GOVERNING BOARD
June 21, 2023 Meeting Minutes
The Governing Board of the Monroe County Comprehensive Plan Land Authority held a regular
meeting on Wednesday, June 21, 2023. The meeting was a hybrid format with the Governing
Board members assembled atthe Nelson Government Center located at 102050 Overseas Highway
Key Largo, Florida. Some members of the public participated via Communications Media
Technology (CMT) using a Zoom Webinar platform, while other members of the public attended
the meeting in person. Vice Chairman Michelle Lincoln called the meeting to order at 9:30 AM.
G-1 Roll Call. Present and answering roll call, in addition to Vice Chairman Michelle Lincoln,
were Commissioner Holly Raschein and Commissioner Jim Scholl. Chairman David Rice and
Commissioner Craig Cates were absent. Also in attendance was Executive Director Christine
Hurley. Senior Property Acquisition Specialist Mark Rosch,Property Specialist Dina Gambuzza,
Office Manager John Beyers, and Counsel Greg Oropeza attended via zoom.
G-2 Bulk Approvals. A motion was made by Vice Chairman Lincoln and seconded by Commissioner
Scholl to approve items G- 3 though G-21 in bulk.
G-3 Approval of the minutes for the May 17, 2023 meeting.
G-4 Monroe County Land Authority Executive Director Monthly Report for June, 2023 (through
May 31, 2023).
G-5 Review of MCLA expenses for the time period of 5/l/23 through 5/31/23.
G-6 A Public Hearing to consider approval of a resolution of the Monroe County Comprehensive
Plan Land Authority amending the Fiscal Year 2023 Budget. [Resolution 23-2023] No member
of the public requested the item be withheld.
G-7 Approval of Addendum X to the Employment Agreement with Mark J. Rosch to transition
from contract employee to regular employee.
G-8 Approval of a contract to purchase Tier 3 property for conservation — Block 14, Lot 12,
Cutthroat Harbor Estates First Addition on Cudjoe Key near mile marker 23 from David R.
Blackburn for the price of$50,000.

Improvement Trust Fund of the State of Florida for the price of$50,000; authorizing the Chairman
to execute same; and authorizing the Chairman to execute the deed and associated closing

G16 Approval of resolution of the Monroe County Comprehensive Plan Land Authority approving
Option Agreement to sell pre-acquired Florida Forever land described as Lots 29 and 30, Block 6,
Bay Haven Section Two on Key Largo to the Board of Trustees of the Internal Improvement Trust
Fund of the State of Florida for the price of$50,000; authorizing the Chairman to execute same;
and authorizing the Chairman to execute the deed and associated closing documents. [Resolution

G-17 Approval of resolution of the Monroe County Comprehensive Plan Land Authority
approving Option Agreement to sell pre-acquired Florida Forever land described as Lot 29, Block
13, North Sugarloaf Acres Section Two on Sugarloaf Key to the Board of Trustees of the Internal
Improvement Trust Fund of the State of Florida for the price of $152,000; authorizing the
Chairman to execute same; and authorizing the Chairman to execute the deed and associated

Improvement Trust Fund of the State of Florida for the price of$67,200; authorizing the Chairman
to execute same; and authorizing the Chairman to execute the deed and associated closing
documents. [Resolution 28-2023]
G-20 Approval of resolution of the Monroe County Comprehensive Plan Land Authority
approving Option Agreement to sell pre-acquired Florida Forever land described as Parcel 38,
Hilda Subdivision on Sugarloaf Key to the Board of Trustees of the Internal Improvement Trust
Fund of the State of Florida for the price of$15,000; authorizing the Chairman to execute same;
and authorizing the Chairman to execute the deed and associated closing documents. [Resolution
29-2023]
G-21 Approval of a resolution approving an option agreement to sell pre-acquired Florida
Forever land described as Lot 14 in Government Lot 3, Plat of Survey on Sugarloaf Key to the
Board of Trustees of the Internal Improvement Trust Fund of the State of Florida for the price of
$84,000; authorizing the Chairman to execute same; and authorizing the Chairman to execute the
