MONROE COUNTY AND TETRA TECH, INC. FOR THE VOLUNTARY HOME BUYOUT PROGRAM
FOR TASKS AND DELIVERABLES ASSOCIATED WITH THE FLORIDA DEPARTMENT OF ECONOMIC
OPPORTUNITY SUB-RECIPIENT AGREEMENT 10092
In accordance with the contract for Grant Management Services made and entered on the 21st
day of October, 2020, as extended and amended on the 161" of March, 2022, and the 191" of July
2023, by and between Monroe County hereinafter referred to as the "County" and Tetra Tech,
Inc. hereinafter referred to as "Consultant" for the Voluntary Home Buyout Program, and Task
Order Three, dated November 7, 2020, Amendment One to Task Order Three, dated April 28,
2022, and Amendment Two to Task Order Three, dated March 27, 2023.
All terms and conditions of the referenced amended contract for Grant Management Services
shall apply to this Amendment Three to Task Order Three as amended, unless the amended Task
Order modifies an article of the contract which will be specifically referenced in this amended Task
Order and the amendment, addition or modification shall be precisely described.
This Amendment Three to Task Order Three is effective on the 8th day of August 2023.
1) This Amendment Three modifies Task Order Three as shown below:
1.1. Task Order Three is extended to October 20t", 2024.
1.2. The Consultant shall provide the following scope of work for Task Order Three:
a) Intake and Eligibility:
Tetra Tech will collect the documentation required for County and DEO review and
approval for each property. The services provided under this task will include:
• Assign a case manager to each applicant for communication through the buyout
program process
• Maintain intake center,virtually as necessary
• Schedule meetings with applicants to discuss the VHBP eligibility process and
required documents to confirm eligibility, including ownership and residency
• Perform income verification with applicant-submitted documentation and submit
to the County a final report of findings of income eligibility
• Collect applicable DOB documentation and perform DOB calculation prior to offer
letter development
• Confirm property owners have signed a Voluntary Notice of Participation
• Collect County-required documents from applicants to verify priority selection
within applicant pool
• Determination of Meeting National Objective(s) per property
• Assist with citizen complaints and appeals, if they arise, for the VHBP

b) Pre-Offer and Closing Activities
• Coordinate with the County and property owners as needed on inspections, which
may include appraisals, surveys and others as requested
• Coordinate with the County to determine homeowner incentives, if applicable
• Prepare and submit a Determination of Compensation Letter for property owners
• Develop Voluntary Offer-to-Sell Packages for each property to include documents
regarding duplication of benefits and the buyout offer
• Assist the County in the case of any owner appeals of the offer
• Review County approved offer packages with property owners and obtain
signatures as needed
• Assist with the review of title commitments if requested
• Assist with the real estate closings if requested
• Inform property owner of vacancy requirements
c) Closeout
• Prepare final documentation to be turned over to the County for purposes of audit
and close out activities by DEO and/or HUD. It is the County's and Tetra Tech's
goal to have the VHBP closed by May 31, 2024, unless the County's subrecipient
agreement with DEO is extended.
• Upon agreement of Tetra Tech's demobilization (date to be no later than the
Period of Performance end date unless otherwise mutually agreed to by the
County and Tetra Tech), Tetra Tech will facilitate transmittal of copies of related
data and data management tools to the designated County point of contact.Tetra
Tech will obtain a signed agreement from the County indicating the buyout
property files which were transferred, the date they were received and the
method of transmission. Tetra Tech will then conduct a written and real time
training session with the County point of contact to confirm understanding.

The not-to-exceed amount of the Task Order is increased from $488,397.00 to
$645,807.00.

* The above estimated level of effort and associated costs are based on available
information at the time the estimates were prepared and do not represent the actual
cost of the project. The fee for services will be based on the actual hours of services
furnished multiplied by Consultant's hourly rates.
*Consultant may take the following actions, in its discretion, so long as the Consultant
does not exceed the estimated total: (i) Use fewer hours of one labor category and
more hours of another labor category or categories and(ii) use fewer hours within one
project task and more hours within another project task.
*The hourly rates are fully burdened to include overhead,profit, travel expenses,program
printing, and mailing cost.
2) Task Order Three Assumptions are updated as follows:
j) (Revised) Duration of Work: The estimated project term for intake and eligibility is 44
months. The period of performance may be extended upon approval by both parties.To
the extent the term is required to be extended due to reasons beyond the Tetra Tech
Team's control; such unforeseen circumstances may result in an increase in the project
timeline and/or budget.
n) (Revised) Contract Services Within Period of Performance (POP): Consultant will work
with the County to support tasks and provide technical services provided in the scope

(Section II) through the period of performance. Consultant will provide the services
under this task order through the duration of the period of performance, unless an
extension of the POP is agreed upon between the County and Consultant before October
201", 2024. If the period of performance ends before grant closeout, Consultant will
schedule a meeting with the County sixty (60) days before the period of performance
end date to discuss any expected tasks that Consultant believes will be required forgrant
closeout that will occur after Consultant's POP, and therefore will need to be
accomplished by the County; this includes case management services and file closeout(s)
that occur after Tetra Tech's end of performance.
3) This Amendment Three to Task Order Three shall be effective as of August 8th , 2023
and shall remain in effect until such services are no longer required or in accordance with
section 9.5 of the contract.
4) All other Terms and Conditions of Task Order Three shall remain, in accordance with the
Contract dated October 21, 2020, as extended and amended on March 16, 2022, and July
19, 2023.
