AGENDA ITEM WORDING:
Approval of a resolution to waive the existing requirements that each grant and contract amendment be
individually approved by the Board of County Commissioners when the award or cost does not exceed
$25,000.00.
ITEM BACKGROUND:
Currently each grant and contract amendment must be approved by the Board, which can cause delays
of up to six weeks and adds unnecessarily to the Board agenda.
PREVIOUS RELEVANT BOCC ACTION: On July 18, 2007, the Board of County Commissioners
-approved Resolution No. 267-2007 waiving the existing requirements that each grant application be
individually approved by the board prior to submission and again prior to acceptance of the award
when the award does not require a match by Monroe County. On November 14, 2007, and December
19, 2007, the Board approved the County Administrator to sign amendments to the CCE Contract KC
771, and the OOA Contract AA-829, respectively, when accepting amendments to increase funding, to
obligate 10% match up to a maximum of $25,000.

RESOLUTION NO. - 2008
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, FLORIDA, WAIVING THE EXISTING
REQUIREMENTS THAT EACH GRANT AND CONTRACT
AMENDMENT BE INDIVIDUALLY APPROVED BY THE BOARD
WHEN THE AWARD OR COST DOES NOT EXCEED $25,000.
WHEREAS, Monroe County has been impacted by recent legislature and the
subsequent need to significantly cut budgets; and
WHEREAS, it is our desire to continue to provide outstanding public service
responsive to the needs of our citizens, community, and environment despite the impact
of these budget cuts, and
WHEREAS, currently, the Board must approve all contract and grant
amendments prior to approval, which can cause a delay of up to six weeks, at times
delaying the grant cycle, as well as adding unnecessarily to the Board agenda, and
WHEREAS, it is unnecessary to delay acceptance of amendments in contracts or
grants awarded to the County that do not require costs or awards over $25,000, again
adding unnecessarily to the Board agenda; and
WHEREAS, our heightened focus on pursuing a wider variety of contract and
grant opportunities requires improved coordination between Divisions and will result in a
significantly increased number of contracts and grant applications; now therefore,
BE IT RESOLVED THAT THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, HEREBY:
1. Directs Division staff to coordinate contract and grant amendments with the
Project Manager to the County Administrator or his designee
2. Waives the requirement that contracts and grant amendments be approved by
the Board before acceptance, and authorizes the County Administrator or his designee to
manage contracts and grant amendments and execution of related documents
3. Authorizes the County Administrator or his designee to accept contract and
grant amendments that have no cost or match above $25,000, and to execute related
documents

County, Florida, at a meeting of said Board held on the 16'h day of July, 2008
