UAMYFILESTROJECTSWISC INFOTURCHASE SERVICE ORDER.DOC SCOPE OF SERVICES 2008 PRELIMINARY AVIATION NOISE EVALUATION Florida Keys Marathon Airport The Proposed Project will extend Runway 07-25 from its current length of 5,008 feet to 5,708 feet through the utilization of the existing 400-foot paved overrun areas located beyond each end of the runway. In order to determine the effects of the proposed runway extension at the Florida Keys Marathon Airport (MTH), a preliminary noise analysis will be conducted. This noise analysis will determine if the proposed project will require an Environmental Assessment, or if the action will meet the requirements to be approved as a Categorical Exclusion, as noted in Federal Aviation Administration Order 1050.1 E, Policies and Procedures for Considering Environmental Impacts. The consultant will perform tasks necessary to develop preliminary DNL noise exposure contours for the most recent 12-months (or calendar year) and for two future years that are to be determined, with and without the proposed runway extension. The consultant will compare the No -Action DNL noise exposure contours to the Proposed Project DNL noise exposure contours to determine if there will be a potential for significant adverse noise impacts resulting from the Proposed Project. Task 1 Collect Aircraft and Airport Operations Data Aircraft and airport operations data will be collected for the most recent 12- months, or calendar year, to develop an existing condition DNL noise exposure contour map. Initial estimates of existing aircraft activity levels will be obtained from the Federal Aviation Administration's (FAA) Terminal Area Forecast (TAF) and FAA Form 5010 data, and validated by Marathon airport personnel. In addition, fleet mix data will be further validated using data obtained from the Flight Explorer@ flight data recording system. Additional data concerning the operating environment at the Airport will be obtained from the ongoing Master Plan Update and through consultation with Airport staff. Existing and future airport layout information, consisting of runway endpoints and runway declared distances, will be obtained from the draft Airport Layout Plan. Aircraft operational data to be collected and analyzed will include the following: • Fleet mix • Number and type of operations • Flight tracks usage • Day/night usage • Current noise abatement procedures • Ground run-up and maintenance activities 0 Runway end utilization 2008 Preliminary Noise Evaluation Page 2 of 4 Task 2 Forecast of Future Aircraft and Airport Operations Data This scope does not include development of an independent forecast by the consultant. In addition, the Preliminary Noise Evaluation for MTH will assume that the Proposed Project would not induce activity, materially alter the fleet mix, or increase operations when compared to the No -Action Alternative. Future operational levels for the to -be -determined (TBD) two future years will be obtained from the State of Florida Department of Transportation's Florida Aviation System Plan forecast of operations for MTH. If this preliminary noise evaluation determines the necessity of preparing an Environmental Assessment, a complete independent forecast will need to be performed, with the additional possibility of having to change the future forecast years. Task 3 Develop GIS Database The Geographic Information System (GIS) will be developed to delineate current land use, population, housing, airport related easements, and airport facilities/property. Field review will be accomplished, if needed, in order to verify current land uses within the DNL noise exposure contours and in the vicinity of the airport. The GIS will be used to quantify the potential impacts by comparing the No -Action Alternative impacts for the TBD future year to the Proposed Project impacts for the TBD future year, for each TBD future year. Comparison of contours will be based on the cumulative area, expressed in acres, within each of the contour intervals modeled. Task 4 Generate DNL Noise Exposure Contours Task 4.1 Develop Baseline DNL Noise Exposure Contours Airport and aircraft operations data for the most recent 12-month period (or most recent calendar year), prepared in Task 1 to represent the existing conditions, will be complied and analyzed to determine the operational characteristics for the average annual day. This information will be formatted for input into the FAA's Integrated Noise Model (INM), Version 7. INM standard database aircraft departure and approach profiles will be used to model existing aircraft operations at MTH. Noise exposure contours will be generated using the DNL metric at DNL 65, 70, and 75 dB levels. Task 4.2 Develop Future Condition DNL Noise Exposure Contours Airport and aircraft operations data, prepared in Task 2 to represent the two future years, will be compiled and analyzed to determine the operational characteristics for the average annual day. This information will be formatted for input into the FAA's Integrated Noise Model (INM), Version 7. INM standard 2008 Preliminary Noise Evaluation Page 3 of 4 database aircraft departure and approach profiles will be used to model future condition aircraft operations at MTH. Noise exposure contours will be generated at DNL 65, 70, and 75 dB. For each future year, a No -Action condition and the Proposed Project will be modeled. Task 4.3 Evaluate and Compare Impacts of DNL Noise Exposure Contours The DNL 65, 70, and 75 dB noise exposure contours, which were developed in Tasks 4.1 and 4.2, will be superimposed over the GIS land use base map in order to more accurately quantify noise exposure in terms of population, households, and land use. Comparisons of the noise exposure estimates for existing condition, future No -Action, and the Proposed Project will be provided in tabular format. Graphics will also be provided to compare the No -Action and Proposed project noise contours, superimposed over the base mapping and land use. In addition, DNL noise exposure difference contours will be developed to determine if any noise -sensitive areas located within the DNL 65 dB and greater noise contour experience an increase in DNL noise exposure of 1.5 dB or greater. This increase has been determined, by the FAA, to represent a significant impact requiring additional analysis and/or mitigation. Task 5 Document Preparation The Preliminary Aviation Noise Evaluation document will be prepared to describe the existing and future condition aircraft operations, and the operational conditions used to complete the noise modeling. Graphics will be provided for the existing condition DNL noise exposure contours, and to compare the No - Action and Proposed Project noise exposure contours, superimposed over the base mapping and land use. Comparisons of the noise exposure estimates for the existing conditions, future No -Action and Proposed Project will be provided in tabular format. This document will include a recommendation as to whether a Categorical Exclusion is an appropriate course of action or if an Environmental Assessment should be prepared. Task 5.1 Airport Review Document (Version 1) Version 1 of the Preliminary Aviation Noise Evaluation document will be prepared and submitted to the airport staff for review and comment. Five (5) copies will be prepared - two (2) for the airport staff and three (3) for the consultant. Exhibits within the document will be provided in color as appropriate. 2008 Preliminary Noise Evaluation Page 4 of 4 Task 5.2 Final Document (Version 2) Version 2 of the Preliminary Aviation Noise Evaluation document will incorporate the airport staffs comments and will be the final document prepared and submitted to the airport staff for their use and distribution to the FAA. Fifteen copies will be prepared (five (5) each for the airport staff, the FAA, and the consultant). Exhibits within the document will be provided in color as appropriate. The consultant will conduct a conference call with County and FAA personnel to discuss the findings and recommendations of this preliminary noise evaluation. Task 6 Project Management This task involves the coordination and management of the non -technical aspects of the project.
