ITEM BACKGROUND: In addition to the 5,000 sq feet currently occupied, Customs wishes to rent additional office space
of approximately 400 sq. ft., in the Adam Arnold Annex. Customs will provide janitorial services and perform routine
maintenance for the additional rental space.

MEMORANDUM FOR: EXECUTIVE DIRECTOR, MISSION SUPPORT
FIELD OPERATIONS

SUBJECT: Request for Additional Space at the Key West General Aviation Center,
Key West International Airport
The U.S. Customs and Border Protection (CBP) Port of Key West is requesting 400 square feet of
office space in the General Aviation Facility (GAF), Adam Arnold Annex, at the Key West
International Airport. CBP currently occupies approximately 5,000 square feet of Federal
Inspection Service (FIS) at this facility, rent free. Mr. Peter Horton, Airport Director, Key West
International Airport, is offering this space to CBP but at a rental rate of $30 per square foot, plus
operating expenses, for an annual rental rate of approximately $14,000, fully serviced.
With the ever -changing conditions and leadership in Cuba, CBP Port of Key West anticipates the
need for additional space at the GAF to accommodate the CBP Mission at the Key West
International Airport. CBP currently works out of two locations, one at the Federal Court House
downtown, and the other at the Key West International Airport. The airport location has the only
Primary Inspection Station for processing passenger traffic. It is also the primary location for
processing Cuban Migrant Cases with access to Enforce and US VISIT.
In addition, private and commercial air traffic to and from Cuba could become a major issue if
tensions were to ease and travel restrictions were reduced. Commercial carriers are ready to start
service to and from Cuba on short notice. Private air traffic alone would significantly increase the
workload requiring a full time CBP presence at the Key West International Airport.
The requested space is immediately adjacent to our FIS in the GAF and will give CBP an
increased contiguous area for processing passengers and cargo. The GAF building offers CBP a
tremendous vantage point from which to carry out our mission, since the Key West International
Airport is a prime location for a CBP Command Center when the need arises, with its proximity to
the Monroe County Sheriff's Office and the U.S. Transportation Security Administration.
The Key West GAF is 12 feet above ground level, minimizing flooding concerns. Designated
parking for government vehicles will be available on the second level of the new airport garage
across the street. The airport location is more accessible than the Federal Building during special
events on the island.

CBP has just released 811 rentable square feet in the Key West Federal Building at an annual rent
savings of $16,116. CBP also plans to release another block of 883 square feet in the Federal
Building at an additional $20,136, for a total of $36,252 in rent savings. CBP will continue to
retain 1,433 rentable square feet on the first floor of the Federal Building for processing the public.
