Courtney Campbell Causeway Tampa, FL 33607 RE: Key West International Airport Noise Insulation Program (NIP) Phase 6 Bid Recommendation Dear Deborah: On Wednesday, May 21, 2008, two (2) bids were received at the Monroe County Purchasing Office for the NIP Phase 6 project. The bids received were from: Koch Corporation - $3,667,290.00 H.I.P.P.Industries - $4,184,975.75 On Thursday, May 22, 2008, THC along with our consultants; The Sun Group and Miller Dunwiddie Architecture received copies and preformed a thorough review of both bids. Through this review, we have found that Koch Corporation has met all requirements set forth in the bidding documents. Furthermore, we researched the DBE Contractor indicated in Koch Corporations bid and received written confirmation from Starla Ardoin with Montgomery Consulting Group confirming that the DBE contractor listed in their bid is a state certified approved DBE. We also received a copy of this certification. We did find one minor bid irregularity within the bid received by Koch Corporation. Their bid acknowledged that they have received Addendum #1; however they failed to insert the replacement page 00454-5 that was issued in Addendum #1 into their bid forms. We find this to be a minor irregularity and recommend Monroe County waive this. Through this review process, THC recommends that the contract for Key West Noise Insulation Program (NIP) — Phase 6 be awarded to lowest responsible / responsive bidder, Koch Corporation for $3,667,290.00, as they have met all the requirements for bidding as outlined in the construction documents. The DBE participation information will be required prior to committing the Sponsor to award the contract to the apparent successful competitor. A Bidder may not meet the requirements of the bid specification by stating that it will accomplish all work of the contract using its own employees. It, first, must demonstrate to the Sponsor's satisfaction, that it made good faith efforts to meet the goal, and despite those efforts, was unable to subcontract any of the work to DBEs.
