Management, effective 10- 1-09.
ITEM BACKGROUND: During the 2009 Solid Waste Franchise contract negotiations one of rhe
issues that came to light is the need for a staff person to take the recycling message ro all segments of
the public, including bur not limited to schools, community organizations, chambers of commerce,
county departments and other agencies. This employee would also be responsible for taking a
leadership position in promoting waste reduction, reuse and recycling, and assisting in the reporting
process. Further, tbe employee would also be instrumental in foUowing Solid Waste legislation, Solid
Waste newsletter, developing and/or writing White Papers, identifying available grants and development
of the grant applications. The position has the support of the local environmental community.

GENERAL DESCRIPTION
Take a lead role in de\-'eloping, coordinating, and implementing the County's Recycling Initiatives and programs
to the publie and stakeholders; learning all phases of recycling programs, developing educational materials and
making presentations that target all segments of the public, county departments. schools, community
organizations, chambers of commerce and other agencies. Promote waste reduction, reuse and recycling;
instrumental in taking fof'l\'afd the County's efforts to increase the amount of material being recycled in the
County. Assist in the reporting process.

Requires regular contacts to carry out programs and to explain specialized maners.
Also requires continuing contacts with officials at bigher levels on matters requiring
cooperation, explanation aud persuasion, as well as v.lith the pubtic involving the
enforcement of ations olicies and rocedures.
Responsible for making recommendations within a department in the areas of
compensation, staff selection, disciplinary action, complaints, staff performance
appraisal, and similar supervisory duties. Plans, assign, and evaluates the work of
suborc:tinates for effective 0 eration and results of the unit.
Work requires only rnin{)J physical exertion and/or physical strain. Work
environment involves onJy infrequent exposure to disagreeable elements.
