ITEM BACKGROUND: The Stan Mavfield Workina Waterfronts Proaram was created bv the 2008 Leaislature and will be administered bv Florida Communities Trust. To fund the proaram, the Leaislature provided 2,5% of the total Florida Forever proaram distribution, which at the current level provides $7,5 million annuallv to the proaram, The Stan Mavfield Workina Waterfronts funds are to used to acquire a parcel(s) of land directlv used for the purposes of the commercial harvest of marine oraanisms or saltwater products bv state-licensed commercial fishermen, aQuaculturists, or business entities, includina piers, wharves, docks, or other facilities operated to provide waterfront access to licensed commercial fishermen, aQuaculturists, or business entities, PREVIOUS RELEVANT BOCC ACTION: In December 2006, the Marine Port Advisory Committee recommended to the BOCC the purchase of this parcel for acquisition for the purpose of preservina workina waterfront. There is no question that our County's waterfront properties are amongst the most valuable in the United States. Unfortunately, the financial pressure's being placed on waterfront property owners to redevelop commercial fishing properties is threatening the County's commercial fishing families as well as the variety of businesses that depend on them. Gulf Seafood's, a long-standing commercial fishing property on Stock Island, Key West, has been acknowledged for decades as the "crown jewel" of the commercial fishing industry in the Lower Keys. Industry representatives have determined that the Gulf Seafood's parcel could provide docking for 100 vessels (or 1/3 of the Lower Keys fleet). The property's location, deep water access and ample storage space (3.3 acres) for traps and gear, were reason enough for the County's Marine and Port Advisory Committee to grade the Gulf Seafood's parcel as a "first rate" commercial fishing property. In addition, the advisory council for the Florida Keys National Marine Sanctuary has recommended that the County consider purchasing Gulf Seafood's "for the preservation of the commercial fishing industry and associated traditional way of life in Key West and the Lower Florida Keys." On October, 3, 2008 the Florida Keys Commercial Fishermen's Association's board of directors, along with board members of the Organized Fishermen of Florida's Marathon Chapter, unanimously passed a motion to request that Monroe County apply for the State of Florida's Stan Mayfield Working Waterfront Grant Program. The FKCF A board's request stated that the Gulf Seafood property on Stock Island was undoubtedly the preferred option for Monroe County in their proposal to preserve commercial dockage and trap storage in the Lower Keys. The Stan Mayfield Grant is providing Monroe County with a fair chance to preserve one of its primary economic engines as well as the heritage and culture of its commercial fishing families in the Lower Keys. Without safeguarding dockage and gear storage on keystone waterfront properties, the County is bound to lose its commercial fishing industry. One of FKCF A's original responsibilities has been to work with the private and public sector towards defending commercial fishing waterfront in Monroe County. Fishermen agree that the County's process for determining the importance of its waterfront properties is providing the Commission with the necessary guidance on how to best preserve commercial waterfronts. For the last two years the message from the public has been very clear; Gulf Seafood is the most important piece of commercial fishing waterfront in the Lower Keys and Monroe County must protect it from redevelopment.
