AGENDA ITEM WORDING: The Green Initiative Task Force (GITF) requests approval to apply for
a grant from the Federal Governinent that requires no matching funds. Known as the Solar American
Cities -Technical Outreach, it offers $1.0.5M total funding and is designated for energy efficiency and
renewable energy information dissemination, outreach, training and technical analysis. In order to
apply the GITF will need assistance of County staff to assist in writing the grant.
ITEM BACKGROUND: The GITF voted to ask the BOCC for approval to seek grant funding under
the Solar American Cities -Technical Outreach Program. at the July 17, 2009 meeting. The link to this
grant is: wwwl .eere.energy.gov/solar/financial opportunities. The closing date is 10-15-09; the grant is
available to local goverm-nents including county government.
PREVIOUS RELEVANT BOCC ACTION: The Green Building Task Force was created in 2008 by
Resolution #177-2008 to become an advisory board to the BOCC to recommend green standards for adoption as
local amendments to the Florida Building Code. The Resolution was amended in April 2009, changing the
mission and .name of the advisory board. The new scope of authority is to recommend to the BOCC
environmentally sound practices and techniques to protect the environment. The name was changed to Green
Initiative Task Force.
At the July 2009 meeting the BOCC approved the GITF to apply for a grant from the state to request
funding up to 1.2 million dollars for a County Department of Energy Efficiency and Conservation, including
salary and operating expenses for the Director, assistant(s), and projects to be identified according to the RFR
The grants identified thus far, if awarded would provide capital over a three (3) year period and the possibility of
continued financing to pursue energy efficiency and conservation programs. The BOCC advised that the
proposed department if funded would be kept under a present department in the County.

FDA, DOE intends to select one or more partner organizations to provide a maximum number
of local governments with actionable information that will enable them to accelerate solar
energy deployment. The selected Recipient(s) will proactively address the solar -related
information needs of significant local markets, as well as provide a mechanism by which
individual local governments can receive and share timely information on solar energy. The
goal is to reach multiple levels of local government stakeholders through this activity, such as
Mayors and city council members, county officials, sustainability and environmental staff, and
planners. Other relevant audiences may include local businesses, utilities, schools, and
relevant non-profit organizations. DOE intends to be substantially involved in the activities
conducted through this FOA, and will work closely with the awardee(s) to promote the best
