NOTICE OF REQUEST FOR PROPOSALS
Request for Professional Services for the Development of a Geospatial land
Cover Dataset for the Florida Keys
The Board of County Commissioners of Monroe County, Florida, hereby requests,
sealed proposals from contractors and individuals experienced in the development of
geospatialland cover datasets.
Interested firms or individuals are requested to indicate their interest by
submitting a total of nine (9), two (2) signed originals and seven (7) complete
copies of their proposal in a sealed package marked on the outside, "Proposal -
Development of a Geospatial Land Cover Dataset", addressed to Monroe County
Purchasing Department, 1100 Simonton Street, Room 1-213, Key West, Fl 33040,
on or before 3:00 P.M. local time on No proposals will be
accepted after 3:00 P.M. Faxed or e-mailed Proposals will be automatically
rejected. Proposers should be aware that certain "express mail" services will not
guarantee specific time delivery to Key West, Florida. It is the sole responsibility of each
Proposer to ensure their proposal is received in a timely fashion.

All submissions must remain valid for a period of ninety (90) days from the date of the
deadline for submission stated above. The Board will automatically reject the response
of any person or affiliate who appears on the convicted vendor list prepared by the
Department of General Services, State of Florida, under Sec. 287.133(3)(d), Florida
Statute (1997). Monroe County declares that all or portions of the documents and work
papers and other forms of deliverables pursuant to this request shall be subject to reuse
by the County.

SECTION ONE: INSTRUCTION TO RESPONDENTS
1.01 DESCRIPTION: DEVELOPMENT OF A GIS LAND COVER DA T ASET FOR THE
FLORIDA KEYS
OBJECTIVE OF THE REQUEST FOR PROPOSALS
The Growth Management Division of Monroe County, Florida invites firms to submit proposals
for the development of a GIS based land cover dataset for the Florida Keys. Geospatial land
cover data is used by the Monroe County Growth Management Division as a planning tool to
conduct spatial analysis for policy and land use decisionmaking. The most current GIS land
cover dataset was developed based on 1991 aerial photography and has not been updated.
Monroe County requires a revised land cover dataset developed with current high resolution
orthophotography acquired during 2006 to produce an updated land cover GIS dataset for
effective policy decision making and comprehensive planning.
PROJECT HISTORY
Advance Identification of Wetlands (ADID) Project
Advanced Identification (ADID) is a planning process that allows the US Environmental
Protection Agency (EPA), in cooperation with the US Corps of Engineers (COE) and the state, to
collect information on the natural values of wetlands. The Florida Department of Environmental
Protection's Florida Marine Research Institute (FMRI) participated in the ADID process by
developing a GIS based land cover map of the Florida Keys. The ADID land cover dataset was
developed by using photo interpretation techniques based on 1: 13,200 color infrared (acquired in
December of 1991) and 1:48,000 natural color aerial photography. See Appendix A for FMRI's
full report on land cover mapping of the Florida Keys. As previously mentioned, the ADID land
cover dataset has not been updated making it difficult to conduct accurate spatial analysis for
land use decision-making. The ADID land cover dataset is a vector feature class stored in an
ArcSDE 9.2 environment. The ADID land cover classification types and acreage values are
shown below in table 1.

