Engineering Division - Wastewater Proiects — August 2009 Status Report — September 16, 2009
Keys Wastewater Plan Implementation
• Prepared Florida Keys -wide progress update, assisted with rate comparison, and compiled
presentation for joint County/FKAA workshop.
• Reviewed Water Protection and Reinvestment Act.
South Lower Keys Regional Wastewater Treatment Facility (Big Coppitt)
• Addressed property owner questions related to lateral connections and system development fee
pay-offs.
• Reconciled assessment database pay-off report with deposits made to Clerk's office necessary for
GSG to certify the 2009 tax bill. Nineteen property owners in the Big Coppitt Service Area paid
the adjusted prepayment.
• Wastewater Treatment Plant (WWTP) cleared for use by FDEP on July 8, 2009 and final
completion achieved July 14, 2009. Final pay request under review.
• Big Coppitt collection system summary of Change Orders under review.
• Shark Key collection system and transmission main Change Orders needed to close-out contracts.
• Geiger and Rockland Key collection system is 70% invoiced. Road restoration work underway.
• Staff overseeing FKAA road restoration for Geiger/Rockland Keys to insure compliance with County
procedures. Responsibilities include site inspection, attending construction progress meetings (as
available), responding to requests for information from contractors and FKAA and investigating
resident complaints and questions.
• County preparing Final Disbursement Request from the FDEP Grant.
• County preparing Disbursement Request #8 from Loan.
• Facilitated appeals and corrections to non -ad valorem tax roll.
Duck Key/Conch Key
• Reconciled assessment database pay-off report with deposits made to Clerk's office necessary for
GSG to certify the 2009 tax bill. Five property owners in the Big Coppitt Service Area paid the
adjusted prepayment.
• Duck Key collection system design is complete and permitted.
• 73% of 150 EDUs at Conch Key are connected to system.
• Working with FKAA and OMB to identify available funding to construct the collection system.
Cudioe Regional Wastewater Treatment Facility
• Coordinated statutory requirements necessary to seek approval to adopt the Initial Assessment
Resolution for collection of system development fees as non -ad valorem assessments.
• Drafted Interlocal Agreement Amendment 2 to divert infrastructure sales tax to Duck Key
collection system funding plan.
• Cudjoe Regional WWTP 60% design drawings under review.
• Cudjoe transmission main 30% design review complete.
• Cudjoe Regional (central) 30% design review complete.
• Cudjoe Regional (expanded) 30% design drawings under review.

West Long Key
Conceptual plan for collection system found reasonable by FKAA. Conference call held to
discuss Agreement for Service between Outdoor resorts and property owners.
Identified compliance status of on -site systems for affected properties located on West Long Key
with assistance from Monroe County Department of Health.
Community Development Block Grant (CDBG)
Worked with Monroe County Housing Authority consultant to develop anticipated overall score for
application. Overall score will not be competitive based on previous award recipients. Identifying
options.
Key Largo Wastewater Treatment District
• Key Largo Sewer— Monroe County site inspector overseeing construction on KLWTD projects to
ensure compliance with County road restoration requirements, including attending pre -
construction meetings with contractors, inspecting road repairs, meeting with contractors to
determine repairs and replacement of county road signs in project area.
Stock Island
• Approximately 82% of the 2,672 EDUs served by the initial gravity collection system and Phases 1-3
of the expanded vacuum system are connected. Code enforcement meetings are held monthly and
fines are being imposed if design, permitting, and connection deadlines are not met.
Stormwater
• Prepared Application 3 for reimbursement from 2009 grant.
• Worked with Facilities Development to develop FY2010 budget request.
