ITEM BACKGROUND: On March 30th, 2020 the Federal Aviation Administration(FAA) issued a Finding of No Significant Impact/Record of Decision (FONSI/ROD) in response to the Environmental Assessment that was submitted to shift the Runway 7/25 centerline 40 feet to the northwest to meet applicable runway-to- taxiway separation standards at MTH. This task order is to for design,permitting and bidding of the project that aims to complete the Runway 7-25 shift, as well as the construction of connector TWY A5, at the east end of the airfield. The project will increase safety through compliance of FAA standards of runway-taxiway separation. PREVIOUS RELEVANT BOCC ACTION: Approval of Master Agreement for Professional Services with Jacobs Project Management Company for General Consulting Services for both Monroe County Airports on February 16, 2022. WORK Jacobs will provide project management, coordination, design, permitting and bid services for the relocation of RWY 7-25 approximately 40-feet north of its existing Location at Florida Keys Marathon International Airport(MTH).These services will also be employed towards construction of connector TWY AS, at the east end of the airfield as shown on Figures 1 and 2. Complete data collection 2. Develop 30%and 90%design documents 3. Develop bid documents 4. Coordinate with FAA S. Submit a SFWMD individual permit GENERALSCOPE One construction package will be developed for this project. For this construction package,Jacobs will provide the following services: 1. Management of the project from data collection to bid opening and award of the construction contract. Page 2 of 10 2845 2. Program verification and site investigations. 3. Coordination with the geotechnical subconsultant and survey subconsultant 4. Coordination with Monroe County, FAA and SFWMD as required. 5. Preparation of the construction documents and incorporation of Monroe County's frontend contract documents. 6. Preparation of the engineering report,construction cost estimate, and construction schedule. 7. Bidding and award assistance. 8. Preparation of minutes of meetings and phone conversations. SSUMP E IGNPAi AME-T S 1. This project will be funded with FAA,state and local airport monies. 2. A reimbursable agreement will be required for the relocation of the existing REII-s. 3. A reimbursable agreement will not be required for the relocation of the existing PAPIs. 4. It is assumed that this project does require the creation of an AGIS project. S. Aerial survey data from Masterplan Update to be used for this project. 6. This scope of work does include work associated with the airfield lighting vault, including new CCR's and control panel update. 7. The taxiway/taxiLane design criteria will be based on Taxiway Design Group 2B. The ADG design criteria will be ADG II. It is assumed that this project will not utilize paved shoulders. 8. The design will be in accordance with the most current FAA-AIP Advisory Circulars. 9. Jacobs will develop plans, design report, and construction cost estimate at a 30% design level for review. 10.Jacobs will develop plans,technical specifications,an engineering report,and a construction cost estimate at the 90%design level for review. 11.Jacobs will produce a final contract set of plans, specifications, engineering report, construction schedule, and construction cost estimate for bidding purposes. 12.A SFWMD Individual Permit is required based on the current scope of the project. 13.A pavement design report is required and will be based on the airport's current commercial aviation fleet mix.This report will be part of the Engineer's Report under the 30%,90%and Final submittals. 14.This scope of work does_rigt_include construction administration, resident project representative nor quality assurance testing. This scope of work also s n include the development of a construction management plan.These services along with a construction management plan will be provided under a separate purchase order. 15.Any cost estimates provided by Jacobs will be in a basis of experience and judgement. Since consultant has no control over market conditions or bidding procedures,Jacobs Page 3 of 10 2846 does not warrant that bids or ultimate construction costs will not vary from these cost estimates. 16. In soils,foundation, groundwater, and other subsurface investigations,the actual characteristics may vary significantly between successive test points and sample intervals and at locations other than where observations,exploration,and investigations have been made. Because of the inherent uncertainties in subsurface evaluations, changed or unanticipated underground conditions may occur that could affect total project cost and/or execution.These conditions and cost/execution effects are not the responsibility of Jacobs. 17.Jacobs shall at no time take title, risk of loss or ownership of the hazardous materials or wastes. Client recognizes that Jacobs assumes no risk and/or liability for hazardous materials encountered while performing any services associated with such hazardous waste. 18.Monroe County will provide access to all project areas. 19.Monroe County to pay for all permit fees. 20. Existing airfield lighting vault electrical distribution capacity and backup generator are adequate and do not need replacement. 