Priority Issues MARINE PROTECTION FUNDING - Support $1.6M appropriation for new moorings to reduce and prevent derelict vessels to comply with SB 1432 (2022) that requires Monroe to install 100 new moorings. * Continued state support for DV removal costs. * Continued state support for Pump Out program . Priority Issues EMERGENCY OPERATION CENTER FUNDING Support $6M appropriation for Monroe's Emergency Operation Center to assist with funding shortfall resulting from unanticipated cost escalations driven by current market conditions. Project began October 2022 with expected completion February 2024. Priority Issues PENNY SALES TAX FOR ROAD ELEVATION AND TRANSPORTATION o Support authorization for Monroe, anon-charter county, to levy a Charter County and Regional Transportation System penny surtax (subject to local voter approval ) to help fund the County's transportation -related infrastructure like road elevation and transportation capital projects. Priority Issues BALANCING PROTECTION OF MONROE COUNTY'S RATE OF GROWTH ORDINANCE WITH NEEDS FOR ADDITIONAL WORKFORCE HOUSING — "EARLY EVAC ROGOS" o Support legislation to amend FS 380.0455 (9 ) (Hurricane Evacuation) and/or FS 166.04151 (Affordable Housing) that enables use of "early evacuation ROGOS" (without undermining ROGO. ) Priority Issues WORKFORCE HOUSING o Clarify that affordable housing statutes that help advance affordable housing do not override ROGO. . Allow flexibility in SHIP funds to ensure that we can utilize the County's full SHIP allocation. c: Clarify MCLA's public disclosure requirements (exemption for appraisals, offers, counteroffers) related to property acquisition in furtherance of conservation, affordable housing, and reducing the number of buildable lots (to reduce takings) . - Support full funding/allocation of Sadowski Funding, Keys TC set- aside,. and SHIP and SAIL funding to Monroe.
