Wastewater Proiects - Status Report Update - July 16,2008 (Item 1-1)
South Lower Keys Re2ional WW (Bi2 Coppitt)
. Project is nearing 40% completion for transmission, collection and treatment.
. Construction offorcemain is complete. Pay requests have been approved for 92% of work.
. Collection System Construction: Shark Key is 95% complete, pay requests have been approved for
58%; Big Coppitt is 60% complete, pay requests have been approved for 47% of work; final
completion is 1/15/09.
. Rockland and Geiger Key Collection System Construction: pre-construction meeting with Giannetti
Construction held on July 9, 2008. Notice to Proceed date is August 4, 2008; anticipated construction
completion is October 2009.
. Treatment Plant construction at Rockland Key is 45% complete. Final completion is February 2009.
. FKAA indicated that they are making progress toward agreement to purchase Key Haven system.
(5/09/08 meeting). Rockland WWTP capacity includes Key Haven.
. $3.8 million of construction pay applications reviewed and approved.
Middle/North Lower Keys (Cudioe/Summerland et al)
. Pre-application meeting held on July 7, 2008 with Department of Environmental Protection, FKAA
and County to discuss permitting requirements for Cudjoe/Summerland treatment plant and collection
system.
. Upper Sugarloaf/Cudjoe/Summerland Collection System Preliminary Design recommended
construction of collection system to serve those areas that can be served using gravity sewer for $50K
or less per EDU and some "cold spots" using alternative collection systems. The preliminary
engineering estimate exceeds the previous FKAA estimate. Monroe County has requested that FKAA
provide cost comparison for four alternative collection technologies: Septic Tank Effluent Pumping
(STEP) system, Septic Tank Effluent Gravity (STEG) system, Vacuum system and Low Pressure
Pumping system to compare with gravity system.
. Design of Cudj oe Wastewater Treatment Plant (WWTP) is 25% complete; pending approval of the
ILA amendment to combine service areas, re-design will be required to provide capacity for expanded
servIce area.
. Additional funding needed to begin design of Lower Sugarloaf/Ramrod/Torch/Big Pine forcemain and
collection systems.
. County has completed initial requirements to collect the Middle Lower Keys system development fees
using the Uniform Tax Method on the 2008 tax bill; the North Lower Keys can also be collected using
the Separate Bill Method in 2008 or the Uniform Method in 2009.
Duck Key/Conch Key
. Duck Key collection system design is complete.
. FKAA proceeding with design of Duck Key treatment plant upgrade.
. 73% of 150 EDUs at Conch Key are connected to system.
. Additional funding needed to begin construction of Duck Key collection and transmission systems.
. Preparing Facilities Plan to apply for SRF loan.
Stock Island
. Key West Resort Utilities (KWRU) has completed construction of the upgrades - designed for
2010 A WT compliance.
. Approximately 82% of the 2,672 EDUs served by the initial gravity collection system and Phases 1-3
of the expanded vacuum system are connected. Code enforcement meetings are held monthly and
fines are being imposed if design, permitting, and connection deadlines are not met.
. Engineering is developing a compliance tool to identify properties that still require connection.
