ITEM BACKGROUND: The construction rebid for the Sands Subdivision (Big Pine Key) Sea Level Rise Pilot Project was advertised in Demandstar on January 25, 2023 with bid opening on April 6, 2023. Two bids were received ($22,562,375 and $25,381,157)which were significantly higher than the engineer's estimate of $9,256,697. Although the county was awarded an $8.1 million CDBG-MIT grant for the project, a funding shortfall exists of approximately $15 million dollars (including Construction Engineering and Inspection Services), therefore the county is unable to proceed with award of the project unless additional funding is obtained. In March 2022, Monroe County was awarded $8,181,489.00 of CDBG-MIT funds for the Sands Sea Level Rise Pilot Roadway and Drainage project. PREVIOUS RELEVANT BOCC ACTION: November 15, 2022 - The BOCC rejected the single construction bid for the Sands Subdivision(Big Pine Key) Sea Level Rise Pilot Project because pursuant to HUD-DEO (federal funding),projects must be rebid if a single bid is received. March 16, 2022- The BOCC approved by resolution Subrecipient Agreement No. IR026 with the Florida Department of Economic Opportunity (DEO) for the Sands Subdivision Sea Level Rise Pilot Roadway and Drainage mitigation project (Big Pine Key), which is funded through the U.S. Housing and Urban Development Agency (HUD) CDBG-MIT program, in the award amount of$8,181,489.00, with no match requirement, and a four year grant duration. August 19, 2020 — The BOCC held a public hearing/meeting for citizens and municipalities to provide 814 input on an application for grant funds for the Sands Subdivision Road Elevation and Storm Water Drainage Improvement Project, which will elevate and improve drainage on Father Tony Way in Big Pine Key.
