This Letter of Agreement is to confirm the relationship between the Monroe
County Sheriff's Office and Dr. Tanju Mishara, Ph.D.
Dr. Tanju Mishara will attend the International Association for Suicide Prevention
World Congress 2009 in Montevideo, Uruguay between 10/27-10/31/2009. The
Congress will provide a variety of useful trainings on assessment and postvention,
grief work with survivors and counseling after an unsuccessful suicide attempt. In
addition to the Congress she will attend the pre-conference one day workshOp "In
Harm's Way" Law Enforcement and Defense Forces Suicide, presented by the
Defense and Law Enforcement Taskforce.
The Monroe County Sheriff's Office, through the Law Enforcement Trust Fund, will
provide financial assistance to Dr. Tanju Mishara in the amount of $808.00 for the
payment of tuition and registration for this event.
In exchange for this assistance, Dr. Tanju Mishara will utilize the training and
expertise gained by participation in this World Congress with the Monroe County
Sheriff's Office over the course of the year, November 1, 2009 through October 31,
2010. Dr. Mishara will assist the Sheriff's Office in organizing a buddy system of
suicide prevention program; training the deputies and other employees as agents
and gatekeepers of one another's wellness; offering crisis counseling to high risk
law enforcement and corrections officers and other Office employees; as well as
debriefing and grief counseling for the survivors in the event of a successful suicide
or a suicide attempt.
The Monroe County Sheriff's Office is not responsible for the costs of travel,
lodging, per diem, or any costs other than the tuition and registration fees of
$808.00 as specified above.
Dr. Tanju Mishara shall retain all intellectual rights to all manuscripts and other
writings she creates as a result of her attendance at this Congress. Dr. Mishara
agrees to share her writings with the Monroe County Sheriff's Office.

y CS~ it's that time of year again and we have begun to beg for monies
to help provide toys to Monroe County's less fortunate kids. For the last 12
years I have worked with you in raising money for this (Veal cause and we
have always been able to count on receiving at least $6000.00 from the Fine
and Forfeiture fund. which is split between the 3 districts that cover the entire
county. Please consider giving us this donation again or mote this year as the
economy crisis has effected all. and the needs get greater with each year that
passes. I really thank you for helping us in the past and hope you will again.
We plan to have oW" toy distribution day on December 20tli~ 2009 and will be
shopping on December 17th, 2009.

Irs hard to believe that weore already preparing for our annual Birthday Party Show; this
year is our 15thll We hope we can count on you to help us with show expenses, as the
Sheriffs Office has in previous years, for what is our biggest fundraiser of the year. I
knO'N that these are lean times for us all, and will keep our expenses to a minimum.
We ask that you cover printing/mailing the invitations. lS1250], and the cost of bringing in
Dr. Rachel Williams from the University of Iowa, our official outside evatuator. The
evaluation is a requirement to receive state funding, as we have the past 9 years. WeOre
requesting $20250 to underwrite the show preparation. expenses. and evaluation. Per
MesO policy. reimbursement will only be based upon receipts.
This has been an exciting year for Art Behind Bars. We've now served 7.900 students
in our twice-weekly classes. and have made donations of artwork valued at $102,000 to
400 different non-profits locally and nationally. SOme of our former students continue to
thrive. and have been able to turn their rives around with the skills leamed in art class.
Former student Melinda Mitchell became our first program participant to get cleared for
going into jail with us as an art assistant. Former student Candy Mense 'Mln her third
Anne McKee Artists' Fund grant I would love to introduce you to these. and other.
success stories at our upcoming show.
The savings to taxpayers. and intangible benefits to the community. in lowering
recidivism cannot be overstmed. I'm enclosi1g a recent article that showcase how art