21.This project does not include updates in aircraft forecasting nor Airport Layout Plan modifications. ARTICLE A—DATA COLLECTION Data Collection: 1. Prepare for and attend project design kick off meeting, 2. Coordinate with subconsultants including but not limited to survey, geotechnical, and environmental permitting as well as other Project Team members. 3. Perform a detailed topographic survey of existing runway, proposed runway footprint, connectors to be relocated,and RSAs/TSAs as outlined in the attached survey scope of work by O'Neal Surveying Company. Surveyor scope will also include geodatic control plan and survey quality control plan related to AGIS project. 4. Perform a geotechnical investigation to assess the existing soil strata classifications. Geotechnical investigation will also include cores/bores to determine existing pavement thickness,soil strength, estimated ground water level, and estimated seasonal high ground water level table.The geotechnical investigation will be performed as outlined in the attached scope of work by Tierra South Florida. 5. Jacobs to provide full time badged escort for the geotechnical and survey field crew. It is assumed that the survey field work will take approximately 7—8 hour shifts to complete. 6. Research record drawings for verification of existing underground utilities. (i.e. FAA, electric,communication, etc.). Page 4 of 10 2847 7. Perform site walk through survey to locate and note any special site conditions that would affect construction techniques or materials. Take photographs of the site and provide written documentation,sketches,notes, or reports to confirm and record the general conditions of the existing site. Field verify that all existing features in the field were picked up during the topographic survey. 8. Prepare and attend Pre-Application meeting with SFWMD. 9. Coordinate with FAA on RA(Reimbursable Agreement)for REILs relocation,and PAPI Siting Study.Attend 2 initial virtual coordination meetings total. 10. Perform QA/QC and Document Review. Services for Article A will be provided under a lump sum basis. ARTICLE B—30%,90%AND BID DESIGN Based on the information collected under Article A,the 30%, 90%, and final bid design documents will be developed for all elements identified in this scope of work. 1. Prepare for and attend two (2) design review meetings (30% and 90%) with the Airport to discuss project progress and review the design submittals. 2. Develop technical specifications utilizing FAA's standard specifications for construction (i.e. FAA Specifications P-101, P-152, T-904, P-620, etc.). Submit complete technical specifications at 90%and final design submittals. 3. Coordinate and incorporate Monroe County provided contract document/front- end specifications into the 90% and final contract bid documents. (i.e. Notice to Bidders, Invitation to Bidders, Instruction to Bidders, Bid Proposal, Contract, Contract Articles, General Specifications). 4. Develop two alternative construction schedules for use in determining phasing, duration and to minimize runway closure. S. Prepare for and attend 2 phasing meetings with the Airport to discuss construction phasing and duration. 6. Prepare pavement design report. All analytical methods, results, and recommendations will be summarized in a detailed written report that will be part of the Engineer's Report. 7. FAA Coordination to finalize RA for REILs relocation and PAPI Siting Study.Attend 2 virtual coordination meetings total. Page 5 of 10 2848 8. Perform airfield electrical design. The airfield electrical design will include the installation/relocation of runway and taxiway edge lights, guidance signage and visual approach aids. 9. Perform a siting study and report for the relocation of both Runway 7 and Runway 25 PAPIs.This will be completed and delivered at the 90%Submittal level. 10. Develop AGIS Project.This task will require the following elements: a. Prepare AGIS Scope of Work b. Initiate AGIS project workflow in ADIP:Safety Critical Data Collection Including Design Data c. Coordinate with local ADO on FAA AGIS Scope of Work d. Upload Scope of Work to ADIP e. Coordinate development of Geodetic Control Plan with Surveyor f. Upload Geodetic Control Plan to AGIS g. Develop detailed construction quantities and cost estimate at the 30%, 90%, and at final contract document design levels. 14.Coordinate, distribute and print the following copies of the final design drawings (plans and design report)for review by the Airport: Monroe County: 2 copies of plans(1 full size; 1 half size); 2 copies of engineering report; 2 copies of engineer's estimate for each submission. 2 copies of specifications at final bid submission. FDOT: 2 copies of plans(2 half size),and a CD containing the drawings, specifications, engineering report, and engineer's estimate for the 90%submission only. FAA: Per recent directive from Krystal Ritchey all contract documents will be submitted electronically to the FAA for review and approval 15.Conduct an in-house QA/QC prior to the 30%, 90% and final design submission. The in-house QA/QC check will involve an experienced independent individual, depending on each discipline, to conduct a comprehensive check on all documents to be submitted (e.g. plans and reports). Time will be required for engineers and CADD technicians/designers to correct items listed under the in- house QA/QC checks. 