ITEM BACKGROUND: n/a PREVIOUS RELEVANT BOCC ACTION: n/a CONTRACT/AGREEMENT CHANGES: n/a STAFF RECOMMENDATION: F.S. 125.74(1)0)vests the County Administrator the power to organize the work of County Departments, subject to administrative code developed by the Administrator and adopted by the Board and to routinely review the departments, administration and operation of the County and make recommendations regarding reorganization to the Board. The statute requires that the Board approve the organizational table. In April, the Board contracted with the District 16 Medical Examiner, Dr. Michael Steckbauer, who requested to change his status from an independent contractor to a County employee so he and his assistant would be eligible to participate in the Florida Retirement Service. The resolution formally approves the addition of the Medical Examiner's Office to the organizational table as a County Department. Previously, the Medical Examiner's Office was an independent special district that was financially supported by the County. DOCUMENTATION: 2023 Organizational Chart Resolution 07.5.2023.pdf 4276 FINANCIAL IMPACT: n/a 4277 Board of County Commissioners RESOLUTION NO. -2023 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA APPROVING THE REVISED TABLE OF ORGANIZATION ATTACHED HERETO AS "EXHIBIT A" WHICH MOVES THE 16TH DISTRICT MEDICAL EXAMINER FROM A COUNTY SUPPORTED INDEPENDENT OFFICE TO A COUNTY DEPARTMENT UNDER THE SUPERVISION OF THE COUNTY ADMINISTRATOR, AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Sec. 125.74(1)(j), Florida Statutes vests the County Administrator with the power and duty to organize the work of the County departments, subject to an administrative code developed by the Administrator and adopted by the Board, and to review the departments, administration, and operation of the County and make recommendations pertaining to thereto for reorganization by the Board; and WHEREAS, Section 2-58 of the Monroe County Code adopts and incorporates the County Administration Law into the County Code; and WHEREAS, for years the Medical Examiner for the 161h District has operated as a special district supported financially by the County but independent of County oversight or control; and WHEREAS, Dr. Michael Steckbauer expressed an interested in becoming a County employee so he could participate in the Florida Retirement Service which was not an option available to him when he was worked as an independent contractor for the 161h Medical Examiner's District; and WHEREAS, on April 19, 2023, the Board contracted with Dr. Michael Steckbauer to be the Medical Examiner for the 161h District and to make him a County employee subject to the oversight and control of the County Administrator; and WHEREAS, the change of status of the 161h District Medical Examiner from an independent contractor of a special district to a County Department necessitates a change to the County's Table of Organization as reflected in Exhibit A to this Resolution. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA: SECTION 1. Recitals. Each "WHEREAS" clause set forth above is incorporated herein as a finding of fact by the Board. 1 4278 Board of County Commissioners SECTION 2. Monroe County Board of County Commissioners Action. The Monroe County Commissioners accepts the recommendation of the County Administrator regarding the re-organization of County Departments to include the Medical Examiner as a County Department under the auspices of the County Administrator and hereby adopts the Table of Organization as revised which is attached hereto and incorporated by reference herein as "Exhibit A". SECTION 3. Effective Date. This Resolution shall become effective upon adoption and shall continue to be in full force and effect until modified or rescinded by subsequest resolution of this Board.
