B Jackie , „ ,;,; Witness Ross tvtvaec.us�ai- TiCM Svcs.Group Lender E GDU oFNE File: WTR,lPS-Alonros County ��r, Page I of I ASS STAhT,. tlNTY A 7-a Date Exhibit A—(12/16 -78) Scope of Services Monroe County Airports The Florida Keys Marathon International Airport Permitting and Design—Tree Clearing and Mitigation BACKGROUND On March 30,2020 the Federal Aviation Administration(FAA)issued a Finding of No Significant Impact/Record of Decision(FONSI/ROD)in response to the Environmental Assessment that was submitted to shift the Runway 7-25 centerline 40 feet to the northwest to meet applicable runway-to-taxiway separation standards at The Florida Keys Marathon International Airport(MTH). FAA's approval provided in the FONSI/ROD is contingent upon completing the following: 1. Conclusion of FAA's consultation with the U.S.Fish and Wildlife Service and the County's implementation of any mitigation or conservation measures deemed necessary during the consultation process. Until such time that consultation is concluded and conservation measures are implemented,Monroe County shall not alter or affect vegetation and habitat associated with the Stock Island tree snail and the Simpson's tree cactus. 2. The County demonstrating the project's consistency with local comprehensive plans, zoning ordinances,and/or land use plans and obtaining all necessary local approvals. Until such time that consistency is demonstrated,and approvals are obtained,Monroe County shall not alter or affect the existing tropical hardwood hammock along Aviation Boulevard that serves as a buffer between the airport and the residences to the north. Likewise, construction on the runway cannot be initiated until consistency is demonstrated. 3. Completion of the FAA's risk determination of the Runway Protection Zone(RPZ)and the County implementing appropriate measures,as needed,to satisfy RPZ land use guidelines. SCOPE OF WORK Jacobs will provide project management,coordination services,design,permitting,and bidding support services to complete the above noted items as required by the FAA and to develop bidding documents for the required tree removal to support the shift of the Runway 7-25 centerline 40' to the northwest. DESCRIPTION OF WORK This project is made up of two distinct elements. 1. Permitting and the completion of the FONSI/ROD contingent items. This work includes the following items: a. USACE Nationwide Permit Application. b. Prepare Wetlands and Protected Species Mitigation Plans for: Page 1 of 17 i. Wetlands ii. Tropical Hardwood Hammock iii. Stock Island Tree Snail iv. Simpson's Apple Cactus c. U.S.Fish and Wildlife Service Section 7 Consultation d. Monroe County- Conditional Use Development Permit. e. Revisions to the Current Monroe County Comprehensive Plan related to specific habitat requirements and tree buffers at MTH. f. RPZ Mitigation Alternatives Analysis Study. The purpose of the Study is to evaluate potential alternatives that would avoid or minimize the encroachment of the Runway 7 Departure RPZ and Runway 25 Arrival RPZ. 2. Development of Contract/Bid Documents for: a. Clearing and Selective Clearing of Trees and Vegetation to Accommodate the Future Shift of the Runway 7-25 Centerline 40' to the northwest. b. Creation of Wetlands to Serve as Mitigation General Scone For this scope of services,Jacobs will provide the following services: 1. Management of the project from data collection,permitting,consultations,design,bid opening, and award of the construction contract. 2. Coordination with subconsultants. 3. Coordination with Monroe County,DOA,FAA/FDOT as required. 4. Preparation of minutes of meetings and phone conversations. 5. Program verification and site investigations. 6. Preparation of the construction documents and incorporation of Monroe County's front- end contract documents. 7. Preparation of the engineering report,construction cost estimate, and construction schedule. 8. Bidding and award assistance. Assumptions/Design Parameters 1. This project is eligible for AIP funding. 2. Acquisition of topographic survey will be performed in accordance with the accuracies as outlined in FAA AC 150/5300-18B. 3. Jacobs will develop plans,an outline of specifications,an engineering report,and a construction cost estimate at the 30%design level for review. 4. Jacobs will develop plans,technical specifications,an engineering report, and a construction cost estimate at the 90%and Final design level for review. Jacobs will develop the CSPP and 7460 to be submitted to the Airport and FAA for review. 5. Jacobs will produce a final contract set of plans,specifications,engineering report, construction schedule,and construction cost estimate for bidding purposes. 6. This project does not include the design nor implementation of obstruction lighting. 7. This project does not include the design to modify,relocate,nor erect aircraft hangar structures. Page 2of17 8. It is assumed any trees that are penetrations to the Part 7:1 transition surfaces will be allowed to remain in place and will not require any trimming. 