AGENDA ITEM WORDING: Approval of an exception to the Monroe County Purchasing Policies
and Procedures and authorization to issue payment to Charley Toppino & Sons, Inc. in the amount of
$74,995.00 for emergency repairs to EYW Runway 9; to be paid from EYW Airfield Improvements
FDOT Grant G2E62 and Airport Operating Fund 404 (50%).
ITEM BACKGROUND:
On Monday 8/15/2022 a portion or Runway 9 pavement was damaged after takeoff of an E-175
aircraft. The jet blast dislodged the top layer of asphalt pavement from the runway. Once the damage
was reported to Airport operations, Runway 9-27 was closed, and the County was able to secure a
paving crew to begin work the night on Monday 8/15/2022. The runway was repaired and re-opened by
6:00 a.m. on 8/16/2022.
The Airport enlisted Jacobs Project Management to assess the reason for the asphalt distresses and it
was determined that the runway pavement is cracking in various areas due to the top lift of pavement
not having a sufficient bond with the next layer of asphalt.
Post Hurricane Ian, a second emergency asphalt repair was completed on 10/31/2022.
A competitive solicitation was advertised for the EYW Runway Repair Project. Following the bid
opening results held on May 4, 2023, the Airport applied for an FAA grant for the runway repair
project, and FAA Grant 37-73 is also on the July 19th agenda.
Pending award of bid and contract for the permanent runway repair project, an additional area of the
runway pavement needs emergency repair to maintain safety on the runway for departing and arriving
aircraft. Work is anticipated to be completed on July 10, 2023.
PREVIOUS RELEVANT BOCC ACTION:
On Sept 21, 2022 and November 15, 2022,the BOCC granted approval of exceptions to the Monroe County
Purchasing Policies to pay Charley Toppino & Sons for two prior remergency runway repairs.