2. 2006 Digital Orthophotography
The 2006 aerial survey project was performed as an FDOT District VI/Monroe County joint
mapping program. The goal of the joint mapping program was to complete image (raster) maps
of the Florida Keys area of Monroe County. The survey was designed to produce image (raster)
maps from true color and color infrared imagery for the project area. These images were
orthorectified to a digital terrain model (DTM) and sampled to a 0.5-foot pixel resolution. The
imagery was captured between the dates of February 5, 2006 and March 8, 2006 and delivered
to Monroe County as standard TIFF (.tif with an associated world file (.tfw) for display in the
County's ArcGIS environment.
2.1 Scale
Imagery was flown at 4,800' above terrain elevation -the recommended altitude for an aerial
photogrammetric survey for 0.5-fmt pixel resolution and 1"=1 00' scale mapping.
2.2 Map Accuracy
Horizontal Feature Accuracy: National Map Accuracy Standards for 1 "= 1 00' scale mapping.
This means that 90 percent of the well-defined ground features represented on the orthophotos
are within 2.5 feet of their true coordinate position as determined by test surveys. No feature is
misplaced by more than 5 feet from its true wordinate position.
2.3 Datums
The horizontal datum for the DTM and image (raster) maps is the Florida State Plane Coordinate
System (East Zone), referenced to the North American Datum 198311999 (NAD83199)
expressed in U.S. survey feet. The vertical datum for the DEM is the North America Vertical
Datum of 1988 (NAVDSS), also expressed in U.S. survey feet.
2.4 Sensor
All data was collected using Leica ADS40 sensor, both FCIR and RGB bands were acquired
simultaneously. Maximum acquisition ground sampling distance was 0.66-foot with the final
deliverable pixels being produced at 0.5-foot. Band configuration is outlined below:

3. Terrestrial LiDAR Specifications
The Florida Division of Emergency Management (FDEM) recently procured terrestrial LiDAR
data as part of a statewide project. Monroe County LiDAR is scheduled to be delivered June
2008. Monroe County does not currently have the data on-site, however it expects to acquire
the LiDAR data by the time the land cover project commences. See Appendix B for Terrestrial

PROJECT LOCATION
Project Area
The Florida Keys consists of a chain of thirty-eight islands approximately 120 miles long,
connected by a series of forty-one bridges. in addition there are hundreds of "offshore islands"
located within County boundaries. Geologically, the Florida Keys consist of the fossilized
remains of an ancient coral reef system. The Upper Keys display an outcropping of the Key
Largo Limestone which was the "backbone" of the ancient reef and the Lower Keys are overlain
by oolitic limestone deposits. The Keys are characterized by low relief (mostly less than five feet
above sea level) and the area experiences a subtropical savanna-type climate of warm summers
and mild dry winters. Vegetative communities found in the Keys range from hardwood hammock
forests and pinelands, to freshwater wetlands, salt marsh, mangroves, and beaches.
The updated land cover dataset extent should match the same extent of the existing ADID
dataset and capure all land cover types within the study area (Figure 1 INSERT MAP).
SCOPE OF WORK
The project consists of classifying land cover using a similar classification scheme to the ADID
dataset demonstrated in Table 1 using the 2006 CIR orthophotography to determine land cover
types. When elevation is critical in differentiating land cover types LiDAR data should be utilized
in the delineation process. While the current 15 land cover types are suitable for most County
functions. Monroe County prefers more detailed land cover classification for the developed
category and hammock category. The developed category is a broad land cover type and
Monroe County would like recommendations to provide a distinction between impervious and
pervious development (Appendix C). For instance, distinctions could include
developed: landscaped, developed:building/roads or developed:high, medium, and low.

Once the classification scheme is refined and a minimum threshold has been determined by the
consultant/respondent the County will inspect the land cover classification in a pilot study area
to determine if the classification will be acceptable prior to completing additional work. A county
biologist will perform a visual inspection to verify the classifications and make refinements as
necessary associated with the pilot study area. The refinements will be applied to the entire
project area. Once the entire project area has been classified, a Monroe County biologist will
conduct a field survey to ground truth and verify classifications as part of the final QAlQC
methods. It is anticipated that this contract will be awarded based on a lump sum fee broken
down by phase. County requests that the fee for the County biologist for the pilot study and the
final ground truthing be included as a separate item in the event no County biologist is available.
Deliverables: Deliverables include one geodatabase containing the land cover dataset
compatible with ArcGIS 9.2, with an associated metadata file, on DVD and methodology
documentation. The data will be in the State Plane Coordinate System, Florida East Zone, in
units of US Survey Feet. The horizontal datum is NAD83/90 HARN, and the vertical datum is
NA VD88. The County shall own the deliverables, and shall have sole rights to reproduce and
sell any data or derivative information, and Respondent shari have no copy right or right to sell
the data set or derivative of the data set resulting from this RFP.
CONTRACTOR SELECTION AND EV ALUA TION PROCESS
Proposals will be evaluated and selected at a publicly-noticed meeting by a committee
composed of the Monroe County Senior GIS Planner, GIS Planner, Senior Administrator of
Environmental Resources, and the Growth Management Division Director or his designee. If any
one of the committee members is unavailable, the Growth Manager Director, at his discretion,
mayor may not designate another person to serve on the committee. The selection and
ranking recommendation will be presented to the Board of County Commissioners for final
decision. If no contract can be negotiated with the first ranked proposer, the Board reserves the
right to negotiate with the next selected proposer. Monroe County reserves the right to reject
any and all submittals, waive any irregularities, re-issue all or part of the RFP, and not award any
contract, all at its discretion and without penalty.
Format The response, at a minimum, shall include the following in three ring binders with
tabbed sections:

