ITEM BACKGROUND: MTH currently only serves as a general aviation(GA) airport but does have its Part 139 certification and would like to accommodate future commercial air service. The task order services include the ALP update and an accompanying Narrative Report that will reflect short and long-term required airfield and terminal improvements. An aeronautical activity forecast will be included to ensure the Airport's air service development goals are reflected in the future facilities depicted on the ALP. PREVIOUS RELEVANT BOCC ACTION: Approval of Master Agreement for Professional Services with Jacobs Project Management Company for General Consulting Services for both Monroe County Airports on February 16, 2022. (Ricondn) to update the Florida Keys Marathon International Airport(MTH or the Airport)Airport Layout Plan (ALP). MTH is currently classified as a general aviation(GA) airport, but it is certificated under 14 Code of Federal Regulations [CFR) Part 139. Certification, of Airports, to serve scheduled operations oflarge air carrier aircraft that can also serve unscheduled passenger operations of large air carrier aircraft and/or scheduled operations of small air carrier aircraft. Because the Airport is likely to accommodate seasonal commercial aircraft operations in the future, an update to the ALP is required to reflect required airfield and terminal improvements. As part of the ALP update,the Terminal Aera Forecast(TAF1 will be reviewed and a derivative forecast will be developed to reflect the potential increase it) aircraft activity at the Airport. This scope of services includes the necessary airport planning services for the completion ofanALP update and accompanying ALP Narrative Report and Standard Operating Procedure (SOP) 210. Standard Procedure for FAA Review and Approval of Airport Layout Plans (ALPs)' checklist. An ALP presents both shoo- and long-term development and graphically displays proposed growth in the Federal Aviation Administration (FAA) required ALP drawing set while the ALP Narrative Report provides the data,justification, and logic associated with the proposed changes. Grant Assurance No- 28ob|igates an airport sponsor tu 'keep up to date atall times layout plan ofthe airport," and to receive FAA approval of any ALP update' revision' or modification. This information will be considered in the development ofthe identified de/ivativeho/ecast, 1.3 DEVELOP COMMERCIAL TRAFFIC PROJECTIONS Assumptions about seasonal commercial traffic at K4TH are required to understand the types of aircraft and frequency that maybe operating at the Airport but were not accounted for in the most recent FAA TAF, These assumptions will be provided by the Airport or other representative stakeholders based on air service discussions with commercial airlines. Ricondo, on behalf of and at the Request of the Airport, will deliver the final checklist to the FAA, FDOT,and others. Ricondo ovill draft the checklist while simultaneously executing Task 3, ALP Dranting Set, 4.2 DELIVERABLES Task 4 includes the following deliverables: Draft ARP SOP 2.00 Checklist in PDF for review and comment Final revised ARP SOP 2.00 Checklist in ivlicfosoftVVcrd format(.docx) and PDF TASK 5. AIRPORT LAYOUT PLAN NARRATIVE REPORT A Narrative Report will accornpany the ALP drawing set. Specifically, this task will include the preparation of an ALP Narrative Report that will document, in narrative form, the proposed development plan reflected on the sheets of the traditional ALP set.
