Rock Harbor Breakwater Repairs project in Key Largo, funded by a federal HUD pass-through CDBG-
MIT grant IR036 from the Florida Department of Economic Opportunity(DEO).
ITEM BACKGROUND:
This item is for approval to advertise a Request for Proposals for the repairs of the Rock Harbor
breakwater. This is a federal HUD pass-through grant through the State Department of Economic
Opportunity DEO office to the County under Grant#IR036. The budget for the construction portion of
the work under the grant is $1,120,753.70.
Proposals opened on May 23 and 4 proposals were received (bid tab attached):

Inland Construction& Engineering, Inc $1,289,600.00
Sea & Shoreline, LLC $1,520,140.13
The selection committee met in a publicly noticed virtual meeting on June 29, and ranked the proposals
in the following rank order(evaluation summary table attached):

Staff is requesting approval to negotiate in rank order with the vendors and will return with a contract
after successful completion of negotiations and within the grant budget.
Background: Monroe County was awarded $1,353,986.00 of CDBG-MIT funds for the low-lying

neighborhood of Key Largo to mitigate the potential of destroyed or heavily damaged homes from
future storm surge during a storm event. The neighborhood has issues with tidally influenced
inundation of residential roads and shoreline erosion to tides and current at frequent events, which was
exacerbated with Hurricane Irma.
The County received notice of award in January 2021 and subsequently received notice the project had
been transferred to DEO's CDBG-MIT program from the CDBG-DR program. Hurricane Irma, a
Category 4 hurricane, made landfall in the Florida Keys on September 10, 2017, causing the destruction
and significant flooding of low-lying areas throughout the Florida Keys. Congress appropriated $616
Million for the State of Florida in the aftermath of Hurricane Irma. The Department of Economic
Opportunity (DEO) developed a Community Development Block Grant- Disaster Recovery (CDBG-
DR) Action Plan and allocated $85 Million for the Infrastructure Repair and Mitigation Program. In the
second round of funding, DEO allocated an additional $147,411,853 for the program. In the second
round of funding, Monroe County applied for a grant to repair the Rock Harbor Jetty in Key Largo.
This project will repair 500 linear feet of jetty span and a weed gate damaged from Hurricane Irma and
is designed to protect the low lying, low income subdivision that is subject to frequent and persistent
flooding due to storms, tides, and sea level rise. In addition, the inflow of vegetative debris due to the
lack of the protective barrier has degraded water quality within the residential canal system.
PREVIOUS RELEVANT BOCC ACTION:
04/21/20: A Public Hearing for citizens and municipalities to provide input on an application for non-
matching grant funds to repair the Rock Harbor Jetty in Key Largo in the amount of$1,200,000
utilizing Community Development Block Grant- Disaster Recovery Infrastructure Repair Program
funding from the Florida Department of Economic Opportunity (DEO) funded through the Federal
Housing and Urban Development Agency (HUD), after a duly noticed 10 day public comment period;
after a 10 day public notice and Approval to submit grant application to DEO.
01/22/2021: Received Notice of Intent to Award from DEO for the Rock Harbor breakwater repair
project.
10/20/21: Approval to enter into a $71,642.50 Task Order# 6 to the on-call agreement with Wood
Environment and Infrastructure Solutions Inc. for Category C resilience and environmental services to
design and permit the Rock Harbor Breakwater repairs.
02/16/22: Approval of revenue grant IR036 to repair the Rock Harbor Jetty in Key Largo in the amount
of$1,353,986 utilizing funding from the Florida Department of Economic Opportunity(DEO) funded
through the Federal Housing and Urban Development Agency (HUD).
07/20/22: Approval of a $0 amendment No. 1 to modify the Citizen Complaint language under CDBG-
MIT grant IR036 for repairs to the Rock Harbor Jetty in Key Largo from the Florida Department of
Economic Opportunity (DEO).
03/22/23: Approval to advertise for repairs to the Rock Harbor Breakwater in Rock Harbor in Key
Largo, funded by a federal HUD pass-through CDBG-MIT grant IR036 from the Florida Department of
Economic Opportunity (DEO).