9. SFWMD permitting for drainage will be for a conceptual permit only. 10. Required compensatory wetland mitigation will be provided at the site evaluated as part of the EA. 11. This proposal does not include the permit application costs nor fees. These shall be paid for by Monroe County. 12. The Jacobs Team cannot guarantee that a permit will be issued or a timeframe in which permits are issued. 13. Post permitting and mitigation implementation efforts are not included. Implementation of mitigation plans and/or mitigation payments as may be required are not included in this permitting scope. 14. It is assumed the County will provide tropical hardwood hammock impact data if formal consultation is needed for the Stock Island Tree Snail. 15. Tree survey and mangrove trimming permit for the mangroves at the ends of the runway to be provided by others during construction. 16. Legal support required for financial assurance or conservation easement matters for mitigation areas will be provided by the County. 17. This scope of work does not include any cultural resource/archeology support. 18. This proposal assumes the location of mitigation area as identified previously in the EA is sufficient for permitting. 19. It is assumed that additional alternatives analysis,than what was already noted in the EA,will not be required by the USACE for a Standard/Individual permit. 20. Aircraft operational data will be obtained from the FAA. 21. The future aircraft fleet mix projections for MTH will be extrapolated to reflect the annual average growth rates and aircraft fleet mix assumptions associated with the current Airport Master Plan Forecast for MTH. 22. Based aircraft fleet mix data to be obtained from Monroe County DOA records. 23. This project does not include the assessment of instrument approach or departure procedures. 24. This project does not include Aircraft take-off runway length analyses nor payload/range analyses (aircraft performance evaluations would be limited to landing distance calculations only). 25. This project does not include activity forecasting nor Airport Layout Plan modifications. 26. This project does not include financial feasibility analyses, benefit-cost analyses, return on investment nor payback period estimations. 27. This scope of work does not include construction administration,resident project representative nor quality assurance testing. These services will be provided under a separate purchase order. 28. Jacobs will reasonably rely upon the accuracy, and completeness of the information/data provided by the Client or other third parties. 29. In providing opinions of cost, financial analyses,economic feasibility projections,for the project,Jacobs has no control over cost or price of labor and materials;unknown or latent conditions of existing equipment or structures that may affect operation or maintenance costs; competitive bidding procedures and market conditions;time or quality of performance by operating personnel or third parties;and other economic and operational factors that may materially affect the ultimate project cost or schedule.Therefore,Jacobs makes no warranty that Client's actual project costs,financial aspects,economic feasibility,will not vary from Jacobs' opinions, analyses, projections, or estimates. In soils,foundation,groundwater,and other subsurface investigations,the actual characteristics may vary significantly between successive test points and sample intervals and at locations other than where observations,exploration,and investigations have been made.Because of the inherent uncertainties in subsurface evaluations, changed or unanticipated underground conditions may occur that could affect total project cost and/or execution.These conditions and cost/execution effects are not the responsibility of Jacobs. 31. Jacobs shall at no time take title, risk of loss or ownership of the hazardous materials or wastes. Client recognizes that Jacobs assumes no risk and/or liability for hazardous materials encountered while performing any services associated with such hazardous waste. ARTICLE A—DATA COLLECTION Data Collection: 1. Prepare for and attend project design kick off meeting. 2. Coordinate with subconsultants. 3. Perform a detailed survey for the following elements as depicted in Attachments 1 and 2: • Survey Wetland Flagging • Survey Runway Edge of Pavements and Stub Taxiway Profiles • Survey Existing North Tree Line • Survey 50' Grid between Runway Edge of Pavement and Tree Line • Survey 50' Grid at Mitigation Area 4. Perform walk through survey of the mitigation area to confirm topographical survey information. 5. Jacobs to provide full time escort for the survey crew when working on the airfield. It is assumed that the survey will take approximately 15 -8 hour shifts to complete. 