A cover page that reads "Geospatial Land Cover Dataset for the Florida Keys". The
cover page should contain Respondent's name, address, telephone number, fax
number and the name of the Respondent's contact person and e-mail address.

Tab 1. General Information.
I. The history of the firm, its corporate structure, and years in business, operating with
the current name or any other name.
II. A list of the officers and directors of the respondent.
III. A list of shareholders with five per cent (5%) or more of the stock, or if a general
partnership, a list of the general partners or if an LLC, a list of its members.
IV. A list of any subcontractors whom the respondent plans to utilize in performing its
services.

1.02 COPIES OF PROPOSAL DOCUMENTS

1.04 DISQUALIFICATION OF RESPONDENT
A. NON-COLLUSION AFFIDAVIT: Any person submitting a proposal in response to
this invitation must execute the enclosed NON-COLLUSION AFFIDAVIT. If it is
discovered that collusion exists among the Respondents, the proposals of all
participants in such collusion shall be rejected, and no participants in such
collusion will be considered in future bids for the same work.
B. PUBLIC ENTITY CRIME: A person or affiliate who has been placed on the
convicted vendor list following a conviction for a public entity crime may not
submit a proposal on a contract to provide any goods or services to a public
entity, may not submit a proposal on a contract with a public entity for the
construction or repair of a public building or public work, may not submit
Proposals on leases or perform work as a contractor, supplier, subcontractor, or
CONTRACTOR under a contract with any public entity, and may not transact
business with any public entity in excess of the threshold amount provided in
Section 287.017, for CATEGORY TWO for a period of 36 months from the date of
being placed on the convicted vendor list. Category Two: $25,000.00
C. DRUG-FREE WORKPLACE FORM: Any person submitting a bid or proposal in
response to this invitation must execute the enclosed DRUG-FREE
WORKPLACE FORM and submit it with his bid or proposal. Failure to complete
this form in every detail and submit it with your bid or proposal may result in
immediate disqualification of your bid or proposal.

