incurred in accomplishing the project consisting of the foll~ing:

The maximum obligation of the United States payable under this Offer shall be $3,869,416 for airport
development

Aviation Act of 1958, as amended, codified at Tille 49 of the United Slales COOe. Acoepiance and execution of
this offer shall comprise a Grant Agreement, as 'provided by Tide 49 f the United tes Code, constituting the
contractual obligations and ~ghts of the United States and the

SPECIAL CONDITION
The sponsor agrees to construct and complete a useful and usable facility by September 30, 2010,