6. Perform a geotechnical investigation to assess the existing condition of the proposed mitigation area. The investigation includes 4 four Standard Penetration Test borings to a depth of 10 feet below grade. 7. A follow up site visit to the site visit previously conducted in April 2017 for the Environmental Assessment(EA)and Biological Assessment(BA)will be performed in order to confirm the current ecological data necessary for the permit applications.Please note that the assessment in support of the EA and BA was performed prior to Hurricane Irma impacting the airport. Therefore, it is required that the data be re-evaluated for the permitting efforts. If site conditions are substantially different, additional survey may be required. (See Optional Tasks.). The following site surveys will be performed: • Update Wetland Impact Area Data Site review and data collection includes: o Review wetland limits as previously delineated and current site conditions, adjust wetland limits if needed. Page 4 of 17 o Prepare map of data points. o Coordinate with surveyor to ensure data points are surveyed appropriately o Complete the regional data forms for the USACE wetland delineation. o Record habitat type, quality, and vegetative species for use in the Uniform Mitigation Assessment Methodology(UMAM)analysis and permit applications. • Update Mitigation Site Survey o Review wetland limits as previously delineated and current site conditions;adjust wetlands limits if needed. o Prepare map of data points o Coordinate with surveyor to ensure data points are surveyed appropriately o Record habitat type, quality, and vegetative species for use in the Uniform Mitigation Assessment Methodology(UMAM)analysis and permit applications. • Update General Protected Species Surveys o Conduct general site review to update or confirm current site conditions relative to protected species and add any new observations. • Update Tropical Hardwood Hammock Survey o The Jacobs Team will conduct a general site review of the tropical hardwood hammock habitat to be affected to confirm minimal change to site conditions relative to the site conditions during the vegetative species-specific survey previously prepared pursuant to Monroe County requirements. This will include a review of the area of the transects utilized for the previous survey to ensure that no significant changes occurred as a result of Hurricane Irma. During the review, any areas containing monocultures of Brazilian pepper will be mapped in the field based on coordination with the County. If site conditions are changed substantially such that the previous survey is likely to be invalid, a full survey is included as an Optional task. • Update Simpson's Apple Cactus Survey o The Jacobs team will conduct a re-survey of the transect in which this species was found in the previous tropical hardwood hammock survey to update estimated numbers of plants to be relocated and general locations of Simpson's Apple Cactus based on current conditions. If specific individuals of the Simpson's Apple Cactus are noted in field, we will mark locations using a hand-held GPS unit. 8. Stock Island Tree Snail Survey. The Jacobs team will conduct surveys for the Stock Island Tree Snail pursuant to USFWS"Stock Island Tree Snail Survey Protocol. A total of two(2) surveys will be conducted,one(1)in August and one(1) in September during rain events as required. Due to the specifics of the survey protocol associated with weather conditions; additional survey is as an Optional Task in case weather or other conditions change during site visit such that survey protocol is no longer met. Services for Article A will be provided under a lump sum basis. Page 5 of 17 ARTICLE B—PERMITTING AND RUNWAY PROTECTION ZONE MITIGATION ALTERNATIVES ANALYSIS 1. Prepare Wetlands and Protected Species Mitigation Plans Task LA Wetlands Mitigation Plan o Based on the updated site review, the mitigation area will be located to avoid existing mangroves where possible. An updated UMAM assessment of the proposed wetlands mitigation area will be prepared following the site visit. The Jacobs Team will coordinate with the design to prepare the wetlands mitigation plan. The Jacobs Team will provide a description of existing conditions within the mitigation area, along with a planting plan, and will provide construction details related to the excavation to support the creation of a wetlands.The mitigation plan will include also baseline information, a credit determination, a mitigation work plan, maintenance plan, performance standards, monitoring requirements, and long-term management. Financial assurance, conservation easements, and other related requirements are to be addressed during the South Florida Water Management District(SFWMD)Agency Coordination and USACE Permitting. Task 1.11 Tropical Hardwood Hammock Report/Mitigation Plan o The Jacobs Team will prepare a mitigation plan for clearing of the tropical hardwood hammock habitat in accordance with Monroe County requirements. The mitigation