16.Address comments from 30%and 90%design submissions. 17. Prepare and submit electronically FAA form 7460-1 Notice of Proposed Construction Temporary and Permanent Alteration. 18. Prepare and submit to FAA a Construction Safety Phasing Plan (CSPP). Services for Article B will be provided under a lump sum basis. ARTICLE C—BID PHASE SERVICES Upon completion of the construction documents and at the request of the Airport, Jacobs will prepare the project documents for bidding.Jacobs will perform bidding support services,and the following terms will apply: 1. The County appoints Jacobs as its Agent, and Jacobs accepts such appointment to perform bid/procurement services on the County's behalf in connection with the project. 2. Such services shall be performed under the County's direction and in accordance to such forms, terms and conditions, or modifications or revisions to same as the County may in its sole discretion at any time instruct Jacobs to use. All services Page 8 of 10 2851 shall be carried out in accordance with the procedures mutually agreed upon by the County and Jacobs. 3. Jacobs shall not have authority to accept or bind the County in any way to changes, modifications, revisions, alterations, amendments, or supplemental, additional, or different terms and conditions (hereinafter referred to as "deviations") which may be submitted or requested by a vendor or contractor. Jacobs shall immediately submit any deviations from the County's standard terms and conditions to the County for review by the County's Purchasing Manager or their representative and such deviations shall not be accepted by Jacobs unless Jacobs receives express written approval thereof from the County's Project and/or Purchasing Manager or their representative. 4. All documents issued by Jacobs hereunder shall be signed by Jacobs for the County if so directed. The ownership and title of all items purchased hereunder shall pass directly from the selling parry to the County, and Jacobs shall at no time be a parry to such transaction other than as agent of the County. The County shall have the unilateral right to have the commitment authority of Jacobs, its employee or this limited agency authorization in its entirety revoked and cancelled at any time, with or without cause. The County shall be obligated directly to the selling parry for all payments for materials, equipment, supplies and services procured hereunder. S. The County shall hold Jacobs and its employees harmless from any claims, suits or liabilities arising out of any breach or other failure of performance by any contractor, vendor or supplier under any contract or purchase order issued by Jacobs hereunder. The following task will be performed as part of the bid phase services: 1. Coordinate with the County Purchasing Department and the Airport to advertise for bids. Provide electronic copies of the bid documents to prospective bidders. 2. Prepare for and attend a project pre-bid conference. 3. Prepare responses to address requests for information (RFI) from prospective bidders. 4. Prepare and coordinate the issuing two (2) addenda with the County purchasing department. S. Revise bid documents as necessary for the addendum. 6. Review bids for responsiveness. 7. Prepare a bid tabulation. 8. Make a recommendation for award based on review of the bid information submitted. Services for Article C will be provided under a lump sum basis. The project and services include the following: SCOPE OF SERVICES HORIZONTAL & VERTICAL CONTROL OSM team will verify positions on published Primary and Secondary Airport Control points and on control points which were previously established by others and OSM. OSM will establish new control as may be required for this survey.All survey control will be referenced to North American Datum 1983 (NAD83) and North American Vertical Datum 1988 (NAVD88). • Verify existing site control as previously established. o Locate, verify or establish horizontal control points o Verify or establish elevations of control points by differential level loop with a digital level. o Verify position of existing runway endpoints. TOPOGRAPHIC SURVEY The OSM team will provide a Topographic Survey for Runway 7-25 (relocation)Taxiway AG (total of 68 acres+/-). Limits of Project/Survey areas as shown on the attached Exhibit"A", provided by the client. The field tasks will be completed with a combination of conventional and GPS survey methods, using an electronic digital level to ensure accuracy of vertical on pavement areas. 