D. LOBBYING AND CONFLICT OF INTEREST CLAUSE: Any person submitting a
bid or proposal in response to this invitation must execute the enclosed
LOBBYING AND CONFLICT OF INTEREST CLAUSE and submit it with this bid
or proposal. Failure to complete this form in every detail and submit it with the bid
or proposal may result in immediate disqualification of the bid or proposal.
1.05 EXAMINATION OF RFP DOCUMENTS
A. Each Respondent shall carefully examine the RFP and other contract documents,
and inform themselves thoroughly regarding any and all conditions and
requirements that may in any manner affect cost, progress, or performance of the
work to be performed under the contract. Ignorance on the part of the
Respondent will in no way relieve them of the obligations and responsibilities
assumed under the contract.
B. Should a Respondent find discrepancies or ambiguities in, or omissions from, the
specifications, or should he be in doubt as to their meaning, they shall at once
notify the COUNTY.
1.06 INTERPRET A TIONS, CLARIFICATIONS, AND ADDENDA
No oral interpretations will be made to any Respondent as to the meaning of the contract
documents. Any inquiry or request for interpretation received ten (10) or more days prior
to the date fixed for opening of responses will be given consideration. All such changes
or interpretation will be made in writing in the form of an addendum and, if issued, will be
put on Demandstar, or mailed or sent by available means to all known prospective
Respondents prior to the established Proposal opening date. Each Respondent shall
acknowledge receipt of such addenda in their Proposal. In case any Respondent fails to
acknowledge receipt of such addenda or addendum, his response will nevertheless be
construed as though it had been received and acknowledged and the submission of his
response will constitute acknowledgment of the receipt of same. All addenda are a part
of the contract documents and each Respondent will be bound by such addenda,
whether or not received by him. It is the responsibility of each Respondent to verify that
he has received all addenda issued before responses are opened.
1.07 GOVERNING LAWS AND REGULATIONS
The Respondent is required to be familiar with and shall be responsible for complying
with all federal, state, and local laws, ordinances, rules, and regulations that in any
manner affect the work.
1.08 PREPARATION OF RESPONSES
Signature of the Respondent: The Respondent must sign the response forms in the
space provided for the signature. If the Respondent is an individual, the words "doing
business as ", or "Sole Owner" must appear beneath such signature. In
the case of a partnership, the signature of at least one of the partners must follow the firm
name and the words "Member of the Firm" should be written beneath such signature. If
the Respondent is a corporation, the title of the officer signing the Proposal on behalf of
the corporation must be stated along with the Corporation Seal Stamp and evidence of
his authority to sign the Proposal must be submitted. The Respondent shall state in the
response the name and address of each person interested therein.
1.09 RESPONSIBILITY FOR RESPONSE

The Respondent is solely responsible for all costs of preparing and submitting the
response, regardless of whether a contract award is made by the County.
1.10 RECEIPT AND OPENING OF RESPONSES
Responses will be received until the designated time and will be publicly opened and
announced at the appointed time and place stated in the Notice of Request for Proposal.
Monroe County's representative authorized to open the responses will decide when the
specified time has arrived and no responses received thereafter will be considered. No
responsibility will be attached to anyone for the premature opening of a response not
properly addressed and identified. Respondents, or their authorized agents, are invited
to be present.
1.11 DETERMINATION OF SUCCESSFUL RESPONDENT
The County reserves the right to reject any and all responses and to waive technical
errors and irregularities as may be deemed best for the interests of the County.
Responses which contain modifications, are incomplete, unbalanced, conditional,
obscure, or which contain additions not requested or irregularities of any kind, or which
do not comply in every respect with the Instructions, and the contract documents, may be
rejected at the option of the County.
1.12 AWARD OF CONTRACT
A. The County reserves the right to to waive any informality in any response, or
to re-advertise for all or part of the work contemplated. If responses are found
to be acceptable by the Owner, written notice will be given to the selected
Respondent of the award of contract(s).
B. If the award of a contract is annulled, the County may award the contract to
another Respondent or the work may be re-advertised or may be performed
by other qualified personnel as the County decides.
C. A contract will be awarded to the Respondent deemed to provide the services
which are in the best interest of the County, considering price, qualifications,
time frame, and other factors deemed relevant.
D. The County also reserves the right to reject the response of a Respondent
who has previously failed to perform properly or to complete contracts of a
similar nature on time.
E. All responses, including the recommendations of the County Administrator or
his designee, will be presented to the Board of County Commissions of
Monroe County, Florida, for final awarding or otherwise.
1.13 CERTIFICATE OF INSURANCE
The Contractor will be responsible for all necessary insurance coverage as indicated on the
attached forms. Certificates of Insurance must be provided to Monroe County within fifteen (15)
days after award of bid, with Monroe County BOCC listed as additionally insured on all except
Workers Compensation. If the property insurance forms are not received within the fifteen (15)
days, the contract may be awarded to the next selected Respondent.
The Contractor shall defend, indemnify, and hold harmless the County as outlined on the
attached form.
