AGENDA ITEM WORDING: A resolution of the Board of County Commissioners of Monroe County,
Florida approving amendment to the Community Development Block Grant (CDBG) Citizens Advisory
Task Force, establishing new appointments and a maximum four year term of service.
ITEM BACKGROUND: On December 5, 1990, the BOCC granted approval of the creation of a CDBG
Citizens Advisory Task Force in order to provide public input to the CDBG process, as per the conditions
of the grant application. On December 19, 1990, the BOCC selected five candidates to serve for a term of
two years. Upon expiration of the initial members' terms, the individual Commissioners would designate
replacement appointees. On April 17, 2002, each Commissioner appointed one qualified member to the
CDBG Citizens Advisory Task Force for the term of four years. As part of that resolution (177-2002), the
composition of the Task Force was also established: five (5) residents of Monroe County, of which no less
than three members are very low or low income and/or minorities. The term expired April 30, 2006, and
was amended in September 2006 for an additional one year. As there have been no further applications for
Community Development Block Grants since that time (these grants can not be overlapping), the Citizens
Advisory Task Force has gone dormant. The last grant the County received under this program (via the
Housing Authority) has officially closed, making Monroe County and/or its agents once again eligible to
apply for Community Development Block Grants under the Housing or Neighborhood Revitalization
programs. The CDBG Citizens Advisory Task Force must be reestablished and members appointed in
order to meet the conditions set by the CDBG application. Any agency applying for a grant through one of
these programs must confer with the Task Force during the application process or be disqualified. While
no announcements may be immediately forthcoming regarding the CDBG programs, past history
demonstrates that grants may be announced with little warning and under a very tight schedule, which
requires that the Task Force already be in place and ready to be consulted.
PREVIOUS RELEVANT BOCC ACTION: Resolution 645-1990 established the CDBG Citizens
Advisory Task Force; Resolution 668-1990 documented the initial appointments; Resolution 177-2002
approved the recreation, composition, appointment to, and adoption of by laws and provided an effective
date; and Resolution 383-2006 established appointments/reappointments for expired terms.
CONTRACT/AGREEl\1ENT CHANGES: As stated above.
STAFF RECOMMENDATIONS: Approval as stated above, and appointment of members selected by
the Commissioners. Each Commissioner should strive to have a candidate in mind for appointment at the
January BOCC meeting, as CDBG grants could be announced at any time.

A RESOLUTION OF THE MONROE COUNTY BOARD OF COUNTY
COMMISSIONERS APPROVING REACTIVATION OF THE
COMMUNITY DEVELOPMENT BLOCK GRANT CITIZENS ADVISORY
TASK FORCE AND SEITING THE TERM OF SERVICE FOR
MEMBERS AT FOUR YEARS.
WHEREAS, 24 CFR Section 570.486 and 9B-43, Florida Administrative Code require
CDBG participating jurisdictions to create and appoint a CDBG Citizens Advisory Task Force in
order to encourage resident participation in the development of plans, procedures, public hearings
and oversight of the jurisdiction's Community Development Block Grant activities; and
WHEREAS, the terms of members previously appointed to the Monroe County CDBG
Citizens Advisory Task Force have expired; and
WHEREAS, it is desired to have Commissioner's appointments made by the January
Board of County Commissioners meeting; and
WHEREAS, there shall be five members of the task force, all of whom shall be County
residents, and at least three of whom shall be in the very low income or low income categories
and/or minorities;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY FLORIDA, THAT:
1. The CDBG Citizens Advisory Task Force is hereby reactivated; and
2. The term of service for members will be four (4) years; and
3. Each Commissioner will choose a qualified appointee, provide his/her name and contact
information to the County Administrator's office, and nominate that person for approval
by the Board as a whole at the January BOCC meeting.

OF MONROE COUNTY, FLORIDA, PROVIDING FOR THE
RECREATION, COMPOSITION, APPOINTMENT TO, AND
ADOPTION OF BY LAWS OF, A COMMUNITY DEVELOPMENT

PROVIDING AN EFFECTIVE DATE.
WHEREAS, 24 CFR Section 570.486 and 9B-43, Florida Administrative Code, requires CDBG
participating jurisdictions to create and appoint a CDBG, Citizens Advisory Task Force in order
to encourage residents participation in the development of plans, procedures, public hearings and
oversight of the City's Community Development Block Grant activities.
WHEREAS, Monroe County has resolved to prepare and submit a 2002 Small Cities
Community Development Block Grant (CDBG); and
WHEREAS, Monroe County has adopted a Community Development Block Grant, Citizens
Participation Plan that authorizes the creation of, and appoint to, a CDBG, Citizens Advisory
Task Force, and;
WHEREAS, the terms of members previously appointed to the Monroe County's CDBG
Citizens Advisory Task Force have expired;
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of
Monroe County, Florida, that the County hereby:
1. Creation. Authorizes the creation of a Community Development Block Grant, Citizens
Advisory Task Force in order to provide maximum public input in the development of plans,
procedures, oversight and coordination of the Monroe County's Community Development
Block Grant activities.
2. Composition. Provides for the appointment of five (5) residents of Monroe County, of which
no less than three members are very low or low income and/or minorities. Each member of
the City Council shall appoint one qualified member to the CDBG Citizens Advisory Task
Force. Members shall serve a maximum of a four year term.
3. Appointments. Appoints the following individual residents of Monroe County to serve as
member of the Community Development Block Grant, Citizens Advisory Task Force:

