ITEM BACKGROUND:
Monroe County has entered into joint resolutions and interlocal agreements
to provide KLWTD with funding from federal, state and local sources, including $20,000,000 from
infrastructure sales tax revenue. Based on allocation of $29,560,000 in federal funding to KLWTD, the
$20,000,000 infrastructure sales tax revenue should be reallocated to Monroe County wastewater
projects.

Key Largo Wastewater Treatment District Funding Allocation
The Engineering Division is requesting a discussion of funding currently allocated to Key Largo
Wastewater Treatment District (KLWTD), and approval to reallocate funds from infrastructure
sales tax revenue previously allocated to KLWTD to unincorporated Monroe County.
The attached table summarizes wastewater costs and grant funding by wastewater entity. The
U.S Army Corps of Engineers (USACOE) authorized $100,000,000 funding for wastewater
project in the Keys. The current distribution of the USACOE funding provides $29,650,000 to
KLWTD. In order to more fairly distribute available funds, Monroe County is proposing to
reallocate the balance of the $20,000,000 of infrastructure sales tax revenue that was previously
allocated to KLWTD. It is estimated that the amount of funding still in Monroe County’s
possession is $14,000,000.