2854 This survey will comply with FAA Standards (150/5300-18B, 150/5300-17C and 150/5300- 1613) The attached Exhibits (provided to OSM by the client) depict the limits off the areas to surveyed. Any additions to these limits may require additional fees, to be determined. Survey Tasks for this proposal include: • Pavement Elevations measured on a 25-foot grid • Ground Elevations measured on a 50-foot grid • Geodatic Control Plan • Concrete Pavement Elevations measured at four corners at each joint • Edge of pavement • Grade break lines within limits of survey • Vegetation and Tree Lines • Fence lines • Location of visible, major structures such as manholes,taxiway edge lights, drainage • structures, taxiway signs/foundations,NAVAIDS, concrete duct markers, pavement markings, aircraft tie downs • Elevation for light fixtures measured at top of foundations • Elevation for sign foundations measured at four corners • Elevation of structures measured at the center • Drainage structure invert elevations and bottom of structure elevations • Locate top of bank and toe of slope of existing pond/swale areas Total Lump Sum Survey Fee $ 70,000.00 PROJECT ASSUMPTIONS • Jacobs will provide an escort and that the runway will be closed. • This is NOT a pullback operation. • This is projected to be a nighttime operation and with the exception of weather, crews will be allowed to work a minimum of 8 hours per night, excluding weekends. • No background checks, fingerprints or badging will be required. • OSM will not commence this survey on a week that includes a National Holiday. WORK ZONE SAFETY: All work zone and Airport safety, rules and procedures as required by the Marathon International Airport will be observed and strictly adhered to by OSM. All survey activity will be coordinated with Jacobs staff prior to and during commencement. Any and all vehicles to be utilized in said survey activities will be authorized by and registered as required. Said vehicles to have current decal, display company name/identification and maintain proper lighting requirements. 2 � P a g e 2855 QUALITY CONTROL/QUALITY ASSURANCE AND FIELD REVIEW: Verification of the field conditions as related to the collected survey data prior to any topographic survey data submittal. All activities required to supervise and coordinate the survey project will be performed by the OSM project supervisor, a Florida P.S.M. or their delegate. OSM will implement their QA/QC plan to include review, response to comments and any resolution meetings if required, preparation of submittals for reviews, etc. Deliverables will include the ACAD Civil 31) digital files of the topographic survey, signed and sealed copies of survey. Based on information provided by Jacobs, the project will consist of relocation of the existing runway. This proposal includes an outline of our proposed scope of work, an estimate of the total fees, and our anticipated schedule for completion of the work. PROPOSED SCOPE OF WORK As requested,the following field testing will be performed: Proposed Field Testing w Location Proposed Services Runway Standard Penetration Test (SPT) Borings - Eleven(11) SPT borings to a depth of 10 feet in the pavement area - Eleven (11) SPT borings to a depth of 10 feet in the grass area Eleven 11 halt Pavement Cores ( )Asphalt Six(6)California Bearing Ratio (CBR) Tests The locations of borings and field tests will be located in the field by Jacobs personnel. Prior to drilling at the project site,TSFGeo will notify the airport and local utility companies and request that underground utilities be marked(Sunshine State One Call).Our experience,however,is that the utility companies will not mark privately owned utilities. Our proposal assumes that airside/private utility lines will be located in the field by others prior to mobilization of the drill rig. BASIS OF PAYMENT-Payment is due within 30 days of date of invoice_Payments not made when due shall bear interest at eighteen(18)percent aunum or at the maximum rate allowed by law from the date of the invoice until same is paid. 10.1. If the Client fails to make any payment due to TSFGeo for service slid/or expenses within 60 days of date of invoice,TSFGeo may,after giving seven days'written notice to Client,suspend services until all outstanding amounts have been paid to TSFGeo in fill.Further,TSFGeo may,in addition to withholding services,or singularly,withhold reports,plains and other documents not paid in full by the Client In the event that final payment for completed work is not made,TSFGeo shall request that all copyrighted documents which were submitted to client be returned and all information used in project plans be removed from project documents. 10.2_ In the event it is necessary to take legal action to effect collection,whether or not litigation is commenced,the Client agrees to reimburse TSFGeo for expenses in connection with any claims or suits,including reasonable att'orney's fees,including but not limited to the trial and appellate levels_ 103. LIMITATION OF LIABILITY-The Client/Owner agrees to limit'I'SFGeo's liability for negligent professional acts,errors or omissions,such that the total aggregate liability of TSFGeo shall not exceed$50,000 or the total fee for the services rendered on this project,whichever is greater.The Owner further agrees to require the contractor and his subcontractors a similar limitation of liability suffered by the contractor or the subcontractors arising from TSFGeo's negligent professional acts,errors or omissions. 13.1. If Client prefers to have higher limits on professional liability,TSFGeo agrees to increase the Bouts up to a maximum of$1,000,000 upon Client's written request at the time of accepting our proposal provided that Client agrees to pay an additional consideration of 5 percent of our total fee.The additional charge for the higher liability limits is because of the greater risk assumed and is not strictly a charge for additional professional liability insurance. 14.
