AGENDA ITEM WORDING: Discussion and direction to staff to adopt a "No Kill" policy for
Monroe County Animal Shelters; discussion and direction to staff regarding possible County -
owned sites for creation of a homeless and abandoned cat shelter.
ITEM BACKGROUND: The contractors of the shelters all submit the same required reporting
to the County, but beyond that, management policies differ from shelter to shelter. This addition
to County policy would standardize the euthanasia policy for the three shelters and require
Veterinarian certification of the subject animal's condition. Euthanasia exceptions to be allowed
for medical condition, dangerous animal, or other issues rendering an animal unsuitable for
adoption to be determined by a licensed veterinarian. The quest for dedicated County land for a
homeless cat compound began approximately five years ago. A two acre site on Grassy Key was
proposed in December 2001 and eventually eliminated due to the conservation easement
requirement on the parcel by the State of Florida, negating any clearing or development taking
place. Management of the compound would be provided by a local non-profit organization
dedicated to this cause.
PREVIOUS RELEVANT BOCC ACTION: The BOCC approved the revised Animal Control
Ordinance #022-2006 on June 21, 2006.
