Extension Services:
Number of services provided: 42 phone calls, 57 emails, 31 one on one consults, 7 office
visits/visits to clients, 18 learning events with 314 participants, 3 media submissions, and 155
publications distributed. Total Budget for FY 22/23: $259,060; Year to Date Expenditures and
Encumbrances: $205,519.16; Remaining Balance: $53,540.84; Percentage of budget spent and/or
encumbered year-to-date: 79.33%
The County Extension Director/Family & Community Development Agent accomplished the
following activities:
• Alicia presented Keys Agriculture for the Marathon Summer Reading Series to 31 youth
and adults. The youth learned about the fishing industry and exporting. She included a
fish ID game.
• Alicia is working with the Southeast Florida Climate Compact to update the regional
greenhouse gas inventory for the years 2019 and 2021. The county representatives have
been meeting to determine scope and data sources and the updates are expected to be
completed by the 15th Annual Southeast Florida Regional Climate Leadership Summit,

in Miami Beach on November 16 — 17, 2023. The original GHG inventory
hqps:Hsoutheastfloridaclimatecompact.org/ghg-inventorv/was used to set regional GHG
reduction targets and the updates will measure those efforts.
• Alicia had been working with the Community Voices Informed Choices program team to
develop a Climate Choices program guide. This guide will help communities discuss
adaptation and mitigation options. The guide will have options for both coastal and inland
Florida communities.
• Alicia is updating the Sustainable Living and Leadership Series, energy module in
preparation for our fall class. This will be an online class exploring topics such as energy,
water, and food and learning how these work together as a system. Participants will delve
into the U.S. economy and understand how our consumption of goods impacts our world.
They will discover ways to take action in their home and community to reduce their
footprint and increase their handprint. Participants will earn a digital badge when you
complete the course. The class starts Sept. 13, 2023, but you can sign up now for$125
here.
The Florida Sea Grant Marine Extension Agent accomplished the following activities:
• Shelly is the Monroe County representative for the Florida Coral Reef Coordination
Team (FCRCT). The FCRCT was established in September 2022 to serve as the
principal advisory body to the South Florida Ecosystem Restoration Task Force Working
Group and Science Coordination Group (SCG) for issues impacting Florida's Coral Reef.
The South Florida Ecosystem Restoration Task Force brings together the federal, state,
Tribal, and local agencies involved in restoring and protecting America's Everglades.
The majority of the day's discussion was to develop a unified Water Quality Monitoring
Framework and recommending ecological indicators for Florida's Coral Reef for
consideration by the SCG to better inform decisions made with respect to Everglades
restoration. These meetings are open the public and live and recorded on YouTube at

• Shelly taught 2 OF faculty and an undergraduate student how to identify sponges for a
new sponge restoration project in Biscayne Bay near Elliott Key.
• Shelly talked about the Return 'Em Right recreational fishing program, whose mission is
to improve reef fish survival by equipping anglers with the knowledge and gear to
successfully release reef fish alive. This angler-driven program provides training and
free release gear to Gulf of Mexico reef fish anglers that are committed to using best
release practices and helping the future of the fishery. Since more than 60% of the fish
caught recreationally are released, it is very important that anglers know how to do this
properly. If you are fishing in the snapper-grouper complex in the Gulf of Mexico state
or federal waters, you need to have a venting tool or a descending device rigged and
ready onboard. Furthermore, if you are fishing in Atlantic Ocean federal waters for reef
fish you must have a descending device rigged and ready onboard (link to my blog for
SAFMC regs: https://blogs.ifas.ufl.edu/monroeco/2020/06/22/new-federal-atlantic-
fi shing-regul ati ons-des cending-devi ces/). Since April 2023, these regulations now apply
when fishing from vessels in state waters in addition to federal waters. This FREE 15-

The Environmental Horticulture Extension Agent accomplished the following activities:
• Maria Quirico Attended the FSHS 2023 Annual Conference in Daytona Beach (June 11-13)
where she attended talks on UFAFAS extension and citrus-related topics. The conference
covered various subjects, including work boot and sock preferences of Florida farmers, cold
hardy citrus prospects in North Florida, identification of new bud sports in grapefruit,
physiological changes in grafting citrus rootstocks, HLB pathogen levels in citrus genotypes,
carotenoid accumulation in lemon mutants, agent and specialist connections, and the Mango
Summit, among others.
• Maria Quirico sent to John Allen, the director of Parks and Beaches, to recommend someone for
the Environmental Horticulture Advisory Committee. The recommended person was Mike
Piekenbrock, MC Recreation Team Leader.
• Maria Quirico organized the successful Master Gardeners meeting in Marathon,with the
collaboration of Brynn Morey, Alicia Betancourt, Wendy Wilber, and Brian Hurt. The meeting
included workshops on Microsoft Teams and Better Impact Software and Master Gardener
recognition session. Among the most inspiring awards given in this meeting were Judy Shaw,
with 25 years of service, Karen Sunderland, also with 25 years of service, and Donna Hanson,
with an impressive 30 years of dedication.