plan will include a table of all County protected species including the common name, scientific name, status of each species, and the number of each species based on a survey conducted in April 2017 and updated as needed based on work scheduled to be performed under Article A—Data Collection.It will also include a map of the general location of each species within the tropical hardwood hammock. o In addition, The Jacobs Team will coordinate with the County to identify appropriate mitigation measures,which will be included in the plan. Current plans assume payment into the County mitigation fund. However, if preferred, alternative mitigation to payment will be investigated under an Optional Task. Task LC Stock Island Tree Snail Report/Mitigation Plan o The Jacobs Team will provide a report detailing the results of the survey for the Stock Island Tree Snail to the USFWS in order to complete Section 7 Consultation. If Stock Island Tree Snails are identified on the project site during the surveys,the Jacobs Team will coordinate with Monroe County and USFWS to identify an area of appropriate habitat for relocation of the snails prior to construction and will inspect up to three(3)potential relocation sites. Task 1.1) Simpson's Apple Cactus Report/Relocation Plan o The Jacobs Team will prepare a relocation plan based on estimated number of individuals of the Simpson's Apple Cactus in coordination with Monroe County for submittal to USFWS following the updated site review. Coordination with USFWS is included to obtain approval of the relocation plan and conclusion of Section 7 consultation.The Jacobs Team will coordinate with Monroe County and USFWS to identify an area of appropriate habitat for relocation of the snails prior to construction and will inspect up to three(3)potential relocation sites. Page 6 of 17 2. SFWMM Permitting Task 2.A Environmental Resource Permit Application o Based on the proposed site review, if any changes in site conditions or wetlands jurisdiction warrant re-calculation of wetlands impacts, The Jacobs Team will update wetlands impact calculations, revise UMAM assessment if needed, and update maps if the wetlands jurisdictional line changes. The Jacobs Team will prepare the SFWMD permit application. Avoidance and minimization efforts will be summarized from the EA. Task 2.B SFWMD Agency Coordination o The Jacobs Team will coordinate and attend one pre-application meeting with SFWMD to discuss the proposed site plan and existing site conditions. Meeting notes following the pre-application will be prepared and distributed to the team.In addition, the Jacobs Team will attend one (1) site visit with SFWMD in order to review existing site conditions. The visit will include a verification of the wetland jurisdictional line and a review of the proposed Uniform Mitigation Assessment Method (UMAM) scoring to gain agency concurrence. A site visit to review the proposed mitigation area is also included. Task 2.0 Respond to SFWMD Requests for Additional Information (RAI) o The Jacobs Team will provide two(2)written responses to SFWMD requests for additional information(RAI)to clarify the application.If additional data collection or extensive revisions to the site plan are required to respond to the RAI,additional scope may be necessary. Task 2.1) SFWMD- Coordinate and Document Mitigation Legal and Financial Assurance Requirements— Wetlands Mitigation Plan o The Jacobs Team will coordinate with appropriate parties to confirm and document responses to legal and financial assurance requirements for agency acceptance of the wetlands mitigation plan. This task includes agency coordination. 3. USFWS Section 7 Consultation Task 3.A Revise Draft Biological Assessment o The Draft Biological Assessment(BA)will be revised to include species specific survey data for the Stock Island Tree Snail and updates as needed from the survey for the plans for the Stock Island Tree Snail and the Simpson's Apple Cactus. The Jacobs Team will finalize the BA upon USFWS and FAA concurrence. Task 3.B Agency Coordination/Consultation—Section 7 Informal Consultation o Agency and team coordination to obtain approval from FAA and USFWS as needed to address the Stock Island Tree Snail and Simpson's Apple Cactus. 