Engineering Division - Wastewater Projects – October 2008 Status Report – November 19, 2008
Keys Wastewater Plan (KWP) Implementation
Attended meeting with the Department of Health (DOH) and Florida Keys Aqueduct Authority
(FKAA) to continue development of Cold Spot Implementation Plan. Initial results from
alternatives analysis indicate that some areas may be more economically served by regional
treatment than on-site systems. Team has goal to establish the expandedcentral service
boundaries, if economically justified, by March 2009 so that DOH can advise property owners in
cold spots of compliance requirements. Enforcement by the County’s Special Magistrate was
discussed.
Outdoor Resorts has requested that County confirm that regional service is not anticipated to be
provided to the west end of Long Key so that wastewater treatment plant (WWTP) expansion can
be scheduled. County teleconferenced with representatives from Outdoor Resorts, FKAA and
Florida Department of Environmental Protection on October 8, 2008 and is gathering analysis
requested from FKAA and Outdoor Resorts as a result of that meeting. Outdoor Resorts prefers to
upgrade their existing plant as recommended in the Master Plan of 2000. However, County is
evaluating compliance options for approximately 50 equivalent dwelling units (EDUs) at the west
end of Long Key that are not a part of Outdoor Resorts. County has asked Outdoor Resorts to
consider providing service to these properties and requested a cost per EDU. This cost will be
compared with the cost to extend the transmission main and upgrade onsite systems. If FKAA
extends the transmission main, Engineering has been advised that Outdoor Resorts will have to
connect under the mandatory connection ordinance. Engineering will complete comparison and
develop recommendation.
Public Private Partnerships utilized by Florida Department of Transportation are under review for
application to wastewater projects.
Area of Critical State Concern - 10 Year Plan Reporting
Responded to request for clarification from the Department of Community Affairs.
Florida Keys Reasonable Assurance Documentation (FKRAD)
Reviewed Stakeholder Agreements and began preparing memorandum to URS describing
County’s concern about farfield sources and technical data.
Scheduled KWP Implementation Status Update with Regional Administrator of Environmental
Protection Agency for November 13, 2008.
South Lower Keys Regional Wastewater Treatment Facility (Big Coppitt)
Compiled requested documents for financial compliance audit of FDEP Grant LP6803.
Submitted Disbursement Request 3 from FDEP Grant LP6803.
Quantified remaining FY08 expenditures for Clerk.
Provided adjusted pre-payment memos, as needed, for property owners. The prepayment memos
provide directions for property owners to payoff the non-ad valorem tax assessment and avoid
future interest and administrative fees. Included future annual services in Request for
Qualifications for assessment services provider.
Forcemain construction is complete.
Shark Key collection system 69% complete.
Big Coppitt collection system 70% complete.
Geiger and Rockland Key collection system construction underway.

WWTP construction is 46% complete.
At the monthly County FKAA coordination meeting, FKAA indicated that additional work has been
identified at the Key Haven plant that will need to be addressed before further progress can be made
toward purchase of the Key Haven system.
Cudjoe Regional Wastewater Treatment Facility
Reviewed FKAA Wastewater Master Plan Update and attended FKAA Board’s October 23, 2008
workshop.
Reviewed draft permit modification application for Cudjoe landfill and provided comments to FKAA.
Initiated review of Draft Collection System Alternatives Report.
Design to complete bid documents for Cudjoe Regional Service Area are estimated by FKAA to cost
$8M; $2M has already been advanced; $1M is encumbered.
The Scope of Services for the design, permitting and bidding services for the WWTP and transmission
system are under review.
Cudjoe Regional Collection System Preliminary Design Reports underway.
Request for Qualifications for non-ad valorem assessment services has been advertised. Responses
will be received November 18, 2008 and it is anticipated that a vendor will be recommended at the
January 2009 BOCC meeting. Hearing to adopt Resolution of Intent to use the Uniform Method of
Collection for wastewater System Development Fees scheduled for December BOCC meeting.
Statute requires Resolution of Intent to be adopted by December 31, 2008.
Duck Key/Conch Key
Quantified FY08 expenditures for Clerk.
Duck Key collection system design is complete and permitted.
Design for Duck Key treatment plant upgrade 60% complete.
73% of 150 EDUs at Conch Key are connected to system.
Researching whether State Revolving Funds (SRF) will be available for the Duck Key project and if
the Department of Agriculture assistance for rural communities, identified by the University of North
Carolina’s Environmental Finance Center, is an alternative.
Key Largo Wastewater Treatment District
Key Largo Sewer – overseeing construction on KLWTD projects to ensure compliance with
County road restoration requirements, including attending pre-construction meetings with
contractors, inspecting road repairs, meeting with contractors to determine repairs and replacement
of county road signs in project area;
Quantified FY08 expenditures for Clerk.
Ongoing review and approval of reimbursement requests for MSTU and Sales Tax Revenue
Funding sources.
Stock Island
Key West Resort Utilities (KWRU) has completed construction of the upgrades designed for 2010
AWT compliance.
Approximately 82% of the 2,672 EDUs served by the initial gravity collection system and Phases 1-3
of the expanded vacuum system are connected. Code enforcement meetings are held monthly and
fines are being imposed if design, permitting, and connection deadlines are not met.
Engineering is developing a compliance tool to identify properties that still require connection.
Engineering reviewed service availability for code enforcement case. As-builts do not show point of
connection.

Established policy and procedure for depositing Stock Island consent and acknowledgement down
payments.
Stormwater
Updated scope of services to include acreage benefitting from stormwater improvements to be built
under South Florida Water Management District (SFWMD) Grant.
Received final reimbursement from 2008 SFWMD grant.
