AGENDA ITEM WORDING: Approval to remove the Combined Structural and Operating Plan

Commissioners' Appointments. The last meeting of the advisory team took place in April 2006 and
final recommendations concerning Everglades restoration projects were made to the U.S. Army Corps

On May 19,2004 the BOCC approved the first commissioner appointment to the CSOP Advisory
Team. This was a non-voting membership for informational purposes only.

The Combined Structural and Operating Plan (CSOP) Advisory Team was chartered in October 2003 to assist
the South Florida Ecosystem Restoration Task Force (Task Force) in providing recommendations to the U.S,
Army Corps of Engineers during key phases in the development of the CSOP. The CSOP is the combined
operating schedule for two critical Everglades restoration projects, the Modified Water Deliveries project and the
C-ll1 project,
The Team consisted of voting members representing stakeholder interests of residents, recreation, the
environment and agriculture; and non-voting members representing federal, state, local and tribal entities. It is
assisted by neutral facilitators.
The duty of the CSOP Advisory Team was to provide consensus recommendations to the Task Force at key
points during the development of the CSOP.
The CSOP Advisory Team was a Task Force initiative that brought together representatives of disparate
viewpoints with the goal of seeking their informed input, reducing conflict, and building consensus on a
challenging effort. The final recommendations of this team were conveyed to the Task Force and then provided
to the U.S. Army in May 2006.

COMMISSIONER NEUGENT - Presentation on management issues facing
the Board of County Commissioners and the new administrator by the
Concerned Citizens of the Lower Keys. Mr. Gordon West discussed the
report with the Board. County Administrator Roberts also gave a response to
the report. The Concerned Citizens of the Lower Keys group were invited to
the new County Administrator's reception which is being held on June 4,
2004.
COMMISSIONER RICE/FIRE RESCUE - Approval to start Request for
Proposal process for air ambulance services for Monroe County bulk
approved.
COMMISSIONER RICE - Approval of appointment of Commissioner David
Rice to the Combined Structural and Operating Plan (CSOP) Advisory Team
of the South Florida Ecosystem Restoration Task Force regarding Everglades
restoration issues. As a government agency, this would be a non-voting
membership for informational purposes only. A 5-0 motion was made to
appoint Commissioner Rice with Mayor Nelson as an alternate.
Commissioner Rice will delegate a Growth Management biologist.
COMMISSIONER NEUGENT - Request from Florida Association of
Counties to veto House Bill SB2564 impact on the opposition of the State
budget bulk approved.
COMMISSIONER SPEHAR/STAFF - Approval for the reappointment of
Nancy Klingener to the Marine & Port Advisory Board with term
commencing May 19, 2004 and ending April 18, 2007 bulk approved. Send
reappointment letter.
MAYOR NELSON/PUBLIC WORKS - Approval to dedicate the new
footbridge adjacent to the Humpback Bridge on Ocean Shores Drive in Key
Largo to Jack Hill and Dan Flannery 5-0 motion to approve.

ITEM BACKGROUND: The CSOP is a stakeholder advisory group to the Task Force and will
assist in providing recommendations to the Corps during key phases in the CSOP process and
increase stakeholder participation in the CSOP development process. The South Florida
Ecosystem Restoration Task Force must approve membership on the CSOP.
PREVIOUS RELEVANT BOCC ACTION: The BOCC passed Resolution #465-2002 in support
the Programmatic Regulations for the Comprehensive Everglades Restoration Plan (CERP).