4. USACE Permitting Task 4.A USACE Nation wide Permit Application Page 7 of 17 o The Jacobs Team will prepare the USACE Nationwide permit application. It is assumed Nationwide Permit 39 will be applicable based on anticipated wetland/surface water impacts less than '/a acre. Information prepared for the SFWMD application will be utilized to the greatest extent possible. Key items requiring additional information include existing conditions, onsite avoidance/minimization,and construction methods. In addition,the submittal will include a 12-Step mitigation plan based on 33 CFR 332.4. If the project does not qualify for a nationwide permit, an Individual/Standard Permit may be required (see Optional Tasks). Task 4.B USACE Agency Coordination o The Jacobs Team will coordinate and attend one pre-application meeting with the USACE to discuss the proposed site plan and existing site conditions. Meeting notes following the pre-application will be prepared and distributed to the team.In addition, the Jacobs Team will attend one(1)site visit with the USACE in order to review existing site conditions. The visit will include a verification of the wetland jurisdictional line and a review of the proposed Uniform Mitigation Assessment Method (UMAM) scoring to gain agency concurrence. During this site visit a review of the proposed mitigation area will be conducted. Task 4.0 Respond to USACE Requests for Additional Information(RAI) o The Jacobs Team will provide two (2) written responses to questions following submittal of the permit application. If additional data collection or extensive revisions to the site plan are required to respond to the questions,additional scope may be necessary. Task 4.D USACE - Coordinate and Document Mitigation Legal and Financial Assurance Requirements— Wetlands Mitigation Plan o The Jacobs Team will coordinate with appropriate parties to confirm and document responses to legal and financial assurance requirements for agency acceptance of the wetlands mitigation plan.This task includes agency coordination. 5. Monroe County Permitting Task 5.A Monroe County Permits/Approvals—Environmental Support o Per Monroe County Land Development Code, the Jacobs Team will prepare an Existing Conditions Report to accompany the County application. The report will include a description of the site including the distribution and quality of native habitats along with the results of the protected species surveys and associated maps. In addition, the report will include the tropical hardwood hammock mitigation plan prepared as part of Task I.B. Task 5.B Monroe County Coordination o The Jacobs Team will conduct a pre-application meeting with Monroe County environmental representatives. The Jacobs Team will attend one(1)site visit with Monroe County in order to review existing site conditions and proposed mitigation. Page 8 of 17 6. Comprehensive Plan Amendment Task 6.A Project Meetings,Administration & Coordination o This task includes attendance at County interdepartmental coordination meetings, submittal deadline coordination and overall contract management and administration for the duration of the contract period. One (1) on-site meeting is included in this task. Task 6.13 Comprehensive Plan Amendment o This task includes preparation, coordination and submittal of the required Comprehensive Plan text amendment application and supporting documents. A draft application package will be prepared for review and coordination with the County. A final application package will then be prepared based on any comments/feedback received during review of the draft documents. The final application package will be coordinated as needed during the review process until final approval is obtained. 7. Runway Protection Zone Mitigation Alternatives Analysis Runway 7-25 at the Florida Keys Marathon International Airport(MTH or the Airport) currently has a lateral separation of 200 feet from its full-length parallel Taxiway A. This separation is adequate to serve aircraft approach category B and airplane design group(ADG) I aircraft. However,the critical aircraft at MTH is the Cessna Citation 04,which is classified as ADG 11. Therefore,the Airport Reference Code(ARC)for MTH is B-11. Per the Federal Aviation Administration's(FAA)airfield design standards,the minimum runway to parallel taxiway separation for ARC B-II is 240 feet. To comply with the minimum runway to taxiway separation standards for ARC B-II at MTH,the relocation of Runway 7-25 by 40 feet to the northwest is proposed and depicted on the current Airport Layout Plan(ALP)drawing set that was developed during the recently completed Airport Master Plan Update. The proposed relocation of Runway 7-25 at MTH will also cause its associated runway design surfaces prescribed in FAA Advisory Circular(AC) 150/5300-13A(Change 1), Airport Design to be relocated. These surfaces include the runway safety area,object free area, obstacle free zone and runway protection zones(RPZs). The relocation of the Runway 25 arrival RPZ and Runway 7 departure RPZ would produce incompatible land uses, as three buildings would encroach the relocated RPZs. This includes two aircraft storage hangars (Buildings#28 and#29)and the Monroe County Public Works Building#26. The proposed relocation of Runway 7-25 would not cause incompatibility with the other runway design surfaces prescribed in AC 150/5300-13A. An Environmental Assessment(EA)was prepared for the proposed relocation of Runway 7- 25 at MTH. On March 30,2020,the FAA issued its Record of Decision(ROD)with a Finding of No Significant Impacts(FONSI). Upon issuing ROD/FONSI,the FAA advised the Monroe County Department of