ITEM BACKGROUND: There were five change orders considered and approved by the County Administrator for the period beginning February 1, 2008 and ending February 29, 2008, for a total net credit of $3,001.14, and there was one change order request submitted by a contractor and rejected by Engineering/Facilities Development totaling $18,586.09 (see attached). PREVIOUS RELEVANT BOCC ACTION: On September 9, 1998, Ordinance No. 026-1998 was adopted in order to provide that the County Administrator may approve separate, non -cumulative change orders for construction projects and professional service contracts in amounts not to exceed $25,000.00 or 5% of the original contract price, whichever is greater. The BOCC requested a monthly report of all change orders considered by the County Administrator. ITEM BACKGROUND: There were five change orders considered and approved by the County Administrator for a total net credit of $3,001.14 They are as follows: 1. Card Sound Rehabilitation Project - Change Order No. 2 for a net cost of $606 52 is adding to the scope of work including thrie beam guardrail, latex modified concrete, and scuppers at Saunders Creek. This change order is also deleting certain pay items such as the removal and disposal of hazardous material, concrete class Y, expansion joint seals, and rip rap sand cement. An additional 40 days to substantial completion is included due to the actual deterioration of the concrete pier struts that were not detected during regular inspections. 2. Murray F_ Nelson Government & Cultural Center - Change Order No. 7 for a no cost time extension to substantial completion of 90 days due to the time between the issuance of the foundation slab and wall permit, and the issuance of the full building permit 3. Murray E Nelson Government & Cultural Center -Change Order No. 5 for a credit of $46, 402. 04 is the amount paid by the County to HDS White Cap through the Direct Materials Purchase program to save on the Florida Sales Ta, Total tax saving for this change order is $3, 480.15. 4. Medical Fvaminer's Facility - Change Order No. 6 for a cost of $38, 340. 75 is to add culverts to the access road as required by the Florida Department of Environmental Protection and the U.S. Corps of Engineers as a condition of their permit. 5. Murray F_ Nelson Government & Cultural Center - Change Order No. 8 for a cost of $4, 453. 63 is for the purchase and installation of a fire hydrant on US I as required by the Fire Marshal. Background: The U.S. Army Corps of Engineers (USACOE) and South Florida Water Management District (SFWMD) permits impose a number of mitigation requirements on the Medical Examiner Building project. Most of the mitigation requirements have been deferred until site construction on the main building is nearly complete. The culverts crossing the road, however, should be installed now, before the building is complete, to ensure that the necessary access road disruption does not affect normal Medical Examiner office operations. This portion of the scope has been extracted from the complete mitigation for early approval to ensure that any questions about the required waiver of purchasing policy will not create an undue disruption when the mitigation work is actually undertaken. Implicit in the approval of this change order request is a waiver of the purchasing policy for this portion of the work. Failure to approve it will necessitate a public bid process which will result in the work causing either a significant disruption in office access during the construction or an increase in cost due to the requirement to maintain continuous access.