Fire Rescue
• Participated in the countywide Emergency Operations Center Hurricane exercise to
review planning and response activities.
• Completed testing and interview process for eight (8) new hire Firefighter/EMT's.
• Hosted a Beat the Heat event for the Tavernier and Key Largo communities at Harry
Harris Park.
• Hosted a Beat the Heat event for the Big Pine community at the Big Pine Key Community
Park.
• Hosted a Beat the Heat event for the Layton community at the Layton Community Baptist
Church.
Trauma Star/ EMS
■ Conducted Quality Assurance meetings with Lower Keys Medical Center and Baptist Health
(Fisherman's/Mariners) hospitals.
■ Conducted Monthly Medical Director Quality Assurance Meeting
■ Active participant in Pediatric surge tabletop exercise conducted by the Florida Keys Health
ready Coalition, exercise evaluated the ability of the region to respond to,triage, transport
and manage a pediatric mass casualty incident.
■ Active participant in radiation surge tabletop drill, conducted by the Florida Keys Health
ready Coalition, statewide drill designed to improve capabilities and capacities to manage a
radiological emergency including response,treatment and protocols to manage care for
exposed / potentially exposed patients.
■ Participated in countywide Hurricane exercise, conducted by Monroe County Emergency
Management. The drill evaluated the abilities of the EOC to coordinate and support
emergency response operations.
■ The Division Chief of Trauma Star/EMS attended the Quad County EMS Chiefs Meeting.
■ Pediatric restraint devices received from the state and placed on all front-line rescues, to
safely secure pediatric patients for transport.
■ Med boxes reorganized, medication types and quantities updated and standardized on all
Advanced Life Support(ALS) Apparatus to create consistency and reduce waste.
■ Revised /updated Trauma Alert forms and distributed them to all fire rescue agencies within
Monroe County.
■ Three (3) personnel attended the EMS state meetings,the "First There, First Care
Conference" and the "Gathering of Eagles Conference.'
■ Four (4) personnel began first phase of the Flight Medic Training Program.

■ Attended each of the EYW Operations Meetings, Construction Meetings,Airlines
Meeting and Airport Tenant Meeting.
■ Participated with the annual Transportation Security Administration (TSA) weeklong site
inspection of KWIA.
■ Completed fire extinguisher training for airport fueling personnel.
■ Completed construction brief and pre-incident plan for new FBO Terminal.
■ Completed an airline gate extinguisher program; each airline gate will have at least
one 80 lbs. B:C wheeled extinguisher.
■ Five (5) MCFR ARFF firefighters traveled to the Fire Academy of the South in Jacksonville,
FL to complete their annual ARFF live fire and refresher training.
Fire/EMS Training
■ Conducted Live Fire Training for Crews from Stations 9, 11 and 22.
■ Paramedic Preceptor Program completed for one (1) Firefighter, including testing and
approval by Medical Director.
■ Reviewed the Firefighter Skills Task Books and conducted testing and final sign-off for the
nine (9) month evaluation of these Firefighter Skills for one (1) Firefighter.
■ Facilitated Drone training for eight (8) members of the Florida Highway Patrol.
■ Attended conference regarding Electric Vehicles (EV) fires and response.
■ Attended design meeting for Burn Simulator for live fire training.
■ Assisted in the installation of the gate security cameras for the Academy grounds.
■ Assisted Logistics personnel with chainsaw repairs.
■ Monroe County Sheriff's Office Dive team used facility for Underwater Sonar training.
■ Monroe County Sheriff's Office SWAT team used facility for on-site training and drills.
Fire Marshal's Office
■ Reviewed responses to a request for proposals for the installation of fire hydrants.
■ Conducted Plans Reviews and Inspections for New Construction and Renovation Permits for
the building departments in Ocean Reef,the Upper Keys, Middle Keys and the Lower Keys.
■ Provided annual Fire and Life Safety inspections to commercial properties.
■ Issued 6 Special Event/Public Assembly Letters of Coordination with Fire and Life Safety
requirements.
■ Reviewed applications and issued 6 Fireworks Permits.
■ Provided 10 responses to Public Records Requests.
■ Published 2 Fire Prevention Public Service Announcements through social media.
■ Conducted new hire orientation for Deputy Fire Marshal David Rodriguez, who will be
covering the Upper Keys area.

• In April, the County had 51 open positions for which we received 63 total applicants: 7 internal and 56
external. Of the total applicants, 55 were deemed to have met the minimum requirements for the positions to
which they applied, 8 did not qualify, and 0 withdrew their application. Of our total applicants, 17 are reapplying
and 46 are new applicants.
• Of our 51 openings: 24 were closed/filled, 4 positions were re-posted from a previous posting, 13 were new
postings, and 19 remained posted.
Turnovers:
We had 15 new hires (3 Temporary) and 4 promotions.