Airports(DOA)that"the approval included in the ROD/FONSI is contingent on the completion of the FAA's Risk Determination on the RPZ and the County implementing appropriate measures, as needed,to satisfy RPZ land use guidelines." Page 9 of 17 To support the FAA's Risk Determination,the DOA has requested the services of the Jacobs team to conduct an RPZ Mitigation Alternatives Analysis Study(the Study).The purpose of the Study is to evaluate potential alternatives that would avoid or minimize the encroachment of the Runway 7 Departure RPZ and Runway 25 Arrival RPZ. This will include the identification and evaluation of RPZ encroachment mitigation alternatives. These alternatives would be developed consistent with the Interim Guidance on Land Uses Within a Runway Protection Zone that was published by FAA on September 27,2012. The Study will be led by Jacob's subconsultant,Ricondo&Associates,Inc.(Ricondo)with Jacobs Engineering(Jacobs)supporting the engineering analyses and preparation of rough order of magnitude cost estimates for each of the alternatives. It will culminate with the preparation of a formal report that summarizes the approach,methodology,and conclusions of the analyses to be performed during the Study. Task 7.A Identification and Evaluation of RPZAlternatives o This task will involve the efforts associated with identification and evaluation of various alternatives that could minimize or eliminate the encroachment of the RPZs that would result from the planned relocation of Runway 7-25 at MTH. Each of the options will be evaluated and compared with the original concept that is currently depicted on the Future ALP drawing sheet. The evaluation of RPZ mitigation alternatives will focus on relative cost,constructability,operational impacts, and environmental considerations. The results of this task will be documented in a PowerPoint presentation to facilitate discussions with DOA staff and the FAA. Task 7.A.1 Data Collection and Site Visit ■ As part of this task,the Jacobs Team will collect the lease documents and available floor plans associated with Buildings#26, #28 and#29. It will also conduct a site visit to identify the buildings use and occupancy and confirm the floor plans. This will result in the creation of exhibits that illustrate the leasehold boundaries and floor plans of each building in relationship to relocated RPZ. The site visit will be conducted on the same day as the first meeting with the DOA. Task 7.A.2 Identification of RPZ Mitigation Alternatives ■ In addition to the RPZ configurations depicted on the existing ALP, Ricondo will identify up to four additional RPZ configuration alternatives that would partially or fully mitigate the RPZ encroachments associated with Buildings#26,#28 and#29. These options would include the following: 8..1.1 Demolition and replacement of Buildings #26, #28 and #29 and associated infrastructure outside of the RPZ 8..1.2 Increase the displacement of the Runway 25 landing threshold 8..1.3 Impose building occupancy restrictions 8..1.4 Shift future Runway 7-25 to the west Page 10 of 17 8..1.5 Shift future Runway 7-25 to the east Due to the high level of piston aircraft operations at MTH,the imposition of declared distances on Runway 7-25 will not be evaluated. For each Mitigation Alternative,an exhibit will be prepared that illustrates the proposed modifications. For those options that would result in reduction of the landing distance(s)available on Runway 7 and/or 25,the resulting landing distance(s)available for each runway end would also be documented. Consistent with the FAA Interim Guidance on Land Uses Within a Runway Protection Zone,the documentation of each alternative will include: • A description of each alternative, including a narrative discussion and exhibit depicting the alternative. • The Identification of the preferred alternative that would meet the project purpose and need while minimizing risk associated with the location within the RPZ. • An analysis of the specific portion(s) and percentages of the RPZ affected,drawing a clear distinction between the Central Portion of the RPZ versus the Controlled Activity Area, and clearly delineating the distance from the runway end and runway landing threshold. Task 7.A.3 Runway Landing Distance Impacts Evaluation ■ The potential shifting of Runway 7-25 to the west or increase to the displacement of the Runway 25 landing threshold would reduce the landing distances available on Runways 7 and 25,respectively. To understand the potential operational impacts with displacing the landing threshold, a runway landing distance analysis would be conducted. Ricondo will evaluate the current based aircraft fleet mix,as well as aircraft operational data for the most recent 12-month period to identify up to ten(10)aircraft types to be evaluated. The landing distances associated with both dry and wet runway conditions will be derived. The results of the runway landing distances will be summarized in