AGENDA ITEM WORDING:
Approval of a resolution to reduce the number of newspapers used to print notices to one (1)
newspaper.
ITEM BACKGROUND:
In 2007, the Board discussed reducing or eliminating the number of days bid notices are advertised and
the numbers of newspapers they are advertised in to reduce advertising costs. Due to our unique
logistics, the Board agreed to reduce the number of days from two (2) days to one (1) day but to remain
advertised in all three area newspapers. With increasing technology making public notice available
electronically, and due to ever increasing budgetary constraints, this resolution reduces the number of
local newspapers legal notices are published in. to one (1) newspaper, requires all legal notices be
published on the Monroe County website and applies to all County legal notices, with the exception of
those otherwise specifically regulated, i.e. Florida Statute, Monroe County Code, etc.

7/18/07 BOCC approved reducing the number of days bid notices are advertised in all three area
newspapers (Key West Citizen, Keynoter and Reporter) from two (2) days to one (1) day

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY,
FLORIDA, TO REDUCE THE NUMBER OF
NEWSPAPERS USED TO PRINT NOTICES TO
ONE NEWSPAPER
WHEREAS, the Board of County Commissioners is required by Florida Statutes to
publish public notices and legal advertisements in a newspaper of general paid
circulation; and
WHEREAS, the Board of County Commissioners can save funds by publishing public
notices and legal advertisements in one newspaper meeting statutory requirements; and
WHEREAS, public notices or legal advertisements must be placed in a newspaper that
meets the applicable statutory requirements and provides notice to affected persons; and
WHEREAS, public notices and legal advertisements are also posted on the Monroe
County website for purposes of providing notice;
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Monroe County:
Section 1. Whenever the Board of County Commissioners is required by state
statute to publish public notices or legal advertisements, such notice or advertisement
shall be printed in one newspaper meeting the statutory requirements of general paid
circulation in Monroe County.
Section 2. All public notices or legal advertisements shall also be posted on
the Monroe County website; www.monroecounty-fl.gov, as additional notice to interested
affected persons; however failure to do so shall not invalidate any proceedings.
Section 4. Except for notices for land use matters, all public notices or legal
advertisements regarding road abandonment and any other matters that require location -
specific public hearings or notices as required by statute or Monroe County Code shall be
published in a newspaper that meets the statutory requirements and has the lowest
cumulative price, including publication and proof of publication charges in the location
affected by the proposed action.
Section 5. Notices for ordinances and other matters, including final budget
hearings and land use matters, shall be published in a newspaper that is published at least
5 days a week whenever possible as specifically required by statute.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a meeting of said Board held on the day of 12008.
