AGENDA ITEM WORDING: Discussion of options for addressing downstairs enclosure issue in
light ofFEMA's rejection of the Optional Limited Anmesty Program.
ITEM BACKGROUND: On September 30, 2009, FEMA's regional office sent a letter to the County
rejecting the Optional Limited Anmesty Program. On October 14,2009, a County delegation met with
various FEMA officials in Washington to discuss that program as well as options for modifying the
County's floodplain management ordinances. At that meeting, FEMA expressed a willingness to
consider modifications to the County's current ordinances which do not include amnesty. Staff is
compiling a menu of options for the Board's consideration. Any direction given by the Board after the
discussion would be brought back for formal consideration at a later date.
PREVIOUS RELEVANT BOCC ACTION: BOCC adopted first floodplain ordinance in 1975, which
has been modified and amended several times during the intervening years.