tabular and graphic format. Task 7.A.4 Rough Order of Magnitude Cost Estimates ■ For each RPZ Mitigation Alternative,a rough order of magnitude(ROM) cost estimate will be prepared.The ROM cost estimates will serve as a comparison to the cost estimates derived for the current concept as illustrated on the current ALP. The ROM Cost estimates will be reflective of both hard(construction)and soft(planning,design, permitting,etc.)costs,and stated in 2020 dollars. The cost estimates will include a summary of estimated quantities and unit cost assumptions. Page 11 of 17 Task 7.A.5 Other Planning Considerations ■ Each RPZ mitigation alternative will be assessed to identify other potential issues, such as operational constraints to tenant facilities, airfield and utility infrastructure,airspace constraints(obstacles and flight procedures), constructability,and impacts to environmentally sensitive areas. The leasehold terms of the facilities within the RPZs would also be documented. Any potential impacts identified during this task will be summarized for review with DOA and FAA staff. Task 7.A.6 Qualitative Risk Analysis ■ Although it is not feasible to quantify the risks associated with having buildings encroach the RPZs at MTH, a qualitative risk analysis will be performed. This analysis will focus on evaluating the existing and future aircraft fleet mix composition to quantify the annual number of aircraft operations conducted by large aircraft(greater than 12,500 lbs.). This is an important distinction, as the RPZ dimension criteria for small aircraft (12,500 lbs. or less)is narrower than the criteria prescribed for large aircraft. In fact,the three buildings that would encroach the Runway 7 Departure RPZ and Runway 25 RPZ prescribed for ARC B-II aircraft would not encroach the RPZ prescribed for ARC B-II if the design aircraft was 12,500 lbs. or less. As a point of reference,the maximum takeoff weight of the Cessna Citation 04 is 16,950 lbs. Task 7.A.7 Summary of Results ■ This task will culminate with the preparation of a PowerPoint presentation that summarizes the approach,methodologies and conclusions of the RPZ Mitigation Alternatives Analysis Study. The PowerPoint presentation will serve as a discussion outline for coordination meetings with the DOA and ultimately to provide a briefing to the FAA's Orlando Airport District Office(ADO). As required,the presentation will be updated to incorporate comments received from the DOA and ADO. Once all comments are incorporated,the Final summary presentation will be incorporated into the Final Report as an appendix. Task 7.B Meetings and Documentation o In addition to the PowerPoint presentation to be prepared,the following meetings and study deliverables are included. Task 7.B.1 Client Coordination and FAA Review Meetings ■ The consultant team will prepare for and participate in up to three meetings during the Study. The first two meetings will be conducted with DOA staff only. The purpose of these meetings will be to review the scope of the Study,collect relevant data,review alternatives and obtain concurrence on the evaluation of alternatives. The third meeting will be to provide a briefing to the FAA's Orlando Airports District Office(ADO)prior to submission of a Final Draft Report. For each Page 12 of 17 meeting,the consultant team will prepare meeting agendas and discussion materials. Following each meeting, meeting notes will be prepared and distributed to all meeting participants and invitees. The first two meetings will be conducted on-site at MTH or Key West International Airport(EYW). The third meeting will be conducted at the Orlando ADO. Task 7.11.2 Documentation ■ The findings of the Study will be documented in a formal report. An Initial Draft Report will be submitted to the DOA for review and comment in portable document file(PDF)format. Once comments are received and addressed by the consultant team,a Final Draft report will be submitted to the FAA's Orlando ADO. In PDF format. Upon receiving comments from the ADO,comments will be addressed, and a Final Report will be submitted in both electronic(PDF and MSWord) and hardcopy format. Up to five hardcopies of the Final Report will be submitted. Other source files,such as AutoCAD Drawings and MS Excel files will also be submitted. ARTICLE C—DESIGN Based on the information collected under Article A and the results of the permitting process as described in Article B the Jacobs Team will perform the following design services: 1. Develop preliminary design for the relocation of Runway 7-25 to support the permitting process that includes a conceptual drainage permit from SFWMD and RPZ analysis that includes preliminary grading to establish runway end elevations. 2. Develop technical specifications utilizing FAA's standard specifications for construction. (i.e.FAA Specifications: P-101, P-152, T-904, T-901, T-905, P-620, ,etc.). Submit an outline of technical specifications at 30%. Submit complete technical specifications at 90%and Final submissions. 