AGENDA ITEM WORDING: Approval of a resolution establishing the option to advertise position

statutory requirements.
ITEM BACKGROUND: Position vacancies are currently advertised in the publication where the
position vacancy exists (Key West Citizen — lower keys, Keynoter — middle keys, Reporter — upper
keys). This resolution provides that a vacancy, no matter where it exists (lower, middle or upper keys)
will be advertised in the newspaper which offers the most economical pricing.

This item requests approval of a resolution which provides the option to advertise any position vacancy in
only one of the three newspaper publications (Keynoter, Reporter or Key West Citizen) which offers the
most economical pricing and is a newspaper of general circulation published at least on a weekly basis that
has the same distribution throughout Monroe County.
Currently, the practice is to advertise vacant positions in the publication where the position exists (Key West
Citizen — lower keys positions; Keynoter — middle keys positions; Reporter — upper keys positions). The
County could realize a substantial savings of approximately $2,000 yr. by publishing vacant positions in only
one of the three currently used publications which provides the most economical price.
It is my recommendation that the BOCC approve this resolution. If you have any questions on this item,

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA,
ESTABLISHING THE OPTION TO ADVERTISE ANY
POSITION VACANCY IN ONE NEWSPAPER PUBLICATION
OF GENERAL CIRCULATION PUBLISHED AT LEAST ON A
WEEKLY BASIS WHICH OFFERS THE MOST ECONOMICAL
PRICING AND ALSO MEETS STATUTORY
REQUIREMENTS.
WHEREAS, Monroe County seeks to encourage the efficient use of
taxes paid by citizens of Monroe County; and
WHEREAS, Monroe County positions are advertised to the general
public in the event that the position is not filled In -House; and
WHEREAS, advertisements for vacant positions are currently
advertised in the publication where the position exists (Key West Citizen -lower
keys, Keynoter -middle keys, and Reporter -upper keys).
WHEREAS, advertisements for position vacancies represents a
significant cost to the County; and
WHEREAS, the practice of advertising position vacancies in the
publication where the position exists prevents the County from advertising in
another newspaper of general publication that has the same distribution
throughout the county; and
WHEREAS, each of these reputable newspapers satisfy the statutory
requirements for advertising position vacancies; and
WHEREAS, Monroe County could realize a substantial savings by
publishing position vacancies in the newspaper that provides the most
economical price; and
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA
That the County may advertise any position vacancy in one newspaper of
general circulation published at least on a weekly basis which offers the most
economical pricing and which also meets statutory requirements as long as
the vacancy is also posted on the County's website.
