ITEM BACKGROUND: Bill Tolliver Chief of Training and Susie Martenson Air Medical Chief from Monroe County Fire Rescue requested EM funding assistance to provide the following three courses to their first responders. Approval of course deliveries and funding from the following State Homeland Security Grant Program Agreements 06-DS-3W-11-54-01-309, 07DS-5N-11-54-01-353, and 08-DS- 06-11-54-01-343 as an eligible expenditure was obtained from Esther Johnson, State Homeland Security Training Coordinator Florida Division of Emergency Management. These courses are tentatively scheduled to be held as follows. CISM — Individual and Peer Crisis Intervention course on October 22-23, the CISM — Group Intervention course on October 23-24, and the CISM — Advanced Group Crisis Intervention on December 2-3, 2008. The courses descriptions are found within the attached SERT request for attendance at a Non Training & Education Division (TED) Approved Course checklist. The graphic nature of the work itself is portrayed through video and slides, as well as the after effects that one might normally experience following a traumatic event. This course prepares mental health professionals and peer support personnel to deal with, and provided services before, during, and after a critical incident. Utilizing Dr. Jeffrey Mitchell's intervention strategies which have been proven to accelerate the recovery of normal people having expected reactions to a traumatic event. This two day Basic CISM training is recognized by the International Critical Incident Stress Foundation and is open to any person who wishes to know more about crisis intervention strategies for emergency personnel. Emergency service personnel and mental health professionals are typical participants. When the student has successfully completed this course, _ the student will be able to... 1. Discuss the psychological impact of crisis on the emergency worker 2. Identify CISM Team Members 3. Demonstrate debriefing skills in a simulated formal debriefing 4. The program is based on Dr. Jeffrey Mitchell's CISM concepts and first hand experience from in managing a very large, active, volunteer CISM team that responds to emergency services in the Tampa Bay area for many years. --- CISM Advanced, (CISM-A) The Advanced Group Crisis Intervention training program has been designed to provide participants with the latest information on critical incident stress management techniques and post -trauma syndromes. The program emphasizes a broadening of the knowledge base concerning critical incident stress interventions as well as Post- Traumatic Stress Disorder which was established in the basic program and/or in publications. At the conclusion of this educational program the participants will have been exposed to specific, proven strategies to intervene with those suffering the ill effects of their exposure to trauma. The emphasis will be on advanced defusings and debriefings in complex situations. --- CISM Strategic Response, (CISM-SR) Knowing what sequence of crisis intervention processes to use for which individuals or groups, at what times, and under what circumstances is crucial to all effective early intervention programs. The course will present essential information for the assessment of both crisis situations and the effects of critical incidents on people involved in those situations. Participants will learn to create an effective plan of action to assist those in crisis. Strategic planning and tactical decision making are emphasized, as are rationales for choosing one set of crisis intervention processes over another.
