AGENDA ITEM WORDING:
Approval of Waiver of Bid Procedures for subcontracted emergency repair work performed at the
Marathon Airport terminal.
ITEM BACKGROUND:
At the March 15, 2006 BOCC meeting, the Board approved the waiving of formal bidding procedures
and awarded the Florida Keys Marathon Airport Terminal hurricane repair work to the Morganti
Group. The work was awarded on an emergency basis due to the extensive damage sustained as a result
of Hurricane Wilma and the health and safety hazards created by the hurricane flooding. The award was
appended to the Morganti contract which contains provisions that require that all subcontract work over
$200,000 be formally bid. Much of the Marathon terminal work had to be informally bid in order to be
completed in a timely manner and ameliorate the health and safety concerns. An additional time concern -
was the fact that commercial service was scheduled to begin on October 17, 2006. The intent of the
original agenda item was to waive the bidding procedures for all of the emergency hurricane repair work
performed, including the work performed by Morganti subcontractors.
PREVIOUS RELEVANT BOCC ACTION:
Approved the award of the C.M. at Risk contract to the Morganti Group.
Approved four amendments to the original contract including the amendment awarding the hurricane
repair work to the Morganti Group.