RE: Appointments to Community Development Block Grant, Citizen's Advisory Task Force
At the April BOCC meeting, Commissioner's will be asked to consider authorizing a 2002 Small
Cities Community Development Block Grant application. It is anticipated that Monroe County
would elect to pursue a CDBG grant in the Housing category and undertake qualified Sewer
Connection and Housing Rehabilitation activities.
As a requirement of the grant application, Monroe County is required to form and appoint
members to a CDBG Citizen's Advisory Task Force (CATF). The role of the CATF is to
encourage residents, particularly in low and moderate-income persons who reside in the project
area, to provide input relative to all phases of the project process. Further, they assist the local
government's staff and/or consultant in overseeing the project, including development of plans,
procedures, public hearings and amendments, ifnecessary. The CATF typically meets one
annually to consider and review CDBG grants and their progress.
Should Monroe County elect to pursue a 2002 COBG grant application, each commissioner will
be asked at the April 17th meeting to create and appoint one members to a CATF. Should YOU
elect to make an atJpointment prior to that date. please contact me directly in order that I may
prepare the documentation necessary for the BOCC <l2enda. For your consideration. attached is
a list of individuals that have expressed an interest and willingness to serve if appointed to the
CDBG Citizen's Advisory Task Force.

authorized the subaisslon of a grant application to the
Department of Community Aftairs for the Florida Small Cities
Community Development Block Grant by Resolution '620-1990,
Noveaber 14, 1990; now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, THAT:
1. The advisory committee is hereby established to
assist Monroe County in implementing the Small Cities
Community Development Block Grant programs. The committee
shall consist of five (5) individuals who shall assist
Monroe County in determining areas that are considered
appropriate for the expenditure of such grants. Initially,
the Areas known as Hibiscus Park in Key LArgo and The Rock
in Marathon are to be given consideration for this service.
2. The committee shall serve at the pleasure of the
Commission and the Committee it..lf, upon the first .eeting
thereof, shall designate one of its members AS the chairman
thereof, ana one of its members as the secretary of the
same.
J. The Committee shall report periodically of any
recommendations that they may have in this regard and such
reports as made to the Monroe County GrAnts Manager shall be
in turn forwarded to the County Commission for its
consideration.

WHEREAS, the Monroe County Board of Commissioners

WHEREAS, the initial Citizens Advisory Task Force
Committee shall consist of five members representing the
jurisdictions in which the proposed projects are
implemented; now therefore,

Upon expiration of the initial members' terms, the
individual Monroe County Commissioners shall designate their
appointees.
2. The Committee shall serve at the pleasure of the
Commission and the Committee itself, upon the first meeting
thereof, shall designate one of its members as the chairman
thereof, and one of its members as the secretary of the
same.
3. The Committee shall assist Monroe County in
determining areas that are considered appropriate for the
expenditure of such grants. Initially, the areas known as
Hibiscus Park in Key Largo and The Rock in Marathon are to
be given consideration for this service.
4. The Committee shall report periodically of any
recommendations that they may have in this regard and such
reports as made to the Monroe County Grants Manager shall be
in turn forwarded to the County Commission for its
consideration.

RESOLUTION NO. 383 - 2006
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, TO APPROVE APPOINTMENTS TO THE COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) CITIZEN ADVISORY TASK FORCE.
WHEREAS, 24 CFR Section 570.486 and 9B-43, Florida Administrative Code, requires CDBG
participating jurisdictions to create and appoint a CDBG, Citizens Advisory Task Force in order to encourage
residents participation in the development of plans, procedures, public hearings and oversight of the
jurisdiction's Community Development Block Grant activities; and
WHEREAS, Monroe County has resolved to prepare and submit a 2002 Small Cities Community
Development Block Grant (CDBG); and
WHEREAS, Monroe County has adopted a Community Development Block Grant, Citizens
Participation Plan that authorizes the creation of, and appointment to, a CDBG Citizens Advisory Task Force;
and
WHEREAS, the terms of members appointed to the Monroe County's CDBG Citizens Advisory
Task Force have expired;
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of Monroe
County, Florida, that:
Section 1: The above recitals are true and correct and incorporated herein.
Section 2: The following appointments and reappointments are made for individual residents of
Monroe County to serve as members of the Community Development Block Grant Citizens
Advisory Task Force:
