AGENDA ITEM WORDING: Approval of change to the Monroe County Personnel Policies and
Procedures Manual as recommended by the Polices and Procedures Board.
ITEM BACKGROUND: The attached is the proposed change as recommended by the Personnel
Policies and Procedures Board to Section 6.04 of the Personnel Policies & Procedures Manual.
Wording has been added to this section to read: 'For County facilities normally closed on Sundays and
Mondays, when a holiday falls on a Sunday or a Monday, those facilities will observe the holiday on
the following Tuesday' .
When library staff was cut in March, 2008, operating hours were reduced from 6 days a week/58 hours
per week (Mon-Sat) to 5 days a week/47 hours per week (Tues-Sat). Currently, instead of closing for
the holiday which falls on a Sunday or Monday, the Library stays open for the regular 5-day week.
Staff is scheduled to take a workday as a day off in lieu of the holiday. This limits the ability to
provide services to patrons due to reduced staff. The library ends up closing different departments
every day for the entire week when there is a holiday. This proposed change will enable the Libraries
to be fully staffed on those 4 work days and be better able to provide services to patrons.

other special holidays during the course of a year to some, or all, County employees,
6.02 ELIGIBILITY
,\11 salaried employees on the active payroll on the date of the holiday shall be eligible for holiday pay at their
regular rate of pay. Hourly employees shall not be eligible for holiday pay, Employees must be working or on
approved leave \\lith pay the entire day before and the day after a holiday to be compel15ated for said holiday.

department is, in the discretion of the County ,\dministrator, such that the employee's work load cannot be
discontinued without causing a hardship to the County,
In the event that the \vork load in any department does not pennit the observance of any designated holiday,
all employees recluired to work on said designated holiday, or if holiday falls on employees designated day off,
may be granted another day's lea\T in lieu of the holiday or paid for the work performed on the holiday, as
determined by the Department Head and/or Division Director.

l'nless otherwise specified by the Board of County Commissioners - when a holiday t~'llls on a Saturday, the
preceding Friday shall be observed as a holiday - when a holiday falls on a Sunday, the following l\[onday shall
be observed as a holiday.
1-'01' County facilities normally open on Saturdays and Sundays, when a holiday falls on a Saturday or Sunday,
those facilities will observe the holiday on the actual holiday in lieu of the nonnally scheduled County Holiday.
For County facilities normally closed on Sundays and Mondays. when a holiday falls on a Sunday or
Monday, those facilities will observe the holiday on the following Tuesday.
