ITEM BACKGROUND: At the December 19, 2007 BOCC meeting, the Board approved the proposed Florida Department of Transportation five year work program with the exception of three projects requidng that FDOT staff identify the full scope of work for these projects. On March 12, 2008 at a community meeting held at the Key Largo Library, the FDOT provided additional detail for these three projects located from Mile Marker 93 to 106. During this meeting FDOT further explained a north bound shoulder widening by six (6) additional feet for a total of the (10) feet. As of this time, the Board has not been presented with substantial data and analysis to support the capacity and clearance time benefit of the proposed extended shoulder. Additionally, the vision for the communities of Key Largo and Tavernier do not support the expanded shoulders for the northbound lanes. WHEREAS, at a regularly scheduled meeting on December 19, 2007 the Board of County Commissioners (BOCC) approved the proposed Florida Department of Transportation (FDOT) 5 year work program with tlw;exception of three projects (FDOT project numbers 419848-1-52-01, 419859-1- 52-01 and 419846-1-52~01) requiring that FDOT staff identify the full scope of work for these three projects and allowing the BOCC to consider future action concerning these proposed projects; and WHEREAS, on March 12, 2008 FDOT provided additional project detail at a community meeting held at the Key Largo Library describing the proposed milling and resurfacing of US 1 from Mile Marker 93-97 (FDOT project number 419848-1-52-01), Mile Marker 99.7-103.1 (FDOT project number 419859-1-52-01) and Mile Marker 103.2-106.6 (FDOT project number 419846-1-52-01) including a northbound shoulder widening by six (6) additional feet to a total of 10 feet to comply with specific recommendations of the 2001 Florida Keys Hunicane Evacuation Study; and WHEREAS, the 2001 Florida Keys Hunicane Evacuation Study included the permanent improvement alten~ative intended to provide increased capacity and clearance time, detailing eight (8) permanent improvements to US 1 which would increase traffic capacity in the outbound lanes during an evacuation, one of which is the development and construction of one additional northbound lane from Mile Marker 90 through 106.3 as an inside center lane striped out on sections with no media break and functioning as a left turn lane where a media break occurs; and "..>$ WHEREAS, Monroe County has been presented with no substantial data and analysis to SUPPOlt the capacity and clearance time benefit of an extended shoulder as proposed, nor data and analysis documenting the conelation of the additional center turning lane originally proposed in the 2001 Florida Keys Hurricane Evacuation Study to the capacity and clearance time benefit of the proposed extended shoulder; and WHEREAS, the BOCC has examined the three projects excepted from the previous approval of the proposed FDOT five year work program, and in accordance with the vision of the communities of Key Largo and Tavernier, cannot support the inclusion of expanded shoulders for the northbound lanes in the proposed milling and resurfacing as detailed in these three projects listed above; and WHEREAS, the need for an additional lane or shoulder is based on the incon-ect assumption that during an evacuation, traffic lights would periodically stop traffic rather than operate in the flashing yellow mode; NOW THEREFORE, BE IT RESOL VED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA: Section 1: The BOCC requests that the Florida Department of Transportation revise the five year work program as it pertains to milling and resurfacing of US Highway 1 from Mile Marker 93 to 106 reducing 111e proposed north bound shoulder total width to no more than four (4) feet or matching 111at of the southbound proposal as detailed in FDOT project numbers 419848-1-52-01 (Mile Marker 93- 97),419859-1-52-01 (Mile Marker 99.7-103.1) and 419846-1-52-01 (Mile Marker 103.2-106.6). Section 2: The BOCC requests that the Florida Department of Transportation render to the Mayor of Monroe County any and all data and analysis which supports the equal or greater roadway capacity increase of a northbound extended shoulder of 10 feet from Mile Marker 93 through 106.6 as compared to the previously prescribed additionallalle in the center of US 1 as detailed in the 2001 Florida Keys Hurricane Evacuation Study. Section 3: The BOCC requests that the Florida Department of Transportation provide the Monroe County Board of Collqty Commissioners with a detailed report of work to date, proposed work and a planned completion model to implement the prescribed improvements within the 2001 Florida Keys Hurricane Evacuation Study Permanent Improvement Alternative as found in chapter 5.5 of the study. I agree with the Monroe County Comprehensive Plan Policy 301.4.1 that prohibits any capacity greater than the four lanes we have today; I agree with the Monroe County Sheriff's Office and the Florida Highway Patrol that there has never been a need for more than four lanes for an evacuation; I agree with Representative Ron Saunders and the Key Largo Chamber of Commerce that the limitation to our evacuation is Miami-Dade County's traffic and not the number of lanes in Key Largo; I agree with the Key Largo Chamber of Commerce August 13 Official Position, that "We do not believe this shoulder improves hurricane evacuation time"; I agree with the Florida Department of Highway Safety that passing on the right is the greatest contributor to traffic fatali1ies; I agree with FDOrs "Fact Sheet" statement that a wide shoulder is "very dangerous" and I continue to be concerned about FDOT's failure to demonstrate their claim that the road would be safer with a wide shoulder; I agree with the broad coalition of Key Largo citizens who helped create the "Corridor Enhancement Plan" that would reduce dust, enhance roadside beauty, improve safety and attract business, and with the Monroe County Planning Commission, the Monroe County Board of County Commissioners and the Florida Department of Community Affairs who approved the Corridor Enhancement Plan and the Livable CornmuniKeys Plan; and I agree with the overwhelming and nearly unanimous opposition to the wide shoulder that was expressed by the dozens of my fellow citizens at all public meetings where both sides of this iSSUEl were heard. I urge the C~unty Commission to pass the Resolution asking FDOT to resurface US-1 through Key Largo without the wide shoulder, and I ask that this statement be made a permanent part of the official record. RE: Dear Commissioners: The Island of Key Largo Federation of Homeowner Association's approved a motion unanimously at a regular membership meeting in March 2008 to issue a Policy Statement "Tbat tbe Key Largo Communikeys Master Plan (KL LCP) and Us 1 Corridor Enhancement Plan (CEP) sbonld be the primary source for information and implementation of any FOOT project in Key Largo". We commend Commissioner Sylvia Murphy for bringing forth this safe, sensible and economical Resolution requesting reduction of the proposed North Bound 10 foot shoulder in Key Largo to no more than four leet as is planned for the South Bound Shoulder of US I. These pictures were downloaded from the Intelligent Traffic Systems website on Sunday Aug. 17,2008. They clearly depict what has been said by many of the opponents to the shoulder widening that Key Largo is not the bottleneck in a hurricane evacuation, the area north and south are the weak links. Even if you add another thousand cars an hour into this pattern Key Largo will still not be the bottleneck. Another thing which needs to be addressed is the ITS system. Its potential to benefit the citizens is enormous however on Sunday while traffic on the stretch began to backup there was no message to that effect, this would have alerted some motorists to use the Card Sound Road.considering that one of the stated reasons that the ITS system exists is to alleviate unneccessary delays and this is the one place in the keys where motorists have a choice of roads. With only two lanes in Florida city the traffic is coming back into a traffic jam in Florida city. This however is something that needs to be discussed another day, hopefully before the next hurricane. Please look at these pictures and know that Key Largo is not the bottleneck in hurricane evacuation.
