Di Gennaro, District 4 Staff Contact Person: Tamara Lundstrom (305 289-6000) AGENDA ITEM WORDING: Approval to provide central sanitary wastewater service to the property owners of No Name Key through inclusion of the area in the Lower Keys Regional Service Area wastewater treatment and collection system. ITEM BACKGROUND: Pursuant to Board direction from April 16, 2008, staff has investigated and considered the request from No Name Key (NNK) residents for central wastewater sewer services. Early cost estimates from our partner, Florida Keys Aqueduct Authority (FKAA) indicate the total cost of providing standard central sewer service to NNK could be approx. $2.5 million. Additionally, hybrid central sewer system proposals have been brought forward to be evaluated for overall feasibility on NNK and other outlying areas of the Keys that could possibly reduce installation costs by as much as a third. The direction of the BOCC should be to direct staff to include No Name Key within the central sanitary wastewater system plan for the Lower Keys Regional Service Area, which currently encompasses Lower Sugarloaf Key through Big Pine Key. PREVIOUS RELEVANT BOCC ACTION: June 2000 – BOCC approved the Monroe County Wastewater Management Plan April 16, 2008 – BOCC approved expansion of the Summerland/Cudjoe/Sugarloaf Regional Wastewater System to cover design for Big Pine Key through Ramrod Key and Lower Sugarloaf Key. (mbakke100@hotmail.com) Dear COmmiS!iioner: I am writing to express my support for correcting the designation of No Name Key from a cold spot to a hot spot, and to urge you to vote to connect No Name Key to the planned central sewer system. I will not speculate on how No Name Key's hot spot designation was changed, despite tests of the Bahia Shores canal clearly showing it was a hot spot. Nor willi speculate on how my neighborhood was "inadvertently" covered by a Coastal Barrier Reef overlay, despite the fact that the settled density far exceeds the specification. Be assured that the history of these "errors" will be brought to light at some point. When I purchased my home, I knew full well that there was no grid electricity on the island. If anyone had suggested to me, however, that I would one day be required to give up my flush toilet, I would not have considered the purchase. In my country, a house without flush toilets has no market value. The only responsible solution for meeting the 2010 water quality requirements is a central sewer hookup. Proponents of alternative technology know that it has been tested (on Big Pine Key) and will not meet the 2010 requirements, and certainly will not meet the more stringent requirements to follow. I regret that business keeps me away from the meeting this week, but I will be closely monitoring the situation. I hope you make the appropriate choices. I am writing to express my gratitude for your assistance in reinstating No Name Key as a hot spot and in working to have us connected to the central sewer system. We, who live on No Name, have enormous appreciation for how special this island is, for its place in the local ecosystem, and for the uniqueness of the animals who call our home their own. We work very hard to protect those animals and that environment, because they were part of what drew us here. At the same time, No Name is also our home, and it needs to be as resident-friendly as it can be within the confines of its eco-friendly nature. The State has mandated a change in our wastewater disposal methods with an eye toward protecting our environment. After extensive research, we have concluded (as it appears you have also concluded) that hooking us up to the central sewer system is the only way to adequately comply with the State's mandate while still adequately protecting our unique No Name environment. The fact that we were omitted from the 2000 Wastewater Plan is confusing, but it was that omission that resulted in our designation as a cold spot. Since the EP A had already designated No Name (in 1999) as a hot spot, it must have been an oversight that left us out of the Wastewater Plan; but it can be easily corrected by you, as our current Commission. As Commissioners. it is your job to move forward with all due speed to see that the county is in compliance. specifically providing equal access usuing the best universal plan. The Keys have long sufl'ered from neglect, and inequitie~:. Alternative solutions cannot be permanent. nor equitably funded as the same system for all. Wbere did the idea of No Name Key being considered for any alternative system originate? Other islands require as much or more pipeline as our island. It is a mistaken assumption to speak of our pipeline as being excessive when contrasted with Big Pine. Summerland, Marathon. Duck Key. Shark Key. and others. Could the confusion offaetual data. and the clouding of the ethical issue be related to the matter of eleetricity needed to power the sewer system~' Nota Bene- AD Keys communities except No Name Key have eleetricity. Too. every state. allld national preserve and park has access to electricity. (E.G.. on the same water body are Everglades National Park-Flamingo. and Chokolnskee.) This is an ethical issue; not a budgetary one,. If eleetrical power is required for us to have access to an equitable sewer system. we citizens of No Name Key welcome it. We are no different from any other island community in Monroe County. It will be very hard to convince me that we don't qualify for any service afforded other county dtizens. It appears to me to be an inexorably simplex matter, with an equally simple solution.
