Approval of a resolution requesting the Florida Department of Transportation (FDOT) revise the f ive-
}ear work program as it pertains to milling and resurfacing of US Highway I from ;Mile Marker 93 to
106 reducing the proposed north bound shoulder total %idth to no more than four (4) feet or matching
that of the south hound proposal.
ITEM BACKGROUND: _'1t the December 19, 2007 BOCC meeting. the Board approved the
proposed Florida Department of Transportation five year Nvork program with the exceplion of three
projjects requiring that FDOT staff identify the full scope of NNork for these projects. On March 12.
2008 at a community meeting held at the Key Largo Library. the FDOT provided additional detail for
these three projects located from Mile Marker 93 to 106. During this meeting FDOT further explained
a north bound shoulder «vidcning by six (6) additional feet for a total of ten (10) feet. As of this time.
the Board has not been presented «ith substantial data and analysis to support the capacity and
clearance time benefit of the proposed extended shoulder. Additionally. the vision for the communities
of Key Cargo andTavernier do not support the expanded shoulders for the northbound lanes.

RE: 130CC Agenda Item K.6 Commissioner Murphy's Resolution requesting FDOT Amendment to
Five Year Work Program in Key Largo MM 93 to MM 106.
Dear Commissioners
The Island of Key Largo Federation of Homeowner Association's approved a motion unanimously at a
regular membership meeting in March 2008 to issue a Policy Statement "That the Key Largo
Communikeys Master Plan (KL LCP) and Us 1 Corridor Enhancement Plan (CEP) should be the
primary source for information and implementation of any FDOT project in Key Largo".
We commend Commissioner Sylvia Murphy for bringing forth this safe, sensible and economical
Resolution requesting reduction of the proposed North Bound 10 foot shoulder in Key Largo to no more
than four feet as is planned for the South Bound Shoulder of US 1.
We ask and expect all members of the Commission to vote yes for Commissioner Murphy's Resolution.