3. Coordinate and incorporate Monroe County provided contract document/front-end specifications into the final contract bid documents. (i.e. Notice to Bidders, Invitation to Bidders, Instruction to Bidders, Bid Proposal, Contract, Contract Articles, General Specifications). 4. Develop a construction schedule for use in determining phasing and duration. 5. Prepare for and attend two(2)design review meetings(30%,and 90%)with the Airport to discuss project progress and review the design submittals. 6. Prepare for and attend one(1)meeting at the Airport to discuss construction phasing with Airport staff and Tenants. 7. Develop detailed construction quantities and cost estimate at the 30%, 90%, and at final contract document design levels. 8. Time will be required for engineers and CADD technicians/designers to correct items listed under the in-house QA/QC checks. Page 14 of 17 12. Address comments from 30%,and 90%design submissions. 13. Prepare and submit electronically FAA form 7460-1 Notice of Proposed Construction or Alteration. 14. Prepare and submit a Construction Safety Phasing Plan(CSPP). Services for Article C will be provided under a lump sum basis. Article D—Optional Tasks Optional Tasks will only be performed with prior approval from Monroe County and the FAA. Task LA Tropical Hardwood Hammock Resurvey/Transects If site conditions are substantially different than those of the original survey,then a resurvey of the transects using the previous protocol may be required. This task will require a separate site visit. In addition, the vegetative cover of each species will be re-calculated based on the results of the site visit. Task 1.11 Stock Island Tree Snail Survey If rain events or other conditions vary during the Stock Island Tree Snail Survey such that survey protocol requirements cannot be met, additional site visits may be needed. Two(2)additional site visits are assumed for this task if needed. Task 1.0 Individual/Standard USACE Permit If the project does not qualify for a Nationwide Permit, an Individual/Standard USACE permit application will be required. The Jacobs Team will prepare the permit application. Responses to two(2)RAIs are included. This task also includes additional coordination with the USACE. Task 1.1) Monroe County Tropical Hardwood Hammock—Alternative Mitigation Plan If it is preferred to identify site-specific mitigation plans for restoration,enhancement,or relocation in lieu of paying into the County's mitigation fund for tropical hardwood hammock impacts, the Jacobs Team will work with the County and Airport to identify opportunities. Following coordination with the County and Airport,site visits will be conducted at a maximum of three(3) potential restoration sites during one (1) trip. During the site visits, habitat conditions will be documented to determine if each site is appropriate for restoration and the site with the greatest opportunity to provide alternative mitigation will be selected. An alternative mitigation plan will be provided if an acceptable site is identified. Task LE Formal Consultation with USFWS and FAA If the Stock Island Tree Snail is documented in the surveys, the USFWS will require formal consultation and preparation of a Biological Opinion (BO). The Jacobs Team will prepare appropriate documentation and coordinate with the USFWS and FAA to address the requirements of a BO regarding the Stock Island Tree Snail. Article E—Bid Phase Services Page 15 of 17 Upon completion of the construction documents and at the request of the Airport,Jacobs will prepare the project documents for bidding. Jacobs will perform bidding support services,the following terms will apply: A. The County appoints Jacobs as its Agent, and Jacobs accepts such appointment to perform bid/procurement services on the County's behalf in connection with the project. B. Such services shall be performed under the County's direction and in accordance to such forms, terms and conditions, or modifications or revisions to same as the County may in its sole discretion at any time instruct Jacobs to use. All services shall be carried out in accordance with the procedures mutually agreed upon by the County and Jacobs. C. Jacobs shall not have authority to accept or bind the County in any way to changes, modifications, revisions, alterations, amendments, or supplemental, additional, or different terms and conditions (hereinafter referred to as "deviations") which may be submitted or requested by a vendor or contractor. If we cancel the Policy prior to its expiration date by notice to you or the first blamed Insured for any reason other than nonpayment of premium,we will endeavor, as set out below, to send written notice of cancellation, via such electronic notification as we determine, to the persons or organizations listed in the schedule that you or your representative provide or have provided to us (the"Schedule").
