remain unchanged and in full force and effect. The County seeks specialized expertise from WSP to ensure administrative compliance with these project requirements through a fiscal review of the administrative requirements of this project.
